THE Head of State His Exellency Yoweri Kaguta Museveni has committed Ug. Shs. 5,000,000/= (Five Million) to each of the 23 bereaved families in Mbale Bugisu Sub region who lost lives due to Sunday July 30, 2022 heavy rains to cover burial expenses, Prime Minister Robinah Nabbanja tells Parliament yesterday. In a Statement by Rt. Hon. Robinah Nabbanja on the situation in Mbale City and the Greater Bugisu and Sebei Subregions following heavy rains that caused death and displacement, Prime minister told the August House that . As of Monday August 1, 2022, a total of 23 people were confirmed dead. “Amongst them was a Uganda Peoples Defense Forces (UPDF) soldier, several bodies and motorcycles are feared to be still trapped on river beds and a number of people are still missing. Several homesteads have been destroyed and families displaced.” Reads Rt. Hon. Nabbanja’s statement.

PM Nabbanja revealed how Government has intensified early warning mechanisms following information from Uganda National Meteorological Authority (UNMA) showing that this is just the beginning, more heavy rains will hit Mbale city, Greater Bugisu and Sebei subregions. “Government is using various media channels like radio and TV to alert people on pending disasters since it has just started raining. Police will setup Road blocks to prevent people from crossing dangerous bridges and other locations in case of eminent danger.” Nabbanja told Parliament.
PM’S FULL STATEMENT TO PARLIAMENT ON BUGISU FLOODS: Rt. Hon. Speaker and Hon colleagues, l would like to inform the House that, I travelled to Mbale City on Sunday July 31, 2022, following the devastating floods caused by heavy rains on the night of Sunday July 30, 2022 resulting in the overflow of Rivers Nabuyonga and Namatala in Mbale District. This has led to deaths, destruction and displacement.

Hon Speaker, on arrival in Mbale City, I was led by the Resident City Commissioner, Mr Ahamed Washaki, the district leadership and technical staff to the most affected areas, notably: Nabuyonga River along Mbale-Kumi Road, Nambale Bridge along Tororo Road and Mbale industrial Park. We also went to City mortuary where we found 10 bodies.

Main findings so far:
As of yesterday August 1, 2022 a total of 23 people were confirmed dead. Amongst them was a Uganda Peoples Defense Forces (UPDF) soldier, several bodies and motorcycles are feared to be still trapped on river beds and a number of people are still missing. Several homesteads have been destroyed and families displaced.
At Mbale industrial Park, a big section has been submerged and the products and equipment were reported destroyed.
Nabuyonga and Bunghoko Bridges were seriously affected, causing cut-off of Water supply to Mbale City.

After the tour and inspection of the damage, I chaired a multi sectoral meeting comprising of local leaders and officials from Ministry of Health, Uganda National Roads Authority (UNRA), Uganda Red Cross, Disaster Preparedness Department of Office of Prime Minister, Uganda Police Force and UPDF. The purpose of the meeting was to come up with a quick detailed assessment to enable Government respond effectively.
His Excellency, the President of Uganda has committed Ug. Shs. 5,000,000/= (Five Million) to each bereaved family to cover burial expenses. The list for the dead from the Resident City Commissioner, Mbale, is here by attached.
Government, through The Ministry of Disaster Preparedness under the Office of Prime Minister has provided relief food to the tune of 90 metric tons to Mbale City, Kapchorwa and Mbale District.
UPDF and Police have intensified search and rescue operations by clearing the river beds. The Ministry of Water is on the ground to reconnect the water supply at Bunghoko Bridge. Ministry of Works and UNRA are clearing roads that have been blocked.
Government will urgently embark on restoration of damaged infrastructure in the affected areas including Mbale industrial Park.
Government has intensified early warning mechanisms using information from Uganda National Meteorological Authority (UNMA) and using various media channels like radio and TV to alert people on pending disasters since it has just started raining. Police will setup Road blocks to prevent people from crossing dangerous bridges and other locations in case of eminent danger.
People who have illegally encroached on wetlands or, settled close to river banks and forests will be evicted.
Office of the Prime Minister using the UPDF Engineering Brigade is coordinating the Bulambuli Resettlement Project aimed at resettling identified households at high risk of landslides in Elgon region. Government has so for constructed and setlled 272 households at Bunambutye resettlement in Bulambuli Disirict. We have also constructed a Health center III and a Primary School in this Settlement. Approximotely 2500 people have been settled. Our budget was affected by the floods that hit the country and Covid- l9 Pandemic. The Bulambuli Resettlement Project is targeting up to 900 households from the five most landslide prone and affected districts in the Elgon region. The resettlement process is being implemented in a phased approach, with the first, second & third phase already completed. ln the fourth Phase, Government plans to construct 100 houses. Cabinet chaired by the President yesterday (Monday) extensively discussed this matter and came up with Short, Medium and long Term solutions. Today (Tuesday), I chaired a meeting of Development partners to plan and respond to the situations at hand.
The Government has so far done the following: ● Constructed 101 houses with pit latrines and kitchen in Phase One; ● Constructed I40 houses in Phase Two; ● Constructed 22 houses in Phase Three; ● About 34 houses to be constructed under Phose Four; ● Constructed Bunambutye Primary School within the settlement and recruited Headmaster ond staff for the Primary School; ● Constructed Bunambutye Health Centre and its fully staffed; ● A market is to be constructed within the settlement; ● The process to give the settlement a Town Council status is ongoing U der Ministry of Local Government.
Today (Tuesday) I chaired a coordination meeting involving relevant Ministries, Departments and Agencies and partners namely: Ministries of Works and Transport, Health, Defense and veteran Affairs, Education, Internal Affairs, Relief and Disaster Preparedness, Local Government, Finance, Uganda investment Authority, National Planning Authority and Red Cross to expedite rescue operations. ln Conclusion Government has deployed all responsible agencies and technical teams in the sub region for continuous assessment and appropriate intervention. YESTERDAY Sunday July 31, 2022, Buganda Kingdom and friends celebrated Kabaka Mutebi’s 29th Coronation. Function was held in Memgo-Lubiri Palace. Before this, two weeks back, on July 17, 2021, Buganda Kingdom, through Katikkiro Charles Peter Mayiga presented to His Majesty the Kabaka of Buganda, a refurbished Rolls Royce Phantom IV as a birthday gift. Thanks to the committee set up by Kabaka through Katikkiro Charles Peter Mayiga to oversee refurbishment of Rolls Royce vintage, for the job well done.
NEW LOOK: Restored Rolls-Royce Phantom IV
This historic function took place at the Kingdom Headquarters, in Bulange Mengo and was attended by a few invited guests. While unveiling Rolls Royce Phantom IV that day and handing it over to Kabaka, the Buganda Kingdom Premier Charles Peter Mayiga said, bringing it back to life costed UGX 500M.

Some of the money came from the Kingdom treasurery while UGX 300M was fundraised by a committee set up on Thursday December 12, 2020 that oversaw refurbishment of 1st President of Uganda Sir Edward Muteesa II’s official car. While launching this committee, Katikkiro said Muteesa’s car was in a sorry state, the Kingdom had decided to repair and return it in its original form, the way it looked before the 1966 Buganda Crisis. The committee was given a task of verifying what was needed to repair the Rolls Royce and fundraise for the required sums of money. In fact Mayiga said, this assignment was harder than the reconstruction of Kasubi Tombs or even Masengere. OWEK. DAVID KYEWALABYE MALE As the Buganda Kingdom minister in charge of Culture, Palaces, Tombs, Tourism, Conservation and Security, the refurbishment of Ssekabaka Muteesa’s car automatically falls in his docket. The appointed committee directly worked under Minister Kyewalabye Male. Born in Ssingo County, Owek. Male holds a Master’s of Science degree in management and implementation of Development projects from Manchester University in UK. He also holds a Bachelors degree in Library and Information Sciences from Makerere University, Kampala. He has a Diploma in project planning and Management and a Postgraduate Diploma in Human Resource Management.
TOURISM MINISTER: Owek. David Kyewalabye Male
He worked with Uganda Hign Court Library as the expert Librarian on the British High Commission-funded reorganisation of the library. He served as the Pioneer chief University Librarian at Ndejje University and later joined Buganda Cultural and Development Foundation (BUCADEF), an NGO of Buganda Kingdom where he rose to the level of Chief Executive Officer. Some people believe, he was the brain behind BUCADEF, a successful organisation in the Kingdom of Buganda. He also served as the Royal Treasurer of the Kabaka of Buganda (Omuwanika w’Enkuluze). Before His Majesty identified him for redeployment as a Minister, the workaholic Kyewalabye was the reigning Managing Director Buganda Land since 2007, an organisation set up by Kabaka to manage Kingdom land and other properties. At BLB, Owek. Male set up a wonderful system where all Kabaka’s land and properties can easily be located, surveyed and secured. Kabaka’s subjects on Kingdom land were sensitised about dangers of not registering their tenancy and during his regime, ‘Kyapa mungalo’ program was introduced, where willing tenants were given titles. This was sanctioned by the Landlord himself, Kabaka Mutebi. Hundreds of tenants got titles and can easily get loans to develop their land now that they have titles. Those who didn’t want to get titles, were advised to continue paying busuulu to the land lord, to protect their bibanja. Through annual revenue collectons from Kabaka’s land, Owek. Kyewalabye Male as MD BLB, constructed a magnificent building in Katwe, Kampala at a whooping UGX 11B and named it, ‘Muganzilwazza’. He handed it to Kabaka as a gift! He recruited into BLB fresh graduates from the University and made sure they serve the Kingdom with one heart. Those knowing Owek. Male, at BLB, he didnt tolerate laziness, embezzlement of funds and corruption. In fact insiders say, that is why Kabaka trusts him so much. He is transparent, a man of his word and very competent. Kabaka once assigned him to manage Ssingo FC when this county had issues with management. That year, Ssingo lifted the Masaza Cup. Unfortunately he left due to his busy schedule at Bulange. He is the brain behind the reconstruction of Kasubi Tombs, he has devoted his time and expertise to put up a State-of-the-art cultural site. He is also working on other Tombs and Palaces, and Kabaka’s lake. Palace sources told us, Kabaka talks to Owek. Kyewalabye Male almost on daily basis. He is a renown educationalist, owning Schools. That is the man who supervised the refurbishment of Rolls Royce Phantom IV.
OMUK. JOHN FRED KIYIMBA Commonly known as Kiyimba Freeman, this son of Mityana, also from Ssingo County is one of the youngest genuine billionaires in Kampala. A very humble and non-showbiz businessman, John Fred Kiyimba has been the Chairman of the committee appointed by the Katikkiro to refurbish Ssekabaka Muteesa’s Rolls Royce. He is the Chairman of Buganda Twezimbe, a committee working under Katikkiro Mayiga to rebuild Buganda Kingdom. This was the committee which fundraised money during ‘ettoffaali’ campaign in Buganda, other parts of the country and in diaspora. Using his connections among fellow businessmen and other tycoons, Omuk. Freeman managed to collect enough funds for the reconstruction of Masengere building and on its completion, it was handed over to Kabaka Mutebi II. Masengere houses CBS radios, BBS Terefayina, Buganda Land Board (BLB) and other offices. The Buganda Twezimbe under the leadership of Kiyimba Freeman also refurbished Bulange and Katikkiro’s official residence. Because of his hardworking and selfless service, Kiyimba Freeman was appointed to head different committees.

His being an Anglican did not stop him from being appointed the chairman organising committee of the consecration of Bishop Serverus Jjumba of Masaka Diocese on July 6, 2019. He also chaired the organising committee of the consecration and enthronement of Dr. James Bukomeko as the 5th Anglican Bishop of Mityana Diocese, Church of Uganda. Kiyimba Freeman was very influential in the committee that organised the enthronement of Archbishop of Church of Uganda, Dr. Samuel Stephen Kaziimba Mugalu. He was pivotal in the formation of BBS Terefayina, a fast growing Buganda Kingdom owned TV station and has an upper hand in its day to day management. As mentioned earlier, Omuk. Kiyimba Freeman was born in Mityana in a village called Buswabulongo as you are heading to Central College Mityana. His late father was buried at a village called Ttamu in Mityana while his mother who died during Covid-19 lockdown was buried in Masaka, Buddu county. A graduate from Makerere University, Kiyimba Freeman, in all his life, has never looked for a job. Since he left campus, he has been doing business, dealing in General merchandise. In Kikuubo, Kampala, he is among the leading dealers of Sugar and the official agent of Bidco products.

He owns hotels, apartments, Estates, and Fabulous Freeman Hyper market at the New Taxi Park in Kampala which was opened up by Katikkiro Charles Peter Mayiga, two years ago. Freeman owns a state-of-the-art home in Lungujja expected to be worth billions of shillings. When he organised a party to enter this house, he invited hundreds of people who ate and drank, majority packed food to their homes.

Kiyimba Freeman is very loyal to Kabaka, when ever called to serve the Kingdom, he doesn’t give excuses. Analysts say, by Kabaka identifying him to chair a committee that worked on his father’s prestigious Rolls Royce, shows the King trusts his man. Indeed, he fulfilled the assignment.
OMUK. GODFREY KIRUMIRA Some call him Bagale. A filthy rich and jolly man, Godfrey Kirumira is the all times chairman of Bagagga Kwagalana, an association of richest businessmen in Kampala, Uganda.

For those who didn’t know, Kirumira is among a few people in Kampala who have never separated with their riches, for years. He is a very generous man, and if Kirumira likes you and brings you closer, you will never test poverty again. Insiders say, Kirumira entered business as far as Idi Amin era and was dealing in new bicycles and spare parts in present day Kiyembe, near old tax park. Kirumira was very close to the late Archbishop of Kampala Cardinal Nsubuga and some people think, his riches are a result of the blessings of the fallen Catholic Church leader. Since then, Godfrey Kirumira has been rich. He owns arcades in Kampala, petrol stations, hotels, estates and so much more. He has a fleet of expensive cars and if you enter his Buziga magnificent home compound, one may mistake it to be a car bond! He keeps on changing cars like clothes! In fact his Buziga house is a replica of Entebbe Presidential State House. Before shifting to his Buziga palatial home, he was living in his Muyenga multi billion mansion. With other celebrated businessmen like Mansool Yanga, Moses Kalungi ‘Bill Gates’ and the late Haji Bulaimu Muwanga Kibirige (BMK), he was among the first local citizens to build and own powerful arcades in Ndeeba, Kampala. At Mengo, Kabaka has deployed Kirumira on many assignments. He was the chairman of the committee that refurbished ‘Twekobe ejjudde’, Kabaka’s Lubiri Palace which had been destroyed by Uganda armies of the past regimes. Kirumira’s committee imported expensive furniture for Twekobe that fits the diginity of His Majesty Kabaka. On the Rolls Royce committee, Kirumira served as the second chairperson. Insiders say, this loyal subject was put on this committee majorly because he drives expensive cars so he knew what it could take to bring Rolls Royce back to life.
OMUK. JOSEPH YIGA On the committee, he was the treasurer. His name isn’t so much into media but he is filthy rich! He owns Steel and Tube company in Nakawa near Pepsi Cola. His company deals in steel bars, water tanks, etc. Yiga an Old boy of St. ‘s College Kisubi (SMACK), in 2016 single handedly bankrolled replacement of sheets on College Chapel.

He proudly said that the upward trend they keep seeing in their sales analytics is a testament to the market adoption of, and therefore positive sentiment towards their product offerings. “Steel & Tube’s growth is largely attributable to its highly skilled workforce, and the incorporation of modern technologies and methodologies in the manufacturing processes we employ. This combination has allowed us to identify and respond to the economy’s changing demand structures while at the same time supporting the communities we work in.” Said Money magnet Joseph Yiga. Him and Godfrey Kirumira fall under the same age bracket. Joseph Yiga is a cool man, a man of very few words but very intelligent if it comes to making money. A staunch Catholic who gives generously towards church projects, if you want easy connection to him, say anything good about Catholicism. Joseph Yiga has been very active in all Kingdom programs, known for injecting in cash with one heart. Because he had the knowledge to do it, the committee relied on him in looking for the money to work on the Rolls Royce, he didn’t disappoint the appointing authority.
PRINCE DAVID KINTU WASAJJA The young brother to Kabaka Mutebi II, sat on the committee to represent the royal family in that, anything done on his father’s car, had to have his blessing.

Because of their too much connection to this car, Prince David Wasajja represented the Princes and Princesses. When Central government was returning Sir Edward Muteesa’s Rolls Royce, Prince David Wasajja was at the Uganda Museum to receive the car. He was accompanied by Kingdom ministers who included Owek. Noah Kiyimba (Minister of Information) and Counsel Denis Bugaya (Communications manager Buganda Land Board), among others. (For those who don’t know, some of the money which worked on the Rolls Royce came from Buganda Land Board treasury). Prince Wasajja was on a team sent to South Africa and England by His Majesty the Kabaka to find out details on the whereabouts of his father’s prestigious cars and facts about these car manufacturers. Some of the findings are still kept by Kabaka as confidentials. Prince Wasajja, therefore, automatically had to be a member on a committee that refurbished his father’s Rolls Royce Phantom IV.
PROF. GORDON WAVAMUNNO On the committee, he was the chief advisor, a responsibility he carried out diligently. Kabaka awarded him!

Because he deals in brand new cars, there was no way, the Munyonyo tycoon couldn’t be in the know about which Spear parts were needed to fix Muteesa’s Rolls Royce and where to get it from so that this prestigious car hits the road after over 58 years! Wavamunno is a trusted Kabaka’s man and a hard working fellow. He owned WBS TV. His ancestral home is in Rakai, Kooki county of Buganda.
OMUK. EMMANUEL KATONGOLE He was a committee member. Katongole is one of the owners of Quality Chemicals in Luzira, manufacturers of drugs. He was born in August 27, 1960. He started working with Sembule Electronics Ltd in 1986 heading marketing department and later promoted. In 1997, he founded Quality Chemicals Limited. For 10 years, he was the head of this company.
Omuk. Emmanuel Katongole
Quality Chemicals and an Indian company Cipla Limited, entered into a joint venture Company to manufacture drugs. Emmanuel Katongole was made CEO Cipla Quality Chemical Industries Ltd until 2013 when he was elevated. He sits on Boards of a number of organizations and has travelled to many countries. A very educated and brilliant man, Like Joseph Yiga, Emmanuel Katongole is a staunch Catholic. We were told, Katongole was appointed on Rolls Royce’s committee for his experience in importation of goods and raw materials.
OMUK. CAROL NNAALINNYA She is very competent and hardworking young lady. Nnaalinnya served as Personal Assistant to Owek. David Kyewalabye Male. By the time of her appointment as Secretary of the Rolls Royce committee, she was the CEO of the Tourism Board in Buganda Kingdom.

Sources at Parliament confirm that, Madam Speaker was not keen to release his trusted lieutenant and an agreement had been reached to have him back another candidate.
THE HERBERT ARIKO TRAP Herbert Ariko was then sent to Soroti to help galvanize the NRM party supporters to support the preferred candidate, only to be ambushed by emotional voters demanding that he contests as the NRM candidate.
NTUNGAMO MEETING With a divided NRM camp and an existing flag bearer who by law had the flag for 5 years, the party top brass sought audience with the party chairman and President Yoweri Museveni. A meeting was called in Ntungamo at the time the president pitched camp there. The delegation included Vice president Jessica Alupo, Eastern region Vice chairman Capt. Mike Mukula, NRM EC boss Dr Tanga Odoi, Secretary General Richard Todwong and Herbert Ariko. While aboard the helicopter, the leaders generated consensus on what they would tell the head while Alupo remained quiet most part of the Journey. In front of the man from Rwakitura, Captain Mike Mukula made a case for Herbert Ariko candidature while the rest nodded in agreement.
THE ALUPO SHOCKER The VP Jessica Alupo on invitation to give her views as a daughter of the soil, allegedly sent the meeting into shock when she instead launched an attack on Ariko. She accused him of having failed to deliver to the voters making a case for why he lost the previous election. We are told, she asked NRM Party to back the candidature of FDC’s Moses Attan claiming he is a good opposition MP who is willing to work with the establishment while remaining in the FDC. In other words Attan was admitting to be a mole. The VP said Attan and Soroti city woman MP Joan Alobo are looking for an opportunity to to meet the head of state to discuss how they can work with him and she made a passionate appeal for the party to support Attan.
TANGA ODOI PROTESTS NRM EC chief Tanga Odoi interjected asking the VP wether Attan will be willing to carry the NRM flag to which the VP responded that he would still be in FDC but work with the party like many others are doing.
M7 SLAMS ALUPO PROPOSAL The head of state who looked betrayed, strongly rejected Alupo’s proposal saying the party will field a candidate and if the others want to work with the NRM they should come out clean. SHOWDOWN HEADS TO SOROTI Speaker Anita Among keen to capture the seat for the NRM, put her soul and energy into the race deploying her blue eyed boys into the campaign. To protect the integrity of her office, madam Speaker stayed away from the official campaigns while coordinating a team that is on the ground. Sports minister Peter ogwang, Captain Mike Mukula and Soroti west MP Jonathan Ebwalu have been in constant touch with the Bukedea district Woman legislator. Deputy Speaker Thomas Tayebwa was also active in offering back end support to the Ariko campaign stepping foot in Soroti for fundraising. The duo would also hold meetings with the leadership of Jua kali, an influential grouping in the city that has previously been a pivotal campaign group for the FDC. This team is now actively mobilising for the NRM.
ALUPO ENTERS SOROTI With an eroded trust after the Ntungamo meeting, VP Alupo entered Soroti with a team of ministers loyal to her camp in the battle for supremacy in Teso politics With Ogwang, Mukula and the speaker on one side, the VP set up a parallel campaign structure one that is not trusted by the Ariko camp. Sources close to NRM’s Ariko say the NRM candidate didn’t trust Alupo and decided to run his own race without involving her.
DONT COME TO MY RALLIES – ARIKO STOPS ALUPO While all the other big shots including PM Robinah Nabanja shared the campaign platform with Ariko several times, reliable sources say Ariko asked VP Alupo to stay away from his rallies because of her message that he said, was an indirect support for FDC’s Attan, defying the party chairman’s decision. The VP, insiders say, established a parallel campaign structure that had ministers Hellen Adoa, Asamo and former Tororo Municipality MP Sanjay Tana working away from the main campaign team of Herbert Ariko.
DIVISION HURTING THE PARTY While most analysts had earmarked the constituency as an FDC strong hold, the realities on the ground showed interesting dynamics Soroti city is where FDC’s Patrick Amuriat Oboi won the presidential polls and Paul Omer of the FDC is the mayor of the Division but the Soroti East Urban council is dominated by the NRM which has 20 councillors and independents allied to it compared to FDC’s 7 meaning a united front would create a powerful mobilization front.

A RACE TOO CLOSE TO CALL The race between the two leading candidates was phenomenon with both putting spirit fights to capture the seat. In the end, Ariko scooped 9407 votes while Attan garnered 8771 votes. Ariko was declared winner, thanks to Rt. Hon. Speaker Anita Annet Among, Deputy Speaker Thomas Tayebwa, Captain Mike Mukula, NRM SG Richard Todwong, Minister Peter Ogwang, NRM EC boss Dr. Tanga Odoi, etc. In other words ,Vice President’s fight against her own Party that politically resurrected her from the dead, went to waste, but exposed fights within NRM,

In her speech delivered by Soroti City West MP Jonathan Ebwalu while handing over health equipment yesterday, Speaker Anita Among said, sustainable Development Goal three targets at reducing the global maternal mortality ratio to less than 70 per 100,000 live births and ending preventable deaths of newborns and children under 5 years of age. The Bukedea Woman Member of Parliament revealed that, like all other countries, Uganda is aiming at reducing neonatal mortality to at least as low as 12 per 1,000 live births and under-5 mortality to at least as low as 25 per 1,000 live births by 2030 among other targets. On his part, the District Health Officer of Bukedea, Mr Ikodet Stephen, who received the equipment expressed gratitude to the Speaker for the support and assured that the equipment would be used for the intended purpose to improve the health status of the citizenry.

VENDORS of St. Balikuddembe market commonly known as Owino led by their Chairperson Ms. Suzan Kushaba are in jubilations following cancellation of the three land titles which were registered in the nanes of SSLOA, a company run by former chairman Godfrey Nkajja Kayongo. ● NBS tv boss releases another Statement ● Ofwono Opondo to be grilled for indiscipline

KAMPALA City Lord mayor Counsel Erias Lukwago has finally spoken out about what transpired in yesterday’s aborted Frontline show at NBS TV when Executive Director Media Centre Mr. Ofwono Opondo who doubles as Government spokesperson attacked him and allegedly vowed to shoot FDC Vice President Buganda region. A statement released by Lord mayor Lukwago says, last night, he happened to be a Panelist at the NBS TV Talkshow that runs from 10:00pm to midnight. “The debate was about the sham Soroti City East Member of Parliament By-election. Midway the debate, hell broke loose when the Government Spokesperson, who is a regular Panelist (Frontliner) on the show, ran berserk and started throwing tantrums.” Reads Lukwago’s statement. Lord mayor said, out of the blue, Ofwono Opondo sprung up, charged at him and threatened to evict him from the studios. Opondo pushed his hand into the pocket and around his waist, in a manner that suggested he wanted to draw a pistol at him. “I dared him to shoot at me. He instead pounced on my neck and attempted to strangle me. I did not fight back but instead struggled to wriggle out of his grip. He then punched me in the chest and grabbed both collars of my jacket while huffing and puffing like a cobra.” Reads Lukwago’s statement. He says, the Moderator, Charles Mwangushya moved in to restrain him but to no avail. He was joined by a Co-Panelist, the Hon. Winnie Kiiza, former Leader of Opposition but the now wild Opondo would not relent as he continued to maul Lukwago, while battering and kicking him in the stomach. Being a civilized and mindful of the law of unintended consequences, which could turn out to be catastrophic, Lord mayor chose not to engage in a fist fight. He instead concentrated on shielding my face with both palms. It was at this moment that another Panelist, the Hon. Chris Baryomunsi, Minister for ICT and National Guidance, who had all along been witnessing the melodrama, joined the duo to prevail over a rampaging Opondo. The Talkshow ended prematurely and Opondo was shouting at the top of his voice that he was going to finish Lord mayor off in the corridors of NBS TV or outside the building. He made frantic calls to people Lord mayor did not understand, requesting for ‘reinforcement.’ The DPC, Kira Road Police Station, Ssebuyungo, together with the Commander Operations, Aden Muzawula, entered with several police personnel. They made arrangements with Hon. Baryomunsi to escort Lukwago back home. Today morning, Lukwago went to Kira Road Police Station and opened up a Criminal Case before the O.C C.I.D and other Police Officers. He also moved to NBS and met with the Management to secure the Closed Circuit Television (CCTV) footage of the said ugly scene but his efforts are yet to yield positive results. “In my language, we have an old adage that; “Olaba nkaabira mubikire, naye ate ankutukidde mungalo…!!! I will stop at nothing in search for Justice. In addition to the aforesaid criminal proceedings, civil action will also be pursued in Courts of Law in an effort to deal with impunity in our country.” Reads Statement signed by Lord mayor Ericsson Lukwago. In another statement released by Desire Derekford Mugumisa, Head of Corporate Affairs at NBS, management condemned this unfortunate incident. “The incident violates our Editorial policy and the Minimum Broadcasting Standards. We once again apologize to our esteemed viewers for having had to experience that content and ending the show prematurely.” Reads Statement from NBS boss. He said, their teams are further investigating the matter and we shall take action to find amicable resolution from the findings.

By the end of the 90th minute, Wakiso United had netted home 4 goals throwing their supporters into jubilation for having won the prize cow put by Wakiso Town Council district NUP councilor Nasifu Kawooya Dauda. He organised and bankrolled this tournament. Kasengejje FC who managed to score once, were given a goat and medals. Fans were led by Wakiso East legislator Medard Lubega Sseggona, Kyengera Town Council mayor Sir Mathias Walukagga, Musa Ategenda of Wakiso Giants FC which plays in FUFA Super league, and other guests.

THE Appointments Committee of Parliament chaired by Speaker of Parliament Anita Among, has successfully completed the vetting exercise of Judicial officers and Ministers that were appointed by President Museveni. In accordance with Parliament’s Rules of Procedure, the committee on appointments, which is chaired by the Speaker, shall be responsible for approving, on behalf of Parliament, the appointment of persons nominated for appointment by the President under the Constitution, or any other appointments required to be approved by Parliament under any law. Among those who were vetted is Democratic Party President Norbert Mao who was, on Thursday July 2oth, appointed Minister for Justice and constitutional affairs.

SPEAKER of Parliament Anita Among yesterday directed the Auditor General to conduct a forensic audit into the Shs1.3 billion allocated to support nodding disease affected persons. Madam Speaker has called for an audit into the funds that have already been released for the treatment of nodding disease. Among tasked government to report to the House after every three months. “We will have a forensic audit into the funds released for nodding disease. The Minister of Finance should also give us evidence that this money has been going to the districts,” Anita Among said. The MPs on Wednesday, 20 July 2022 adopted a motion tabled by Kitgum District Woman MP, Hon. Lilian Aber, urging government to prioritize interventions into nodding disease in Northern Uganda. According to the Centre for Disease Control, nodding disease syndrome is a neurologic condition that is characterized by episodes of repetitive dropping forward of the head, often accompanied by other seizure like activity like convulsions or staring spells. Reports of the disease emerged as early as 1998 in Kitgum district. However, thousands of cases were registered in Northern Uganda in the late 2000s. Members of Parliament, yesterday, called for prioritization of interventions into nodding disease, and an audit into funds allotted to support those affected by the disease. In March 2018, Parliament authorized government to spend shs1.3 billion for the revitalization of the interventions for nodding syndrome in Northern Uganda. This followed a campaign to raise funds and support the children affected by the disease by the late Speaker, Jacob Oulanyah. In her motion, Aber urged government to make a follow up on the funds allocated to ensure effective utilization, and also train personnel on how to handle those with the disease. MP Aber revealed that the number of nodding disease-affected children remains high , with Kitgum having 1,449, while the mental health department which supports the children grapples with lack of space to support the increasing number of cases. “We request that government provides food relief and shelter to the affected families. There is an NGO, Irene Gleeson Foundation that has taken the mantle to spearhead mobilization for food items to support these families but it would have been better if the Office of the Prime Minister took this on,” Aber said. The Leader of the Opposition, Hon. Mathias Mpuuga, called for immediate, medium- and long-term strategy to curb the disease saying the disease was seriously affecting the children. “We need resources to go and take care of the immediate social needs of these families and their housing conditions; they have no food and they look dejected,” Mpuuga said. Hon. Anifa Kawooya, the Minister of State for Health in Charge of General Duties said that government is alive to the challenge of the nodding syndrome. “Initially the Ministry of Health was the one receiving the budget for nodding disease but from the financial years 2018 and 2019, the Ministry of Finance sends the money directly to the districts,” she said. She added that the ministry welcomes the forensic audit into the funds provided to cater for the victims. Aringa north County MP, Hon. Godfrey Onzima said that what is needed is a comprehensive report and accountability. Hon. Betty Aol Ocan (FDC, Gulu City) stated that a non-governmental organization, Irene Gleeson Foundation has reported new cases of the disease. She said that the Ministry of Health needs to take charge and ensure that these cases are managed. “People are asking if we have done something for these nodding syndrome children, it is a big shame,” she said. Hon. Lucy Akello, the Amuru District Woman MP said that the disease is treatable if children are given the right food. She said in her constituency, five children from one family are all battling nodding disease.
