UGANDA’s Head of State, His Excellency Yoweri Kaguta Museveni has saluted leading local investor Dr. Hamis Kiggundu for his Patriotic attributes to the development of his country saying, this businessman is a gift from God, so should be supported in all his endeavours.
In a letter dated August 2, 2025, Mr. Museveni directed Prime Minister Rt. Hon. Robinah Nabbanja to allow Dr. Hamis Kiggundu redevelop, Upgrade, beautify and improve Nakivubo Channel drainage.
Museveni’s letter reads, “I have got a very good proposal from Hamis Kiggundu dated 25th July 2025 regarding the Nakivubo Drainage Channel. Ham points out the fact that the channel is open and invites people to throw in rubbish, including plastics, feaces, etc. all of which disgust the people contiguous to the channel, leading to blockage of the channel and flooding.”
Museveni noted that, Hamis Kiggundu’s proposal is imagination and simple.
“Allow him to cover the channel after cleaning and strengthening it at his own cost! What a really godly proposal? How will he recover his money? Simple, allow him to build properties above it, and that will bring back his money. I approve the plan. Help him to execute.”, Directs, The Head of State, Yoweri Kaguta Museveni.
His directive was copied to the Vice President, Minister for Kampala, Minister of Finance,planning and economic development, Minister of Education and sports, Attorney General, Minister for the Presidency and to the developer Dr. Hamis Kiggundu.
Museveni’s directive leaves lordmayor Lukwago’s claim to block the Redevelopment of Nakivubo Channel, irrelevant!
On his facebook page, Lukwago who is accused of fighting Hamis Kiggundu for his personal interests, lamented, “So, Mr. Museveni is now an architect or planner who approves the City plans!!!!. Does this letter confer absolute ownership of Nakivubo Drainage channel onto Mr. Kiggundu Hamis in perpetuity since he is being given a leeway to construct his own commercial structures thereon!? How does one dole out a public asset by just a stroke of a pen!!!? Ohhh Lord!!”
Lukwago says, “Public property (Nakivubo Drainage channel) was fraudulently appropriated by unscrupulous individuals (Ham Enterprises) and you hear some charlatans hyping it as development!!!. Ooh Uganda May God Uphold Thee…..”
However, analysts allege, Lukwago is just fighting personal wars, his bias against Mr. Kiggundu is known, so should be ignored. He even cried out to NUP to join him in the war against Kiggundu, but the leading opposition party in Uganda feel like doesn’t want to join Lukwago’s wars against the investor.
Members of public have welcomed the development plan and attacked Lukwago for his cheap politics. “I wonder, why any sensible person would go against this beautiful project of making Nakivubo Channel a better place for the city dwellers? Are they happy with the pollution we are directly exposed to, from Nakivubo?”, writes Mr. Gad Kwikiriza.
In his post on X, former Tweeter, Hamis Kiggundu said, “We don’t need to leave Uganda we simply need to develop it into the Europe we desire…For God and my Country.”
