WHEREAS the outgoing Mawokota South Member of Parliament Yusuf Nsibambi yesterday defected to the ruling NRM Party, a few days after meeting President Yoweri Museveni, insiders say, the former FDC guru is under scrutiny by the security operatives!

What could be his motive, why the speed, and why defecting after being defeated in an election by NRM’s firebrand Suzan Nakawuki and why after losing public trust? Does Nsibambi want to turn NRM into a dumping site or a hideout for those accused of grabbing people’s property?

NSIBAMBI’S POLITICAL JOURNEY

Yusuf Nsibambi was brought to a political limelight by the late former Greenland Bank owner, a renowned economist and banker, Dr. Sulaiman Kiggundu in early 2000.

Nsibambi was a staff at the defunct Greenland Bank on the legal depatment.After the closure of Greenland Bank, Dr. Kiggundu got angry with the ruling government accusing it of sabotaging his bank.

When Rt. Col. Kizza Besigye, President Museveni’s former Doctor declared intentions to contest for President in 2001, Dr. Kiggundu joined and he is said to have bankrolled Besigye’s campaigns.

He thought, Besigye would win and may be, return his Bank! That never materialised.

After elections, Besigye lodged an election petition against candidate Museveni.This is when, Dr. Kiggundu introduced counsel Yusuf Nsibambi to Dr. Besigye, who was hired on KB’s legal team.

Since then, Nsibambi and Besigye have been too close until recently, when KB accused FDC leaders of hobnobbing with President Museveni.Besigye left FDC and formed a new Party (Peoples Front for Freedom). Nsibambi remained at FDC Party Headquaters with Hon. Nathan Nandala Mafabi (SG), Eng. Patrick Oboi Amuriat (President), anong others.

In the 11th Parliament, Nsibambi has been the FDC whip. In fact, Nsibambi was among those who attacked Katonga PFF group.

To briefly take you back, after the formation of FDC in 2005, Nsibambi was elected FDC Electoral Chairman. He was however accused of absentism, afterall, he kept on telling some leaders in FDC how he never wanted to join politics.

Later, after the demise of FDC strongman Dr. Sulaiman Kiggundu who was the National Chairman of FDC until his death in 2008, the demise of Sam Kalega Njuba and the exit of Hon. Beti Olive Namisango Kamya, FDC had no option but to elect Nsibambi, the Party’s Buganda Vice Chairman.

FDC officials say, Nsibambi wasnt an active leader in the Party although he used to financially fuel some party projects.

NSIBAMBI LINKS WITH DR. AGGREY KIYINGI

Born on October 25, 1953 and died about three years ago on September 30, 2023, Dr. Aggrey Kiyingi a Ugandan, Australia-based cardiologist, entrepreneur and philanthropist, insiders say, had serious links with Yusuf Nsibambi.

For starters, Dr. Aggrey Kiyingi had orchestrated a plot to topple President Museveni’s government.Sources say, Nsibambi was among those who had hopes of removing President Museveni from power.

“Dr. Kiyingi and Nsibambi had a meeting in Dubai and given some items to be used in the struggle of toppling Mr. Museveni’s regime. On returning back to Uganda, Nsibambi betrayed Dr. Aggrey Kiyingi. He made no move as per their agreement.” Sources revealed to us, talking about a green Land Cruiser, Nsibambi bought a few days after Dr. Kiyingi-Dubai meeting.

Kiyingi was part of the Uganda Federal Democratic Organization (UFDO) renamed as Revolutionary People’s Party (RPP) and in 2015, he announced his intention to return to Uganda to contest for presidency in the 2016 Uganda general elections but never stood for office.

DID NSIBAMBI JOIN ELECTIVE POLITICS AS A COVER-UP?

After serving for 10 years as Kampala District Land Board Chairman, FDC’s Yusuf Nsibambi who had amazed riches and aquired a number of prime land titles in Kampala, resolved to join elective politics as a hideout!

In fact, in 2012, Police grilled Yusuf Nsibambi, then Chairperson of Kampala District Land Board over illegal land transactions including the controversial sale of Plot 2-6 along Spring Road at Nakawa to city businessman Omar Mandela.

We are reliably informed, Nsibambi had a one on one with his colleague Haji Ntege Farouk (both worked in the City Land office) and the two agreed on a shocking deal!

As a reminder, Nsibambi was appointed by then Kampala Mayor Alhaj Naser Ntege Sebaggala to head Kampala District Land Board and Seya, put his brother Haji Ntege Farouk as a Board Member. The two, Nsibambi and Ntege Farouk amazed shocking wealth! When KCC changed to KCCA and Jennifer Musisi was appointed City ED, she ruled that Nsibambi’s term wont be renewed. However, Nsibambi lined up Lordmayor Erias Lukwago with his councilors, who staged a fight against Jennifer Musisi to save their man.

Other heavyweights in government including a certain outspoken UPDF General, backed Nsibambi to stay in office. That is how Jennifer Musisi was overpowered.

Back to Nsibambi – Farouk Ntege political deal; Now that Nsibambi had left Kampala District Land Board, he urged Ntege to find a constituency in 2021, so that they contest for Member of Parliament, an office that would help to cover-up their riches and their other deals made at Kampala District Land Board.

“I know after serving as Chairman Kampala District Land Board, these poople might put noses in our property and even quiz us how we got there. It will be so hard for them if we are Members of Parliament. Let’s contest and do everything to win MP seats.” Nsibambi is said to have briefed Ntege.

We are told, Nsibambi was tired of brokers to Members of Parliament whenever he was interrogated about Kampala District Land Board transactions, saying, if he goes through as an MP, he would have used one stone to kill two birds at ago!

BOBI DECLARES SUPPORT FOR NSIBAMBI

As if Hon. Robert Kyagulanyi Ssentamu did not know about Nsibambi’s game-plan, he endorsed the then FDC man for MP Mawokota South, an election he won in 2021.

Although NUP had a candidate for this MP seat, Kyagulanyi was tricked to instead campaign for Nsibambi. He even visited Nsibambi’s Kalagala home, in Nkozi.

FAROUK NTEGE DENIED NUP TICKET

For Ntege, it was bad news! The Makindye West MP ticket was given to Hon. Allan Ssewanyana.However, Ntege contested as an independent, but lost to Ssewanyana.Those close to Nsibambi say, he blamed Ntege for not injecting enough funds in the campaigns, yet he is extra rich, and that is why he was defeated.

2026 ELECTIONS

Both contested again, this time Kyagulanyi endorsed NUP’s Martin Ssejjemba against Nsibambi. Unfortunately, Ssejjemba and Nsibambi lost to NRM’s Suzan Nakawuki.

In Makindye West, for the second time, Haji Farouk Ntege was denied a Party ticket and given to Zahara Luyirika Maala, who massively won for NUP.

Now that Nsibambi won’t be an MP in the 12th Parliament and his colleague Ntege lost, political analysts say, they had to look for a safe ground.

No wonder, Nsibambi, Ntege, Latif Ssebaggala (Ntege’s brother) and their colleagues, about a week ago, met President Museveni.And today, Nsibambi officially defected to NRM promising to bring other 150 friends to the yellow Party!Is this defection genuine or a stunt? Can President Museveni and NRM trust Nsibambi’s group? Aren’t they looking how to hide their riches?
