“Last time I contested, but I was requested to allow the then bearer to have it. This time, given my experience, am unstoppable.” Revealed Kiwanda saying if you are to get the candidates in the region, Kiwanda is one of the best candidates that NRM has. 

A senior MP, Kiwanda joined the 7th Parliament at the age of 25. He missed the 8th Parliament. However, President Museveni appointed him Karamoja Resident District Commissioner (RDC), using this office to mobilize for NRM in the region. “Being a national leader, I know all the corners. Am in Acholi, Lango, Rwenzori, Kasese, Karamoja, Kigezi, etc. Am sure, Party delegates will massively vote for Kiwanda.” He said.

When Mityana North sent Kiwanda back to Parliament in 2011, over 90 MPs in Buganda Caucus elected him their Chairman, deputised by opposition DP’s Hon. Betty Nambooze Bakireke. 

“During that time, a lot of things came to order. The relationship between Central government and Buganda Kingdom Improved greatly. We had several meetings between the two governments and very many things that were pending were able to be worked upon and returned to Mengo.” Said Kiwanda.

He noted that, the tension that was there between Mengo and Central government during the 8th Parliament which saw Kabaka’s CBS radio closed and then Katikkiro Owek. JB Walusimbi blocked from going to Kayunga, normalised in the 9th Parliament when he was steering the Buganda Caucus.

“Buganda Caucus for the first time ever, hosted the Katikkiro of Buganda at the Parliament during popular Ettoffaali project and we managed to mobilize colleagues who are non Baganda to stand with us. Thanks to these colleagues, for they contributed handsomely hear contribution to Buganda Kingdom.” Kiwanda told us.

During his chairmanship, Buganda Caucus bought two vehicles for the Kingdom.

“We did a lot of mobilization in villages which was actually very interesting and it added a lot of value in mobilization terms of economic empowerment, we went to schools as Buganda Parliamentary Caucus and we moved as a team; opposition and the ruling NRM MPs.” Kiwanda told us adding that, “It was in fact the last united caucus we have ever had in Buganda. Our Treasurer was Hon. Deogratius Kiyingi  from Democratic Party.  We worked as a team on matters of Buganda without looking at our political differences. That shows the mode of leadership and also the spirit of tolerance that we have in a person called Kiwanda.”

On the participation in Buganda activities, it is on record, during his leadership, the attendance of Buganda MPs Buganda Kingdom functions was the best ever. Over 50 plus members of Parliament used to attend these functions.

If you consider Kiwanda numbers with the ones attending such functions these days, the numbers are very low. Kiwanda played a pivotal role between NRM and opposition MPs, commanded respect and perfectly led them in participation to Kingdom functions.

IN NRM OFFICE

Kiwanda said, he want to be the NRM Vice chairman in Buganda not only for those in NRM but for Buganda as a region. 

“You see, Buganda is a very big factor in the politics of Uganda. Am looking at Buganda politics and how to use this office mobilize for my party and Buganda as a region. If you want someone who ryms well with everyone in the region including the opposition, definately Kiwanda is the best candidate.” He said.

“On board for the region, am bringing energy, comming with experience and integrity.To me, the three are vital. We need a leader who is energetic, who has experience and a leader whose integrity is not doubtable.” Says Kiwanda. 

He saud, he will push for the four core Principles of NRM which includes; Nationalism, Pan Africanism,  Socio-economic transformation and Democracy. On his poster, it is written, ‘Continuation of the NRM Ideology.’

During the recent trekk, the President was talking about the Kisoboka campaign. In Kiboga, Hon. Ruth Nankabirwa told the president that, ‘What you see me doing here, I copied it from Hon. Kiwanda.’ Now Kiwanda is saying, Kisoboka is the production campaign, so he is comming with it.

AS A TOURISM MINISTER

When Kiwanda was appointed State minister for Tourism, Wildlife and Antiquities, which ministry he proudly enjoys and enjoys working with people, statistics show, the ministry has since registered tremendous achievements.

He told us, “I have raised the numbers from 1.2M visitors to now almost 2M visitors a year.”

He has led different campaigns in the ministry, campaigns like Tulambule, that increases the awareness of Ugandans about their country. This campaign is still running.

“I began another campaign called Twende Uganda Tourism campaign, raising awareness to the East African Countries to increase their visitations to our country. And I want to say, numbers from the region visiting Uganda has greatly increased.” Said Tourism minister Kiwanda. 

He led another campaign called Destination Uganda Tourism aiming at other African countries outside East Africa. It is continental. It has increased the visibility in countries like Egypt. 

He said, “The last one is Pearl of Africa Tourism campaign. This one is aiming the globe. All these campaigns have yielded results.  We have hired Public Relations (PR) firms that do campaign for us in almost 10 countries now which includes; Japan, Germany, China, United Arab Emirates (UAE), USA, UK, etc.All these PR firms help to increase our visibility in these nations in order to attract more visitors to our country.”

Kiwanda says, “this has helped us and I know tourism has brought tools to people ears, tourism is now discussed on bodaboda stages, in the bars, it has taken centre stage in both print and electronic media, taken a lead on social media.Even when the President went for trekking, the whole trekking turned as tourism. So really, am comming as Vice Chairman NRM Buganda region with vigor.”

BUGANDA EXPECTATIONS IN KIWANDA

About Buganda Kingdom expectations, Hon. Kiwanda said, it will be the continuation of the good working relationship. “The way I used to push Buganda Kingdom issues when I was the Buganda Caucus chairman, will be the same way when am elected Vice chairman NRM Buganda region.” He said. 
Speaking to this Online, Kiwanda said, as a Minister, he has worked very closely with  Buganda Kingdom tourism ministers and when Buganda Tourism chapter were Organizing Miss Tourism, “We worked togather, they allowed us to market the Kingdom tourism sites, our visitors have gone to Bulange several times, the story of Buganda it’self is a tourism story and am happy that we are indeed working togather to promote Buganda Kingdom culture.”

“We are also getting a fund any time from now and we will be working on the Kabaka’s lake, cleaning it that it becomes a tourism aspect. We will put up boats as the ministry of Tourism, there are some partners we are working with that this lake becomes a big tourism facility.” Revealed Kiwanda.

CONSTITUENCY POLITICS

He still boast of his popularity and hard work, saying, nothing will block him from bouncing back in 2021 as Mityana North MP.

Kibedi Nsegumire, is one of those warming for Kiwanda’s seat. 

“We will have primaries, my teams are on ground. Am not going there as an intruder. I have carried out campaigns in Mityana North for some good years, studied from there, I have done a lot, and we are still performing. I have extended power, water, schools, improvement of roads, etc. We will comfortably win again.” Said Kiwanda.

Asked whether age limit ghost won’t haunt him and make him lose 2021 polls, Kiwanda says, “It depends on the explanation you do to the constituents. Actually for me i went to the constituency to give them the party resolution because, definately as Kiwanda I had nothing to change. It was a party position.”

“When CEC sit, comes up with a decission, NEC make a decission, so to the Caucus. And you as a legislator, some body who came on a party ticket, your part is to go and explain to the people. I definately explained to the people, moved to all parishes, ofcourse we faced hostility to some areas,  but I know, will go over it.” Explains the popular Miss Curvy reknown minister.

He said, “There are many reasons I will gI’ve voters. One, am a member of cabinet and we go by collective responsibility, and am sure my people benefits a lot when am a Minister,  and they know, I came to Parliament on NRM flag.”

“I may not be able to convince all opposition people but still, they will vote me for being bold on Buganda issues, being developmental and even on economic growth. With my Kisoboka campaign I have increased production in my area, wealth irrespective of our political difference. Those who think will unseat me, they are day dreamers, they wont manage. We will humiliate them.” Vows Hon. Kiwanda.

ISLAMIC EXAMS OUT: BOYS OUT COMPETE GIRLS IN S.4 & S.6

THE Uganda Thanawi and Idad examinations board yesterday Thursday morning released the 2019 Idad and Thanawi results which showed that boys out competed girls.
The ceremony presided over by the Uganda Muslim Supreme Council Secretary General Hajji Ramadhan Mugalu took place at Tagy hotel in Kampala.

Out of the 1,393 candidates who sat for the final exams, 1013 were idad students (Islamic S.4) and 380 were Thanawi students ( S.6) from 83 schools in which 57 schools did Idad exams and 26 schools did Thanawi exams.
While releasing exams, Dr. Ziad Swaleh Lubanga the Idad and Thanawi examinations board secretary said there was an increase in the overall performance and in the number of students who sat for the exams saying in the year 2018, 849 students sat for idad exams compared to 2019 were 1013 students sat for the exams, in thanawi.

Dr. Ziad said, in 2018, 271 students sat for the exams yet in 2019, 380 students sat for the exams which showed tremendous increase in the number of students doing the exams.
He saI’d, the students who did the exams and passed on the Idad level (S.4) where 849 of which 636 were boys and 213 were girls, 161 were boys and 33 were girls and on the Thanawi level ( S. 6) 278 boys and 65 girls passed the exams of which 95 boys and 15 girls passed the exams.
On the idad level the students who failed the exams were 163 of these 111 were boys and 52 were girls while 7 students all boys failed.
According to Dr. Ziad on the idad level 14 students didn’t turn up for the exams of whom 8 were boys and 6 were girls and for the case of thanawi, only 6 students didin’t turn up for the exams.In his speech as the guest of honor during the releasing of the Islamic results, Hajji Mugalu thanked the idad and thanawi examinations board for the tremendous work done to stremeline the Islamic education.
“I want to appeal to the Muslim to stop putting hatred first instead of concentrating on the general programs that benefit the entire Muslim fraternity. I argue all muslims in Uganda to adhire to the unified Islamic examination boards and curriculum to set a common goal.” Said Mugalu.
He want the muslim education stakeholders to support and attach themselves to the idad and thanawi examinations board. Again hajji mugalu appealed to the muslims to keep a keen aye on the girl child whom he say are very vital to the world.

This was after the information that girls did well in the released exams.
Meanwhile the Uganda Muslim Supreme Council Secretary for education Sheikh Juma Bakhit Cucu said they are determined to control the quality of education for muslim in the country and that they have embarked on streamlining the educational programs of the country
He also appealed to the muslims to adopt developmental programs instead of sowing problems which he says have profoundly affected muslims in the country and releaved that there is need to train Islamic teachers who are putting the Islamic curriculum in use.

IT’S SAD! Popular Uganda Cranes cheer leader Jackson Ssewanyana commonly known as ‘Uncle Money’ has been ordered by Buganda road court magistrate to prepare his defence in a Manslaughter case against him and one Benson Ssenyonga, all residents of Kasubi IV in Lubaga Division, Kampala.

The two are charged of having a hand in the killing of one Siraje Tumusiime on 16th/08/2019 who was allegedly killed by a mob on allegations of being a phone thief.

The two area leaders Ssewanyana and Ssenyonga were arrested and have been on remand. Today, Buganda road court magistrate Ayo Miriam Akello ruled that the two area leaders have a Manslaughter case to answer.

MUHAMMAD Ssegirinya commonly known as ‘Eddoboozi ly’e Kyebando’ and remembered for carrying a tv set to Parliament in a protest against television subscription taxes has added ingredients in his intentions to contest and win Kampala Capital City Authority (KCCA) Speakership warning opposition FDC party and ruling NRM not to waste time fronting their candidates because he is the best for this job.

His camp has been boosted by support from Amsterdam mayor and leaders who have pledged to give necessary support so that he win the race.

Elections are expected anytime and Ssegirinya has vowed to trounce other contestants. So far, four councilors have confirmed their interest to contest for Speakership.

Addressing a rally in Kawempe where he represents as area councilor (KCCA) council,  Ssegirinya who eyes Kawempe North MP seat in 2021 said, no  contestant understands Kampala problems more than him because he is a Ghetto boy so can perfectly serve as KCCA Speaker. 

Amidist chants from his supporters, Ssegirinya said, “It’s you who sent me to KCCA. I have come for your blessings so that I win this race. FDC and NRM should give me because I am the strongest among all contenders but if they turn a deaf ear, let them front their candidates, I will embarrass them on the poling day.”

Clad in a black suite and a people power necktie,  Ssegirinya appealed to Kawempe people to give him support by calling their other area councilors to vote him.

“We don’t want a Speaker who has never stepped in the corridors of our Ghettos. You can’t preside over KCCA council when you don’t know how our market vendors are suffering, why taxi operators are fighting each other and why floods are sweeping away our people in Kampala. You know me, if it calls for a battle, I will to bring out our people voices.” Said Ssegirinya who won as an independent to the Authority.

Asked whether his comming won’t confuse opposition councilors and divide votes which benefits NRM candidate Bruhan Byaruhanga, Ssegirinya said his voters are in NRM,  FDC, DP and Independents.

“A day I declared my Intentions to contest for Speakership, eight councilors defected to my camp. Give me a few days, I only want other 11 councilors and I will be elected Kampala Speaker. KCCA with me as the Speaker, Kampala will change and the capital city will be enjoyed by all classes of people.” Said Ssegirinya.

On reports from some councilors that Ssegirinya dodges council meetings for international travels, he said, “We are elected to lobby for our voters. I went in America and other countries to consult powerful leaders on how they serve their people and also lobby for Kawempe people. I managed to return with a Cancer testing machines which will officially be launched by Hon. Robert Ssentamu Kyagulanyi. This is what other leaders must do,”

On whether he has enough qualifications for the job, Ssegirinya proudly asked, “All those contesting, who performed well in S. 6 than me? I got 17 points and passed General Paper.  Let any of those contesting say he or she performed better than me.”

Asked whether, if Lord  mayor give him a call, asking him to leave for his candidate Doreen Nyanjura, Ssegirinya who said Hon. Kyagulanyi okayed his standing,  vowed never calling Nyanjura the weakest candidate in the race.

He said, will organise rallies in all Kampala constituencies and ask electorates to call their councilors, vote for him.

Other contenders are; Haji Abubaker Kawalya (FDC), Bruhan Byaruhanga( (NRM) and Doreen Nyanjura (FDC).

OPINION: HOW IDI AMIN GAVE MOI THE KENYAN PRESIDENCY & WHY UGANDANS SHOULD RESPECT VP SSEKANDI

AS East Africa mourns Mzee Daniel Arap Moi, I write this not only as an attempt to publish the hidden history behind my late father’s untold legacy, but mostly to bring an important detail for the sake of Uganda’s journey towards the elusive first ever peaceful transfer of power.
That is why I would like to recall events in Kenya on August 1978 when President Jomo Kenyatta passed away, and Vice President Daniel Arap Moï became the new Kenyan president.
My father President Idi Amin flew to Nairobi for the state funeral. Two very odd things happened at the time which I will never forget. The first one was just anecdotal. As we watched the event live on television from back at State House Entebbe, Ugandans could see on their screens Idi Amin joining all the leaders and foreign dignitaries as they walked behind the late Kenyatta’s funeral cortege on the main avenue in Nairobi. The Kenyan public stood all alongside the road, and upon noticing Idi Amin, they temporarily forgot about the funeral, and started waving and jubilating instead. That was how popular Amin was even in Kenya.
The second development during this time was far more serious, and is an important lesson/knowledge that we as a country, especially the leaders of today and tomorrow, should always have in mind for the sake of national stability.
Though Daniel Arap Moi was Vice President at the time, it appears there was a group of the late Jomo Kenyatta’s closest friends and confidants who had already made other succession arrangements together with the late Kenyatta before his death.
Now while those tribalist succession plans had been known publicly and had even failed to be formalized in the Kenyan Parliament previously, the people of Kenya do not know how close they came to a political crisis as those same tribalist succession plans were stealthily revived at the death of Jomo Kenyatta.
After Kenyatta’s funeral, President Idi Amin had been taken to State House Nairobi where he was having a briefing with Vice President Moï before heading to the airport and back to Kampala.
When the Ugandan leader casually asked about Daniel Arap Moï ‘s inauguration ceremony to the position of president, the Vice President told him that things were complicated and that he wasn’t even sure about his future in Kenya. Amin insisted on knowing what was going on, and after many attempts Mzee Moï reluctantly told Amin about “the alternative succession plan” that was secretely under way by Jomo Kenyatta’s closest political allies.
My father used to tell us these stories every evening after supper, though unfortunately I cannot remember the names of the three individuals who were said to be plotting to take the top positions in Kenya.
However older Kenyans probably know the people that I’m talking about, and who had been preparing their own succession plan all along.
What then happened is that the Ugandan leader quickly understood that there was a dangerous power struggle building, and it was outside the proper state succession provisions.
Amin then asked Daniel Arap Moï to at least call these individuals to State House for a quick meeting, and simultaneously postponed his return to Kampala indefinitely.
Everyone being at the funeral in Naïrobi meant that it was only a short while before all those concerned arrived at State House.
After the greetings, President Idi Amin bluntly told them about the rumours he had heard in regards to the plot for an illegal succession, and warned them about it’s dangers to the country’s stability if anyone went on with those plans. He told them that the proper procedure was for the Vice President to become the president, and anything else would be seen as either an unjustifiable coup and/or some illegal undertaking against the people of Kenya. This, Amin said, had the potential of completely destabilizing the country and even Uganda which economically depends on Kenya for it’s imports and exports since Uganda is a landlocked country.
By the end of the meeting, thanks to the respect they all had for Amin as a strong, popular African leader, the charismatic Ugandan president had quickly got all the assurances that the normal process would now take place, and Vice president Daniel Arap Moï would be quickly inaugurated as President of Kenya.
All this was not in the public domain. Kenyans actually believe the succession happened so smoothly. Not knowing how bad things were poised to become had my father not intervened at that material time.
For the record, I would like todays Ugandan leaders to take note of this requirement for the Vice president to be “quickly inaugurated” in such circumstances. Uganda has not yet had that peaceful transition/succession experience, and God knows how this knowledge might one day save the country, it’s economy, and it’s people from bloody illicit backdoor power struggles.
We have to have a mechanical system of immediate swearing-in of the vice president once the sitting president has been medically declared dead.
If I recall well, when US president John F. Kennedy was assassinated, the Vice president was immediately sworn in, barely an hour later, in mid-air, in the very plane that the late President had come with to Dallas, Texas where he was then shot.
The succession procedures exist in the 1995 Constitution, but we know how watered down that document has become. So given the political realities of Uganda today, we all know that the chances of a sitting president dying in office is the scenario with the highest probability to occur. And if it does happen, for the sake of stability, all citizens of Uganda must insist on the Vice President Edward Sekandi holding the country together. At least until the next elections. And we should all insist on him, not because he is Sekandi, or NRM, or a Muganda by tribe, but because he is the one holding the office of the Vice President.
If the entire country does not have this plan solidly grounded in the national understanding, even regardless of which person becomes Vice President in the future, who knows how many people out there could be plotting their own alternative succession plans right now as we speak, and at the terrible expense of the lives and livelihoods of all the people of this country?
For the record, I highly suspect several people within, and others close to State House, to be secretely harbouring such ambitions, and just waiting for their “Jomo Kenyatta moment”.
Meanwhile, in 1978 the uncertainty in Kenya, and the lengthy political succession timelines meant that President Idi Amin literally averted a major crisis in Kenya where there was likely to be a collapse of the state and probable violence amongst the different powerful individuals, their tribes/ethnic groups, and their supporters.
By Amin ensuring that Daniel Arap Moï became Acting president until the KANU party conference, Kenya survived political anarchy.
And that is how Mzee Daniel Arap Moï became President of the Republic of Kenya, thanks to Idi Amin. Kenyans were literally saved from untold mayhem without them even knowing it, and the new Kenyan leader quietly maintained a deep and personal respect for Amin for the rest of his life mainly because of that episode. Looking back now, many might notice that he never made personal public statements for or against Idi Amin.

RIP Mzee Daniel Arap Moï & may God Almighty cleanse him of any earthly mistakes.
