THE embattled Mpigi District RDC Sarah Nannono and a one Lubowa, said to be from the Auditor General’s Office are set to face the law over contept of court.

The dual, intentionally acted in a way that disrespects, disrupts, or disobeys the authority of Mpigi High Court judge , concerning the rightful ownership Kamengo land. This can result in paying costs, penalties like fines or jail.

RDC Nannono and Lubowa disrespected a consent judgement/decree given by the Mpigi High Court Judge His Worship Oyuk Ojok in High Court Civil Suit No. 018 of 2020 when they gathered tenants on this land, Land comprised in Maeokota Block 175, Mailo Register Volume 289, Folio 10, Land at Kanyike, Gunda, Kaweeri, Kabiro, Kabata and Butenga and asked them to dustibin this judgement.
Meanwhile, Ataro Louella, the Ag.Principal Registrar of Titles(Commissioner Land Registration) has given official position on this land matter, in a letter to The Principal Private Secretary also lawyer to The President, Ms. Flona Kiconco, over this Land.
In a letter dated April 17, 2026, Ministry of Lands’ Ataro reveals that, “The register shows that the land originally comprised in Mailo Register Volume 289 Folio 10 was first registered in the names of Sefirina Katende Sebugulu on 27th August 1924 under instrument No. 11483.The said proprietor subsquently transferred his entire interest in the said land to George Nelson Lusalidde, who was registered on 13th October 1932 under Instrument No. 20283.By virture of that transfer, Sefirina Katende Sebugulu ceased to have any proprietary interest in the land, and the same ceased to form part of his estate.”
“The estate of Sefirina Katende Sebugulu has no subsisting proprietary interest in the land comprised in Mawokota Block 175, because the said interest was fully divested by the transfer registered on 13th October 1932 under Instrument No. 20283 in favour of George Nelson Lusalidde.” Reads the letter.
MINISTRY OF LANDS LETTER TO KICONCO, IN DETAIL
I refer to your letter dated 13th February 2026 regarding the above matter. At the outset, i wish to clarify that, the correct parent register reference is Mailo Register Volume (MRV 289, Folio 10 and not Volume 259, Folio 10 as indicated in the subject if your letter.
This Office has reviewed the historical register and complaints previously raised in respect of the above land. Upon conversion of the old Mailo Register to the block and plot system on 5th June 1961, the said land was converted into Mawokota Block 175 Plots 1, 2, 9, 26, 27, 28, 30, 33 and 34, with George Nelson Lusalidde reflected as the sole registered proprietor.
The register further shows that by succession, Grace Nabukalu and Rosemary Nalule, being beneficiaries in Lusalidde line, became registered on various portions of the land.Rosemary Nalule was registered on 30th June 1992 under Instrument No. 153249, while Grace Nabukalu was registered on the same date under Instrument No. 153250.
The register indicates that, Grace Nabukalu became registered on Plots 27 and 33, Rosemary Nalule became registered on Plots 9, 26 and 30, while both were also registered as tenants in common on Plots 28 and 34.
The register further shows that subsquent dealings on the land consistently arose from the estate of George Nelson Lusalidde and his beneficiaries.
For instance, around 1992, Grace Nabukalu and Rosemary Nalule, acting through their lawful attorney, Mutyaba Paul Katumba, caused the subdivision of Mawokota Block 175 Plot 34, thereby creating Plots 43, 44, 45, 46 and 47, after which Plots 43 and 44 were transferred to Christopher Mpalampa.
Further subdivisions were later undertaken around the year 2000, when Rosemary Nalule and Grace Nabukalu caused further subdivisions, including the creation of Plot 57, which was transferred to Hon. Capt. Francis Babu on 27th June 2000.
Thereafter, following additional subdividions the residue comprised in Plot 66 was transferred and registered in the of Haji Haruna Musayi Kayiwa, the same having been acquired through transfer from Esther Nabanoba and Sande Kayiwa, administrators of the estate of Rosemary Nalule.
These enteries are significant because they show that the subdividisions and resultant titles complained of trace their roo from the estate of George Nelson Lusalidde, whome this office considers to be the lawful root proprietor following the transfer of 13th October 1932.In the view of this office, any subdivisions or derivative titles emanating from the estate of George Nelson Lusalidde, or from beneficiaries lawfully claiming under that estate, are prima facie supported by the register history unless seperately impeached for a distinct and proved illegality.
This office is also alive to the history of complaints on this matter dating back several years.
Following review of the matter, the Office initiated administrative proceedings and, on 31st May 2024, issued a Notice of Intention to Effect Changes in the Register with a view to hearing the parties.
However, before hearing could proceed, it was brought to the attention of this office that the parties in High Court Civil Suit No. 018 of 2020, namely Robert Serunjogi and Teopista Nabukalu Mukasa, administrators of the late Sefirina Katende Sebugulu versus Grace Nabukalu (through Namirembe Betty and Mulinde Anderson, administrators ad litem), Commissioner Land Registration, Kayiwa Sunday, Kakoza Roger, BK Wava Property Consultants Limited and Haji Haruna Musayi Kayiwa, had entered into a consent judgement and decree before the High Court.
In view of that consent judgement, this office restrained itself from proceeding further with the intended hearing so as not to act in a manner inconsistent with an existing court decree. This Office cannot administratively reopen and determine questions of proprietorship and settlement that have already been compromised before a court of competent jurisdiction, unless and until the said decree is set aside, varied, or further lawful orders are issued by court.
Accordingly, the position of this Office is as follows;
1. The estate of Sefirina Katende Sebugulu has no subsisting proprietary interest in the land comprised in Mawokota Block 175, because the said interest was fully divested by the transfer registered on 13th October 1932 under Instrument No. 20283 in favour of George Nelson Lusalidde.
2. The divisions and derivative titles that trace their origin to the estate of George Nelson Lusalidde are, on register history available to this Office, the derived from lawful root of title.
3. In light of the recorded consent judgement in the Hight Court Civil Suit No. 018 of 2020, this Office could not proceed with the intended administrative hearing and rectification process in the absence of further court direction.
4. The sitting tenants should, for purposes of regularization and peaceful occupation, deal with the registered proprietors or those lawfully claiming under the estate of George Nelson Lusalidde and not with persons whose claims are unsupported by the register.
In the premises, this Office does not find any basis for the cancellation of titles merely on the complaint or persins claining under the estate of Sefirina Katende Sebugulu, whose proprietary interest in the land was extinguished by the transfer of 13th October 1932.
Any further challenge touching on matters already determined by the said consent judgment properly lies with the court. I trust the above clarifies the position of this Office.
