IT’S OVER GET OUT: NEC FIRES SULAIMAN KIDANDALA AS MATCH ENDS DP 5:0 REBELS

OPPOSITION Democratic Party top organ NEC sitting at the newly acquired Headquaters at Balintuma in Mengo, Kampala has today evenning fired embattled Sulaiman Sserwadda Kidandala from the office National Organizing Secretary and replaced him with Mr. Shafic Dembe in the capacity of Acting.

This has given Party President General Hon. Nobert Mao and his team a win with a very big margin against the party rebels.

According to a copy of NEC resolutions leaked to the News Editor Online, a motion to fire Kidandala was moved by Mr. Dick Lukyamuzi and Seconded by youth leaders Rita Nakyanzi and Christopher Okidi in a well attended meeting amidst tight security after goons allegedly hired by a clique of DP rebels attempted to disorganize NEC meeting.

Party Chairmen of three districts; Kampala, Wakiso and Mukono have been also removed and party top offices will be the care takers of these districts.

Kidandala whose fate of winning DP ticket for Kawempe North MP seat in 2021 has been spoilt, party top organ offended him for, “Defying NEC resolution, unilaterally suspended the registration process and launched a parallel process based on unauthorized forms.”

In NEC wise ruling, Masaka district led by EALA MP who doubles as National DP VP and Masaka district party chairman has been cleared to proceed with their elections since there were no petition against the process. Kidandala wanted to illegally block this process.

In fact NEC saluted the Masaka process that had so far followed the law to the later.

DETAILS OF NEC RESOLUTION

Quoting Article 18 of the Party Constitution, DP NEC resolution reads;

The National Executive Committee of the Democratic Party sitting at the party offices at Balintuma Road, Nakulabye, Kampala this 14th day of February, 2020.

WHEREAS the party approved a Road Map whose goal is to compile a National Members Register and to elect party leaders at all levels under the oversight of the NEC;

NOTING that the process of membership registration and election of branch and sub-branch leaders has been subverted leading to confusion among members;

NOTING that the National Organizing Secretary Mr. Sulaiman Kidandala in defiance of the NEC resolution, unilaterally suspended the registration process and launched a parallel process based on unauthorized forms;

NOW THEREFORE be it resolved by the NEC that:

  1. To ensure compliance with NEC directives, the said National Organizing Secretary, Mr. Sulaiman Kidandala, who has with impunity flouted NEC directives, is hereby suspended from office with immediate effect.
  2. The Deputy National Organizing Secretary Mr. Shafic Dembe is hereby delegated to perform the functions of the office of the National Organizing Secretary.
  3. The Management Committee is directed to carry out a comprehensive evaluation of the Road Map so far, determine all pending petitions and report to the NEC at its next meeting.
  4. For the avoidance of doubt, the leaders of the branch and sub-branch are directed to adhere to the NEC directive and use the white registration and return forms that bear the party seal. Furthermore, all registers and return forms shall be delivered to the party headquarters through the office of the Secretary General.

HIS WORSHIP Emmanuel Sserunjojo Oweddembe, Mayor Kawempe Division has written to electricity distribution body, UMEME banning excessive force on his residents during their operations saying, he has received enough reports.

Mayor Sserunjoji has also raised the concerns of illegal connections by UMEME staff in the Division that have in the recent past caused death and other casualties.

In his letter, Sserunjoji says that he continues to receive complaints from the locals that UMEME conducts several operations in the area without the knowledge of local leaders and security heads.

“These operations have resulted into casualties due to the excessive force used by police, UMEME staff and the contractors, the local leaders have to be present,” writes Sserunjoji.

“I have also learnt from my communities that some of your staff and contractors are the ones who do the illegal connections and in the end, they turn around and report the same. There is need for you to carry out thorough investigations to manage these inconsistencies”

“Whereas we have a policy in our Division about operations, all activities and operations by our stakeholders have to be done after informing the respective local leaders to allow guidance on when the activities are to be done in the Division. This has not observed by your teams,” adds the Mayor.

He said all operations which don’t meet the stipulated criteria are not welcome in the Division before asking different concerned individuals to protect the locals in the area.

“By copy of this letter all stake holders, not limited to local council leaders, security head or commanders are requested to protect our residents and the Division from whoever carries out operations and activities in our areas of jurisdiction without putting into consideration the Council Resolutions in place,” reiterates Sserunjoji.

The Mayor further invited the UMEME Managing Director to the Division offices for a harmonious meeting with all the stakeholders to discuss the improvement opportunities.

The letter was also copied to the Deputy RCC, Kawempe Division, Regional Police Commander, Kampala North, Division Police Commanders, Town Clerk, Kawempe and all LC Chairpersons in Kawempe Division.

The competition disciplinary Panel has warned the yellow submarines to desist from causing chaos again or else, they will face it rough.

On 31st January 2020, Kasasiro boys lost to URA in a game played at arena of vision in Ndejje.

Provoked by URA FC coach Sam Ssimbwa celebrations at the final whistle,  KCCA FC fans shot back by causing chaos an act of indiscipline.

Reports indicate that KCCA FC fans started the chaos and forcefully attempted to enter the stadium only to be contained by security.

PRESIDENT Museveni has vowed to deal and eliminate State Attorneys for colluding with criminals to escape and having people in that office who come upwith exorbitant amounts of money when it comes to government compensation to be paid by government.

A tough speaking Museveni passed this message during the swearing in of the new deputy state Attorney General Jackson Kafuzi in State House.

Mr. Museveni said, “We Fought wars of dictatorship, backwardness and we now have a war of corruption. There are two types of corruption which must be fought in the judicial system and that is state attorneys colluding with criminals to escape, and having people in that office who come upwith exorbitant amounts of money when it comes to government compensation to be paid by government”.

NEWLY signed Express FC coach Waswa Bbosa is still scratching his head to see how to bring back on board Mukwano gw’abangi Express FC which every day that passby, it continues to sink.

In yesterday match, Maroon FC kicked Express out of Stanbic Uganda Cup on spot kicks,  after the game ended 3-3 in nomal time at Kavumba recreational centre.

“We need to do something unusual, if we are to bounce back.” Said Waswa after the game.

Express FC Captain Dissan Galiwango equalizer  through a penalty  in the dying minutes of the game made it 3-3 but when the game went to penalities, the Red Army lost it all.

Waswa Bossa side took the lead in the 5th minutes of the game through  Frank Kalanda.Maroons equalized through Okello Maxwell and then Ndihabwe scored to lift the Prison side to 2-1 in first half. 

Express FC pilled pressure from the start of second half and thanks to Eric Kambala for that superb free kick.Maroons went for a third goal and later on,  Galiwango equalized.

In  shoot out, Disan galiwango fired over the bar while Baker Lukoya had his own saved by Hannington Ssebwalunyo.

Maroons play makers Steven Mukwala, Tusubira Abraham, David Ndihabwe and Bwogi Edgar all converted for maroons to send them through to round of 16.

In the other game URA FC white washed Nyamitobara FC by 8-3 and booked their place in the last 16 in style

KCCA: PAINTING NON-MOTORISED TRANSPORT CORRIDOR ON-GOING

KAMPALA Capital City Authority (KCCA) Manager communications and media relations Peter H. Kaujju has briefed us about the on-going painting of Non-motorised Transport (NMT) route along Namirembe Road saying it is the first road of this nature to promote non motorised transport in Uganda.

“The green cycle lane on Non motorised Transport beautifies our roads and the makes our city look better.” Said Mr. Kaujju. 

He explained that, “Non-Motorised Transport Corridor – the redesign of the route once completed will create wider spaces for pedestrians & cyclists to facilitate inclusive access to all parts of the City by NMT users.” 

HOW WILL THIS NMT CORRIDOR OPERATE

According to the contractors Stirling Civil Engineering Ltd, it is important to note that;

1. The NMT corridor (Entebbe Road through Luwum Street to Bakuli Junction) will not totally ban cars, taxis or buses from the entire route but will restrict them in certain sections of the route.

2. In certain sections of the route vehicles will be allowed only at certain hours for delivery of goods (late night and very early morning before 10 PM to 6 AM).

3. KCCA is planning to work with a vendor to provide bicycles or scooters for hire along this corridor, which has special bicycle lanes.

4. Route Guides and traffic signage will be displayed at junctions and along the route.

5. No street vendors, taxi touts or boda-boada will be allowed in this area. Only licensed businesses, buyers and citizens and guests of Kampala city will be allowed to operate in this area.

6. KCCA shall work with its enforcement team and Uganda Police Forces to ensure businesses operate smoothly and in accordance with set regulations.

7. We appeal to business owners, customers, vendors and residents of Kampala to support this initiative and protect all the street furniture, street lights, benches, and flowers, grass etc. 

DON’T CONDEMN ME TO HIGH COSTS: MABIRIZI CRIES OUT TO SUPREME COURT IN KABAKA CASE

CITY LAWYER Male Mabirizi who took the Kabaka of Buganda to court alleging that the latter has no mandate to manage Kingdom land, has begged the Supreme Court not to condemn him to costs in case they rule that his case incompetent.

Mabirizi may be forced to pay costs of over UGX 30bn if he loses in the Supreme court. Justice Esther Kisaakye said she will deliver her ruling on notice.

Mabirizi, who went to the Supreme court after losing in the High court, said that since his suit is as a result of Article 50 of the Constitution, the court should have mercy on him and not ask him to pay costs like both the High court and the Court of Appeal ruled.
Article 50 talks about ‘Enforcement of rights and freedoms by courts’.

He made these pleadings on February 12, 2020 before Supreme Court Judge Esther Kisaakye on an application where Mabirizi wants court to halt the ongoing Busuulu collection exercise by Buganda Land Board.

Mabirizi says BLB should not conduct any business until his main suit against the Kabaka’s mandate to manage kingdom land is disposed of.

However, Mabirizi struggled to explain himself in front of Justice Kisaakye as she constantly wondered why she should put a halt to Kabaka’s activities despite being the registered proprietor of the said land.

Mabirizi reasoned that although the Kabaka is the registered proprietor, he is not the registered owner.

According to Mabirizi, a registered owner is different from a proprietor, although a quick dictionary search shows minimal difference.

Christopher Bwanika, who is Buganda’s Attorney General and Kabaka’s lawyer in this case, asked the court to dismiss Mabirizi’s application for it seeks to alter the status quo where Kabaka is lawfully collecting dues from tenants on kingdom land, yet temporary injunctions are meant to preserve the status quo.

Owek.Bwanika also argued that Mabirizi came to the wrong court, since the Supreme court is only supposed to hear cases from the Court of Appeal yet Mabirizi had not gone through the Court of Appeal after losing in the High court.

SECURE MY KIBANJA CAMPAIGN RELOADED: BUGANDA LAND BOARD RESUME PHASE II OF BUSUULU PROJECT

BUGANDA Land Board (BLB), a professional body set up by His Majesty the Kabaka of Buganda to manage land and properties returned by the central government under the Restitution of Assets and Properties Act of 1993 and subsequent agreements, has launched Phase II of annual ground rent collection project code-named ‘Busuulu Kye Kibanja’ that will last for the next three months.

On 18th November 2019, Buganda Land Board started a massive exercise to collect annual ground rent (busuulu) including arrears from tenants living on Buganda Kingdom land.

The campaign is taking place in all Buganda Kingdom counties.

According to officials from the organization, the first phase was a success, prompting them to extend the exercise.

BLB teams are currently moving across the Kingdom to assess every tenant and collect Busuulu as stipulated by Section 31 (Sub-section 3c & 3d) of the Land (Amendment) Act 2010.

Joseph Kimbowa, a Communication Officer at BLB spoke to the News Editor Online about the Busuulu project and how the first phase was:
“Generally, the first phase was a success whereby over 52,000 (Fifty two thousand) tenants with bibanja on Kabaka’s land across the kingdom were given assessments. A good number of them went ahead and paid these nominal dues and we are very grateful for their cooperation.”

He, however, added: “With an estimated one million households on Kingdom land, there is still work to do. That is why we have decided to extend the ‘Busuulu kye Kibanja’ campaign for another three months.”

“We are continuing to go household by household sensitising people about the importance of paying busuulu. Every Kibanja is going to be assessed and whoever pays SHOULD receive a receipt and a ticket. Those already assessed are advised to pay all fees through the bank or mobile money. Cash payments are highly discouraged,” Said Mr. Kimbowa.

On tenants who are reluctant to pay Busuulu, Kimbowa said: “Busuulu is a legal requirement for all bibanja holders.

The law is very clear about that. It should be paid to the land lord. Failure to pay may lead to loss of your kibanja through measures prescribed by the law.”

“As a kingdom entity, we do not want to reach an extent of applying the law on defaulters, that is why we are calling upon people to pay their obligatory dues.”

THE BUSUULE CAMPAIGN
Buganda Land Board staff move door to door making busuulu assessments plus collecting busuulu from those who readily have it available.

Those that don’t have cash at hand, are advised to pay in the bank, pay using mobile money or go to a nearest BLB branch for guidance.

WHY PAYING BUSUULU MATTERS
Paying busuulu is the cheapest way kibanja holders can safeguard their kibanja against land grabbers.

So, every kibanja holder should take it upon themselves to pay busuulu to avoid consequences of non-payment.

Benefits of Busuulu payment are;

  1. It creates a harmonious relationship between a landlord and tenant
  2. Busuulu payment confirms security of tenure for a Kibanja holder
  3. Busuulu payment is legal obligation, breach of which can lead to loss of one’s Kibanja interests
