LAWYERS from Yiga, Semuyaba & Co. Advocates representing Rubaga Division South Constituency Member of Parliament Aloysius Talton Gold Mukasa the 1st respondent in an election petition no. 07 of 2021 filed by DP’s Eugenia Nassolo are set to take off with the matter in a High court hearing sitting tomorrow Tuesday, in Kampala.
Hearing is before Hon. Lady Justice Dr. Winfred Nabisinde at High Court (Criminal Division) court room 1 at 3:00 pm.
Through her lawyers of M/s Alaka & Co. Advocates, Eugenia Nassolo petitioned High court seeking declaration that the respondent (Aloysius Mukasa) was not at the time of his nomination and election qualified to take part in the elections of member of Parliament. 
Secondly, for declaration that the 1st respondent was not validly elected as member of Parliament for Rubaga South Constituency. 
Citing Section 68 (1), (7) & (8) of the Parliamentary Election Act, the petitioner Nassolo Eugenia says, “Mukasa Aloysius and his agents with his knowledge and consent or approval during the election period and with the intent directly or indirectly to influence voters to vote for him and to refrain from voting her gave out donations and gifts like branded masks, water tanks with words, ‘Aloysius Mukasa MP Rubaga South’, to voters on 23rd November 2020 at Nateete Market and Ndeeba Trading Centre.”
Nassolo petitioned court for declaration that  she is the validly elected member of Rubaga Division South Constituency. The Petitioner also sought for an order that the election of the 1st respondent as Member of Parliament Rubaga Division South be set aside,that the petitioner is the dully elected Member of Parliament for Rubaga Division South Constituency, and that the respondents pay the costs of the petition.
Electoral Commission who are the 2nd respondents in this petition, will be represented by their Legal Department.
We are reliably informed, evidence in Nassolo’s petition will be banked on the Election Parish Supervisors some from Nateete who are her prime witnesses.
These Parish Supervisors allege that, Declaration Result (DR) Forms in Nateete were altered and Nassolo wants to bank on this evidence so as to force court to hand out a ruling in her favor.

WE ARE GOOD TO GO – MP MUKASA LAWYERS
Lawyers of the 1st Respondent are set to ask court to properly evaluate the petitioner’s evidence on record.
They will ask the trial judge to subject the evidence before court to the standard of proof required in Parliamentary elections petition. 
The 1st Respondent’s counsel is expected to rely on Dr. Kizito Deo Lukyamuzi v Kasamba Mathias and Another; Election petition No. 3 of 2011 for holding that, neither the Act nor the Regulations made under it give the definition of the phrase “change of name” therefore, it is not clear whether variation in name by merely adding or abbreviating your other name, without losing or abandoning the use of the original one, amounts to change. 
It was further held that Parliament intended the registration of change of name to apply to persons who have been registered in accordance with the Act but a person whose name was never registered is at liberty to change his or her name at will and without recourse to the provisions of the Act.
The Petitioner says, academic documents presented for nomination by the 1st respondent do not belong to him but to someone else and the burden will be on the Petitioner to prove this allegation.
In the reply, the 1st Respondent attached his O’ level and A’ level pass slips and the degree transcript from the University. Thereafter, the burden of proof shifts back to the petitioner (Nassolo) to prove whether the adduced documents belong to someone else. 
The learned trial judge is expected to make an inquiry according to section 63 (4) of the Parliamentary Elections Act into whether the 1st Respondent actually studied from Lubiri Secondary School and Merryland High School Entebbe under his current names before reaching a conclusion that he does not have requisite academic qualifications. 
Hon. Mukasa’s counsel is expected to submit that there is no iota of evidence from the two schools that the 1st Respondent was not their former student. The burden of proving that Hon. Mukasa did not posses the minimum academic documents to be nominated as a candidate for election as a member of Parliament.
Mukasa lawyers are expected to ask court to appraise the evidence on vote bribery submitted by the petitioner by subjecting it to scrutiny and coming up with a decision.
A successful businessman who is among Hon. Bobi Wine’s top confidants, Hon. Aloysius Mukasa contested on opposition National Unity Platform (NUP) ticket, massively winning Nassolo Eugenia and other twelve candidates to be declared winner by The Electoral Commission Kampala Returning officer.
Other candidates were; Male Charles Kenneth (NRM), Kifampa Silaje (JEEMA), Kato Lubwama Paul (Independent), Mugga Adam Swift (Independent), Lufunya Derrick (Independent), Ken Lukyamuzi (CP), Lubega Samuel Walter Mukaaku (SDP), Buwembo Habib (FDC), Kiyingi Denis ( Independent), Nakanwagi Grace (Independent), Sebugwawo Mbidde Denis (Independent) and Kayemba Michael Oscar (Independent).
Aloysius Mukasa polled 49,501 (Forty Nine thousand, five hundred and one) and Nassolo came second 12,893 (Twelve thousand, Eight Hundred ninety three) votes.
Nassolo who is said to have ran one of the best bankrolled campaigns in which she donated tents, aprons, masks, water tanks among others items, has instead petitioned court to cancel Mukasa’s election on allegations that he donated 300 bags of cement to St. Peters Church Ndeeba.

NASSOLO’S ALLEGATIONS ARE BASELESS – MP MUKASA’S CAMP
“It’s true our MP is known for being very generous and for years, he has been extending a helping hand to the needy. But as a super observer of the Parliamentary election Act as amended, he couldnt commit illegal practices or other offences under this Act. So Nassolo’s allegations are baseless.” Mukasa’s camp told this News website. 
They were shocked that in her petition, Nassolo mistakenly brands Mukasa’s official car, Drone type reg. No. UBE 564W to be an ambulance asking whether this DP lady knows what is an ambulance and it’s features.
“We don’t want to waste time on this empty petition. We shall meet in court but advise her to be ready to the costs for her lies. PROF. George Wilson Kanyeihamba who is a retired Justice of the Supreme court and 1995 Constitution draftsman has warned President Yoweri Museveni on his campaign against Private Mailo land tenure system saying it is unpopular and seen as launching a fight against the Kabaka and his people, which according to him, the Head of State will badly lose it!
Calling himself a friend to the President, Justice Kanyeihamba warned, “Abandon this challenge against the Kabaka and against Mailo land Otherwise, although the electorate has kept you, and you have been very successful in electioneering, your continued opposition to Mailo land, which has become culture, not only of Baganda but of Uganda, will make you fall from power.”
“Please president Museveni, don’t embarrass us, leave us to stay peacefully on Mailo land. We are all Kabaka’s people and we love him so much.” Said Prof. Kanyeihamba who is a tenant on Kabaka’s land in Buziga and proudly pays land rates (Busuulu) to his land lord, His Majesty Ronald Muwenda Mutebi II.
Of recent, President Museveni has been campaigning for the abolishment of Private Mailo Land tenure system saying it’s the major cause of land conflicts and he wants land to be owned by the government.
Justice Kanyeihamba who is a senior constitutional lawyer has laughed off the President saying he is just looking for what will take him out of power,  let him not be misled by the corrupt who want free land, Mailo land is here to stay.
In an exclusive interview with the Alternative Digitalk Mighty Drive show host Norman Tumuhimbise, Justice Kanyeihamba a renowned straight forward legal brain warns, “I have seen every big and famous regime whether it is a junta or not, meet it’s close…the English call it at Waterloo, Museveni has met his Waterloo at Mailo land. Because he has totally confused it with other theories he learnt either in Federalism or in communism. If he is not careful,  Mailo land will take him.”
Kanyeihamba refered to many big and famous politicians who made such mistakes hence meeting their Waterloo! He mentioned France’s Napoleon Bonarparte the famous, he made a mistake by going to the Waterloo war. It overthrew him. 
“The British lost their empire by challenging Gandhi of India and the Nkurumas of this World. Saddam Hussein of Iraq made several mistakes by challenging America. He went with it. Amin fell because he attacked Kagera island in Tanzania. He would still be here. Land mistakes will take Museveni.” Said Kanyeihamba without mincing words.
He said, “I want to predict, the President has started this war, it’s a very bad war for him, he will lose. If he continues this challenge against the Kabaka who is loved by his people, and thus who have adopted him as their land lord, Museveni will lose it.” Kanyeihamba who is a tenant on Kabaka’s land in Buziga said, “We have no problem with Kabaka. Very many Bakiga, many Banyankore have no problem with Buganda Kingdom. Buganda is the most Cosmopolitan region in the country. In Buziga, our LC 1 chairman Fred Rukirahe is a Mukiga. His opponent was a Westniler. If you count people living on Buziga hill who are not natives of Buganda, you will be so amazed. These regard Kabaka as their King.” Reveals Justice Kanyeihamba.
He noted that, “If Kabaka visits this area (Buziga), even though I am on a wheel chair, I would go on the road side to welcome him. Whenever he comes here, there is a lot of jubilation and merry making yet the majority of the people are not Baganda. Kabaka is for us all, he is our beloved land lord and we pay allegiance to him.”
The retired Justice who has written four books about the land said, what the president is proposing that the whole land in Uganda belong to the State is a communist philosophy. 
He noted how he is not surprised because Mr. Museveni studied comnunism and one time he was branded as a communist just like his friends, Cuba, North Korea, China and others. 
“So it is really unbelievable that President Museveni forgets our history and the structure of government and where we come from and propose that land should belong to the government.” Said Kanyeihamba, an expert on land matters.
He has written very famous articles titled ‘Land banking’, showing how government can aquire land commercially slowly provided it is getting it legally. 
He advises the President that his government should aquire land commercially in accordance with the law, and then preserve it for development.
Since the fall of Idi Amin, there has been no constitutional instrument in Uganda including the documents that brought in the UNLF and NRM where Kanyeihamba has not participated. Either in the drafting of those documents or in giving advise on those opinions. He was trained as a land developer and an expert in land development and law. 
When he was campaigning to go to the Constituent Assembly (CA), he would tell voters in Kabale that, “I am the one who wrote these books and therefore, I am going to make your Constitution. Although we were six candidates, others said that i was the right choice. So I made it to the CA.”

HOW CA REJECTED MUSEVENI’S PROPOSAL ON GOVERNMENT OWNING ALL LAND
Kanyeihamba revealed that, when they were drafting the 1995 Constitution, CA delegetes were very keen on land. “We took a lot of debate. President Museveni was unhappy with what we unanimously agreed upon to put in the Constitution. We were unanimous that land shall belong to the people and not to the government. That is very fundamental.” Said Justice Kanyeihamba.
He recalls that, each community like in case of Buganda and its people, in case of Kigezi the people of Kigezi, etc, they agreed that each community shall have a land Board like Buganda Land Board (BLB) in case of Buganda to manage land on behalf of Buganda Kingdom. 
They agreed that such land boards will not be appointed by the government but by the leadership of that community and that land shall be vested in the land Board which will manage that land on behalf of their people since the land belongs to the people not to the government.
Kanyeihamba revealed that, “Some of us who represented the Movement we were sympathetic to President Museveni. I was one of those who said, we should preserve statutory leases and land owned by the municipalities and local government. I was in the minority and people on the other side particularly led by delegate Winnie Byanyima wanted that government should have nothing to do with ownership of land.”

PRIVATE MAILO & OTHER LAND TENURE SYSTEMS
Asked about the land systems in Uganda, Kanyeihamba who was the chairman of the legal drafting committee in CA and also Attorney General, said they are four.
“We established four kinds of the land systems. Of these, there are two basic systems.That is, Free hold in many urban centres where people get statutory leases basing on free hold. The other one, is Mailo land, followed by customary land, etc.” Said Kanyeihamba.
He explained that,  Lease is when you hold land given to you by the land lord and you have it for a number of years say 99 yrs, 49 years and so forth.
People who are not Citizens in Uganda, can only have leases for a term of years. They can’t own Mailo land, they can’t own Free hold certainly not customary land. 
So, the other three were reserved specifically for the Ugandans.
Disclosing a personal interest, Kanyeihamba who is the author of the book, ‘The land, the People and Culture of Kigezi’, said, “I am living here in Buganda permanently and I mean it. I will never go back to Kabale or to Kigezi my place of origin.”
“Here where I live, is my residence. I have a lease from the Kabaka of Buganda. This land belongs to the Kabaka in the accordance with the 1900 Aggrement. I pay reasonable rate to Kabaka, the land lord. And for years I have been here, I have co-existed peacefully with the Kabaka. Then, what is wrong with Private Mailo land?” Asked Justice Kanyeihamba.
“As I speak now, I am told, president Museveni owns chunks of land in Buganda. He has a ranch in Kisozi. Is he saying it should belong to the government? Is he saying that Rwakitura where he has made a lot of development and taught the people of that area how to use that land profitably,  should belong to the government? Is he saying that the land of his ancestors should belong to the government? And you think his people will agree?” Asked Kanyeihamba.
He said, most people who work in Buganda especially President Museveni and his family, have Mailo land. 
He talked about his immediate neighbour Odrek Rwabogo, president Museveni’s son in law saying, his Buziga  home is sitting on Mailo land of Kabaka. 
“Rwabogo is married to my pastor Patience Museveni. They are tenants on Kabaka’s land. Has he ever chased them? As far as I know, another son in law to the President, owns some property in Kampala which is under the jurisdiction of Buganda land board. How come he lives peacefully with in the Kingdom?”
Asked Kanyeihamba. He added that, “My other neighbour is a Mutooro who is an Ambassador. They are on Mailo land. If you go any where in Buganda, the majority who own big chunks of land are non Baganda, but they are not disturbed by the Buganda Land Board.”
He talked about Buganda as a Cosmopolitan region in the country, citing Ochieng one of the young brothers to Martin Alika a close friend of the President, that he was a great Lukiiko (Mengo Parliament) member. 
“In Buziga where I live in retirement, I am consulted by my neighbours, One is a widow whose late husband was a friend of mine. They don’t regard me as a foreigner. I helped this particular widow to fight for her piece of land that some scrupulous people wanted to take.” Kanyeihamba told the Mighty Digital show host. 

POLITICAL & LEGAL SOLUTION TO THE LAND QUESTION
In his opinion, there are no political or legal questions about the land. President Museveni should just leave things the way they are. The land law is adequate and their is nothing that needs fixing.  
In the constitution, Kanyeihamba says, “We categorically put it that, the government is free to takeover any land provided it compensates the owner. And that is a good law in any democratic country. We have a problem in Africa, when a law doesn’t suit you, you change it. You campaign against that law.”
“Although the president is on record saying this is the best constitution ever, he is realizing that he can’t freely give out land to his friends whenever he wants, he can’t extend his ranches the way he wants. That is why he thinks the law is bad. It is not.” Says Prof. Kanyeihamba.
In a two hours interview, Kanyeihamba said in the constitution they put it that, the powers of Kabaka and other cultural leaders must be governed by the customary law. He asked, why did the NRM government want to take over customary law and say, ‘You are now going to be governed by the Statute and Museveni’s government.’ 
“Why? What was wrong with the customary law? Nothing. Just that Museveni wanted more powers. He wanted himself to be refered to as the Ssaabagabe and reflected in the constitution.” 

IS THE LAND LAW BITING?
According to Prof. Kanyeihamba,  yes it had to bite but he accuses leaders for governing by the law not under the law. 
For example, some say, ‘The law doesn’t allow me to do this, to torture people. But he says, the law empowers me to do this instead, not that the law prohibits me from doing this.’
“The land law isn’t working because leaders are not implementing the law as it is. They are not obeying it. I co-own land with Venerable Rev. Dan Kajumba. UNRA wanted the road to go through our land, We were compensated and we are all happy. If you follow the law, everything goes on smoothly.” Kanyeihamba urged that, our law on land is adequate.
Asked whether the president has a hidden agenda on the abolishment of the private Mailo land, Prof. Kanyeihamba said, “Museveni is totally exhausted in everyway possible. I am very sad that those near him in the NRM, don’t see it. Mailo land will be the political catalyst that will fell President Museveni if he doesn’t heed to what we are saying.”
“We want him to retire peacefully and we honour him. But if he continues to confront the Kabaka of Buganda on land, let him know that he is not fighting the Kabaka alone, but he is fighting the John Nagendas and Elly Tumwines  who have got the Mailo land, he is fighting the Kanyeihambas, the Amanya Mushegas who have cows in Buganda, he is fighting those who have put permanent residences in Buganda.” Said Prof. Kanyeihamba, adding that, “The president is fighting the likes of his relatives, the Rwabogos, the Karugires, his own daughter Patience who enjoys tenure on Mailo land. She has a church on private Mailo land. So what is the problem with our president? Why are you fighting the obvious? Your family members are happily living in Buganda with so many Baganda who are their friends and their associates. So I am afraid our president is misguided. My advise would be, please drop this campaign.”
A tough speaking Kanyeihamba talked about a certain minister allegedly misleading the president on Mailo land saying how he was told that this minister is an immigrant from Burundi! 
He said, “I have told you, the law about the land has no problem. But it has been politicized by those who are corrupt and corrupting the system, they want to have land and corruptly use it with the help of the government.”
“These are the people who put pressure on the President that let land be owned by government so that you have a free hand in giving us whatever we want corruptly or otherwise. So it is just pure politics, nothing to do with the law.”, Said Kanyeihamba. Challenging those who allege that the president wants to punish Baganda for not voting him in last elections, Prof. Kanyeihamba said it is not that all the Baganda wanted the opposition and it is not only Baganda who voted in Buganda. 
Kanyeihamba told viewers that, “We don’t have the statistics but I can tell you, the non Baganda who have businesses and permanent residences in Buganda, who have got titles on Mailo land are more than the President is imagining. So this fight is not against the Baganda,it’s the fight against the people in Buganda. And that fight is contrary to the Constitution which says land belongs to the people and explains how that ownership should be exercised under the land Board not by the government.” 

PUBLIC LAND MISUSED – PROF. KANYEIHAMBA 
About the land that Government acquired on behalf of the public, Prof. Kanyeihamba says it has been mishandled.
He said, “Look at what has been developed on the chunk of land that used to belong to the public and that land which used to be regarded as the land for police in Nsambya. When you go there, there is a Supermarket which has come up, it is called Shoprite. The ordinary peasants of Buganda and Uganda can’t even visit them. They can’t afford it.
“We have this Munyonyo complex, only foreigners and heads of State can go there. Even I can not go there although I am not very poor. What happened to Shimon Demonstration School? It was taken over, the land is owned by a private individual not by the ordinary peasants. Isn’t that President Museveni doing? So he wants more land to dish it out? No way, that will never be. We will not allow it. We all say no, to our land becoming government land, never never.” Vows Prof. Kanyeihamba. 
The retired Justice who was celebrating his 82nd Birthday said, “We conceeded that government should have the lakes, the swamps, the forests but certainly not the land. I say once again, no to Museveni’s proposal on the Mailo land.”

ABOUT MUSEVENI RESTORING MAILO LAND
On this, Kanyeihamba calls it a lie. He said, “I saw a statement by Museveni that he restored Mailo land! Where? He was not part of the Constituent Assembly. He was prohibited from going there. It is true we consulted him, he was a leader of our government, we are the ones who made this Constitution. When he comes struts with  out shame and thumps his chest saying,
 ‘I am the one who restored Mailo land..’, that is not true.”
Kanyeihamba wants President Museveni to stop claiming credit for what he didn’t do. “In fact I have told you, his concept on land was different from ours. We had to debate again and again.”

IS MAILO LAND ONLY IN BUGANDA?
Justice Kanyeihamba says there is Mailo land in other regions, but in specified places. 
“It is in Ankole, Fortportal and Bunyoro, but it wasn’t very extensive and therefore, the majority in those areas live on customary or free hold land. That is why it isn’t so much publicized but it is elsewhere.” He said.
In those areas, it was mainly earmarked for chiefs and other dignitaries who are nolonger there, or for churches and other Institutions. 
According to Justice Kanyeihamba, President Museveni has no problem with these ones, it’s only in Buganda! 

COUNTRIES WHOSE LAND IS IN HANDS OF GOV’T?
Asked about these countries, Kanyeihamba re-echoed that, most of these countries are communist countries like Cuba, North Korea, etc. Their land is owned by the government. People don’t own anything. 
The other countries where land is owned by the Authority, is Federal Kings. Land belongs to the king like in UK. 
“But I have a house owned by a wife and daughter in the UK. But you pay the rates to the local Authorities on behalf of people. What I have said, our law was excellent. The Constitutional provisions were wonderful. It’s only politics which interferes with those beautiful provisions and then we end up in a mess, confusion. Instead of getting information from the Buganda Land Board, the President blasts the Kingdom.” Kanyeihamba tells viewers.

The Red Eagles have today Saturday evening delivered the CECAFA Kagame Cup after defeating Malawi’s Nyasa Big bullets 1 nil at the Cecafa Club Kagame cup finals in Tanzania.
Thanks to danger man Martin Kizza’s minute 22 goal which gave the Wankulukuku Mayuuni boys the lead after a good pass from Erick Kambale.
Express FC had a marvelous show, Nyasa tried to fire their bullets but all in vain as the Red Army had the best defence ever. Boys did everything to win this final. Salutation to the club administration and the players.
At minute 59, Assistant captain Abel Eturude came on for Mutyaba Muzamiru as coach wanted the Red Eagles to protect the backline.
The fourth official added 4 minutes of added time which did not help Nyasa to stop Express FC from bagging USD 30,000 as the prize money for CECAFA clubs Kagame cup champions.
To reach finals,  Express FC defeated KMKM from Zanzibar while guest club Nyasa exited Tanzania’s Adam.

NEWLY elected Busiro North Counstituency Member of Parliament Paul Nsubuga commonly known as ‘Manager’ has unveiled a state of art ambulance he bought for his constituents at a whooping UGX 120M.
Speaking to hundreds of Busiro North residents who gathered to receive this ambulance, Hon. Nsubuga who is among the youngest legislators in the 11th Parliament said he doesn’t need to drive in a car of UGX 200M when his voters die before reaching hospital because they can’t access an ambulance.
“I am not that selfish leader. Like I was asked by my voters, i have fulfilled. I am here to serve you. We fought together to win this MP seat, so we must share everything. When I was given money to buy a new car, I decided to use it to buy this ambulance and also support other projects both at our NUP Party headquarters and in the constituency.” Said Hon. Nsubuga who is known for being a down to earth young man.
We have been reliably informed that, as soon as UGX 200M MPs car cash landed on Hon. Nsubuga’s bank account, he invited a team of his campaigners to discuss which project would benefit every one in the consitituency regardless of religion, tribe gender or political affiliation.
“We agreed that the MP injects this money into buying an ambulence since are biggest problem is inability to access hospital services in time in case of emergiences. Many of our friends have lost their lives while waiting for the government ambulance which never makes it in time. With a new ambulence, we agreed that, lives in Busiro North will be saved.” Said one of Hon. Nsubuga campaigners.
On getting views from the constituency on how best to use this money, the MP procured for a brand new ambulance at UGX 120M. 
“This ambulance is a moving hospital. It is well equipped with all facilities needed by a medic to save the life of a patient enroute to the hospital.We are very grateful to our beloved MP. This has never happened in Busiro North. Hon. Nsubuga has opened up a new chapter.”
Noted Nsubuga’s chief campaigner. 

This ambulance is branded in NUP colours with Party Principal Hon. Robert Ssentamu Kyagulanyi and MP Nsubuga’s portraits.  
We have also gathered that, after buying the ambulance, the MP fulfilled his pledge of UGX 10M to the party paid on 26th/July/2021 according to party bosses at the headquarters and was given a receipt number 16955 for his contribution from the vehicle money.
NUP Party members of Parliament unanimously agreed to contribute UGX 10M each from the money given to them by Parliament to buy cars.
Those close to Manager Nsubuga have told us, the MP rejected the idea of buying an expensive car when his voters are dying of hunger and sickness.
“He has instead used the money in supporting poverty eradication projects in the constituency. We thank our MP and pledge to support him through this 5 years term at Parliament.” Said his campaign manager.

Hon. Nsubuga is such a generous leader. Before joining politics, this successful businessman has been for years bankrolling Buganda Kingdom’s Masaza Football Tournament. He is up to today, the manager of Busiro county Football club. He is said to have injected in about UGX 500M.
His loyalty to Kabaka and Buganda Kingdom in addition to being a developmental youth, a performer, a man of his word and his commitment to NUP, are the major reasons why Busiro North massively voted Hon. Paul Nsubuga defeating former NRM minister Ssozi Galabuzi who was captured by Parliamentary Score card as the worst Member of the 10th Parliament.

MORE ARCADES OPEN AS LANDLORDS VOW TO DEFY KAMPALA MINISTER KYOOFA’S COVID-19 DIRECTIVES

LANDLORDS who own arcades in Kampala have insisted, they will go on and open their arcades showing willingness to defy Covid-19 directives given by State minister in charge of Kampala Kabuye Kyofatogabye commonly known as Kyoofa!
They said, banks from where they got loans to construct these arcades want their money and if arcades remain closed, they might easily lose their buildings to these banks.
“We haven’t been collecting rent yet banks want their money. Why do you complicate things? Do you want us to lose our buildings? If you don’t want to listen to us, we will open for our tenants so that they also save their businesses.” Vowed defiant landlords.
They said, there is no more time to waste in implementing such complicated Covid-19 directives yet they can be implemented while businesses are on going.
“In the period of 42 lock down days, we have made losses and so did our tenants. Enough is enough, we can’t remain closed. We are grateful  to his Excellency the President for opening kindly beg the minister be considerate and allow us to open as we put in place the presidential directives. Building these arcades is not like building a boys’ quarter, Let the minister be reminded!” Said one of the arcade owners who asked for anonymity.
Tycoon Mansoor Matovu Yanga told this news website that, “Those coming to test people should come quickly, as well as those who are in charge of the inspection. The arcades are not going away. They will find us open.” 
Bagagga Kwagalana Chairman Godfrey Kirumira had this to say, “Arcades should be left to open because landlords and renants have suffered a lot during the lockdown. By the way, how can you supervise them when they are closed?”
Earlier, Minister Kyoofa had asked traders to stay home until their workplaces are assessed and allowed to operate.
His directive was a result of president Miseveni’s National address in which the Head of State okayed Kikuubo and Arcades to open under strict guidelines.
A day later, minister Kyoofa said traders in Kampala will have to postpone reopening until an assessment is made.
Meanwhile, arcade owners also allsayed fears that they intend to exploit their tenants, citing that they will allow tenants to resume work and pay in installments until they are stable.

AFTER top blogger Fred Kajubi Lumbuye arrest in Turkey, Godfrey Kawuma, another reknown political and Human Rights defender who in 2017 is remembered for mobilising youth around Ggaba, Makindye Division, Kampala district against lifting presidential age limit, tops wanted list of opposition National Unity Platform (NUP) political activists facing arrest by Ugandan Government!

This comes at a time when State Minister in charge of Foreign Affairs Hon. Henry Okello Oryem informed journalists at the Government Media centre how Ugandans should celebrate the arrest of ‘toxic’ blogger Fred Lumbuye.
Oryem, while addressing journalists at the Uganda Media Centre on Wednesday morning, said, “Every one of you would be jubilating that this person (Lumbuye) has been arrested and is being brought before the courts of law but it seems like you are sympathising with him.” 
However, Minister Okello’s counterpart in opposition Hon. Muwada Nkunyingi has shockingly told Ugandan Parliament how the hunt to arrest more bloggers and Human Rights activists is ongoing.
Giving an update on the arrest of Lumbuye, Hon. Muwada Nkunyingi who is also Kyadondo East Member of Parliament said, “We have reliably confirmed from trusted sources within Turkish Security that Human Rights Activist Lumbuye is in custody of Turkish Security. There is intense efforts by Uganda Security to have him and more 15 other Ugandans who were believed to have run out of the country, arrested.”
MP Muwada Nkunyingi who is the Uganda Shadow Foreign Affairs minister has said, “We now remind Human Rights Activists and Defenders, be it persons or states and agencies to pick interest in this matter since we are certain these activists are being wrongly hunted for their divergent political views.”
“We still have a public duty to voice out their rights.The essence of a Shadow Government is partly to lawfuly keep in check the actions of the Regime. Our approach has largely remained on defending people’s rights.” Reveals NUP MP  Hon. Muwada Nkunyingi.

GENESIS OF GODFREY KAWUMA TROUBLES
On December 20, 2017, the Ugandan Parliament amidst public protests passed an amendment to the Constitution which, among other measures, aimed at eliminating the requirement that candidates vying for the presidency be under 75 years of age. 
Article 102 (b) was amended. Kawuma had mobilised groups of youth against this ammendment saying the Constitution must not be diluted to benefit Mr. Museveni. 
A few days later, Kawuma’s family said, their relative started getting intimidating messages how he was going to be arrested and persecuted for fighting the president and NRM government. 
Born 34 years ago, Kawuma reportedly ran out of the country since 2018. From there, he kept on preaching people power and anti-NRM government gospel. This is how he was appointed NUP diaspora coordinator working closely with now Parliamentary Commissioner Hon. Francis Butebi Zaake, the NUP National youth cordinator, also Mityana Municipality Member of Parliament.
Kawuma and popular Kawempe North MP Hon. Muhammad Ssegirinya are also very close.

Important to note, Godfrey Kawuma is also known for advocating for LGBT human rights. Some NRM leaders have been accusing Bobi Wine and the likes of Kawuma for being Pro LGBT who shouldn’t be allowed in our societies.
Sources say, if Kawuma is arrested, being an LGBT will be one of the crimes he will be charged with.
The hunt for Godfrey Kawuma is on and government looks like it is ready to do everything to arrest and make him answer for charges connected to the above accusations.

WE TOLD U! LUBAGA COUNCIL MEETING ENDS IN TEARS AS MBERAZE NAMES FUGGE DEPUTY MAYOR

THE news this website leaked two days ago about how Lubaga Mayor Zacchy Mberaze Mawula was set to name Busega councilor Hajjat Rehema Ssanyu Fugge his deputy amidist protests from a section of councilors, has come to pass!
Thanks be to God, we were spot on! As soon as Mberaze named Fugge his deputy and also apointed the executive committee, in a special council convening at Jevine Hotel, Nabunya in Ndeeba today, a group of his councilors chose to disrupt it.
Today’s special sitting ended prematurely after NRM speaker Musa Mbaziira ran out of the council he was presiding over.
An NRM councilor brought a motion rejecting Mayor’s appointments of the Executive on ground that he is biast, his selections are only from NUP party. Mbaziira quickly picked another NRM councilor one Kasalirwe who seconded. 
NUP counciors who are the majority raised up hands to disagree with Speaker’s ruling saying he should put the matter to voting but Mbaziira refused. The Speaker instead, left the meeting.
There and then, fightng and exchange of words between the NUP councilors and the minority NRM started.
Police which had deployed around the hotel was called in to disperse NUP councilors who angrily wanted to roast live NRM councilors.
It had to shoot live bullets and teargas to scare away councilors.
We are told DP, FDC, and Independent councilors ploted this deal yesterday to disorganize the council if Mberaze appoints only NUP councilors on the Executive.
Speaker Mbaziira coordinated these rebel councilors and whatever happened today, it was his game plan. NUP councilors had united behind their Mberaze but Mbaziira had to fail the mayor.
By press time, Mberaze had summoned NUP councilors to discuss the way forward.

HOW ALL STARTED 
Addressing a council amidst tight security, Mberaze announced Fugge his deputy for council to approved her.
Mayor said, “Today i announce the Executive of Mayor Lubaga Division Urban Council. Hon. Rehema Ssanyu Fugge is the deputy Mayor, Hon. Fatuma Muguluma is the Executive Secretary Gender, Hon. Clemente Kizza is Secretary Finance and administration and Hon. Emanuel Kizza is the Executive Secretary.”
The NRM did’nt give chance councilors to approve the appointments although the majority were ready to pass the appointed Executive. He instead picked his team to reject the appointments. This is when chaos started bringing council to a standstill.
Earlier, Speaker Musa Mbaziira appointed councilors sitting on the disciplinary committee. 
These are; Chairperson is Declark Kamya (FDC) and Margret Nansubuga Ssemukaaya (NUP) – Vice Chairperson. Committee members are; councilor Lwamiti (representing Elderly), Moses Luyinda (Independent) and Kaddu (Independent). 
The SACCO committee has; Speaker Musa Mbaziira, Aisha Nagudi and Emanuel Kizza

WHO IS REHEMA FUGGE
She started her politics from Democratic Party. Fugge was a staunch supporter of then Kampala mayor Alhaji Nasser Ntege Sebaggala and she is a product of the fearless Youth Brigade.
When Hon. Michael Mabikke Sseninde ‘Tutulifumita likyali tto’ formed Social Democratic Party (SDP) after breaking from DP in 2010, Fugge defected from DP to this new party.
She is among the founders of SDP. When in 2011 contested on this party ticket for councilor, Fugge lost.
In 2016, Fugge joined Forum for Democratic Change and Busega FDC Chairman Haji Asuman Ssemakula (Besigye’s driver), secured her a party ticket to contest for councilor in Busega, a seat she won amidst protest from FDC ardent supporters who believed, Aisha Nagudi was the rightful person to be given this card.
Four years later, Fugge in 2020 defected from FDC to Hon. Kyagulanyi’s National Unity Platform (NUP). She crossed with her best friend councilor Sharifah Nakitende who represents Ndeeba at Lubaga Division Urban council. 
In May this year, Fugge fronted by Mayor Mberaze, contested and won Ronald Ssemaganda in NUP Primaries for Speaker. This election however left NUP councilors who are the majority in the council, divided.
They cited irregularities in the whole process.
In Speaker elections, Fugge tussled it out with NRM’s Musa Mbaziira and NUP lost it. Mbaziira got 49 votes while Rehema Fugge who had Mberaze’s full backing polled 45 votes in a council dominated by NUP councilors.
NUP has 64 councilors, NRM has 11 councilors, DP 3, FDC 5 and 13 independents.
We are reliably informed, Mberaze had no other option but to console Fugge with the Deputy mayor appointment after this lady and her husband approached Mayor crying on how the family had lost everything in Speakership bid!
“Debts are almost killing us. We spent a lot during the Speakership bid which we lost. Kindly,  give us the Deputy Speaker job.” Requested Rehema Fugge and her husband.
Because it was Mberaze who sent Fugge into Speakership race, he had to sympathise with this lady and that is how he has appointed her, his deputy amidst protest from a section of councilors.

2026 CALCULATION 
Like we told you in our Tuesday story, Mberaze and Fugge have formed a political alliance targeting to uproot Rubaga South MP Aloysius Mukasa come 2026 General elections. 
In our investigations, we showed how the two, Zacchy Mberaze and Rehema Fugge have a big deal for 2026 which camp Aloysius Mukasa, Rubaga South MP must plan for before it’s too late. 
The two, we are told, are working to form an alliance to kick a fellow NUP member, Hon. Mukasa out of Rubaga South MP seat come 2026.
Political analysts we have talked to say, in Mberaze’s 2026 political calculations he doesn’t need Rubaga North, that is why he has decided to ignore them in his appointments and give it all to Rubaga South, whose votes he wants in 2026 because he isn’t returning as Mayor but instead as MP.
This is their calculation: Rubaga South is made up of 8 (Eight) parishes. The most populated Parish is Mutundwe where Mberaze comes from and he is assured of full support if he contests for MP. It has 30,000 voters. 
It is followed by Busega Parish with 25,000 voters. This is where Rehema Fugge comes from. 
MP Aloysius Mukasa’s Kabowa Parish is number three with 24,000 voters. We are told, Camp Mberaze is scratching heads on how to influence Ndeeba’s iron lady, Lord councilor Faridah Nakabugo to join their team and if she agrees and Ndeeba is added to Mutundwe and Busega, they can easily beat Hon. Mukasa. 
So this is why Mayor Mberaze is shopping for Rehema Fugge as his deputy and we are told, he is ready to appoint more Lubaga South councilors so that he prepares his 2026 ground in time. 
For those who don’t know, Fugge is a great mobilizer especially in women groups and Mosques. Mberaze advisers say, with Rehema as his deputy, women and Muslims will be on his side. 
Other councilors Mberaze is targeting include Omulangira Kayima from Nateete who is believed to be a good strategist. Another one is Musa Lusembo from Ndeeba and Fatuma Nyombi representing Mutundwe. Nyombi supported Mukasa but insiders say, these days she is seen closer to Mberaze camp.
Camp Mukasa looks to be aware of this plot and they are not seated!

HON. RONALD SSEMAGANDA RALLIES NUP LUBAGA DIVISION COUNCILORS BEHIND MBERAZE AS MAYOR ANNOUNCES HIS DEPUTY

A DAY to a special council sitting convened by Speaker Lubaga Division Urban Council on Thursday this week for councilors to select committees and the announcement of Deputy Mayor, Hon. Ronald Ssemaganda has called for calm and solidarity among NUP councilors. He has asked every one to stand solidly behind Mayor Zacchy Mawula Mberaze.
In a statement released by Ssemaganda, he wants NUP councilors to accord maximum respect to their Mayor Mberaze, give him the required support so that the enemy doesn’t tear down this majority opposition party in the council.
Ssemaganda who contested against Hajjat Rehema Ssanyu Fugge in party primaries for Lubaga division speaker and narrowly lost has urged fellow NUP councilors to remain United and abide by the party position.
Thanking NUP councilors for the tremendous job done in the mean time to serve the electorate and the mighty NUP party at large, Ssemaganda said they are expectedoing to demonstrate unity in tomorrow’s council meeting.
He said, “This message serves to request you all, that come the special Council meeting on Thursday 5th August 2021 in which we have NUP candidates standing as committee chairpersons, please let us accord them maximum support and total soothe.”
About Mayor’s appointment of Rehema Fugge who Rubaga North councilors thought is a wrong choice, Ssemaganda  requested fellow councilors to let the mayor exercise his constitutional powers.
“I thoughtfully request you all to give His worship the mayor meaningful opportunity as he presents his Executive on the same day. Let us respect his choice. United we stand and divided we fall. For God and my country.” Noted Hon. Ssemaganda.
Ssemaganda who many councilors still believe was the right choice for Speaker, represents Namungoona at Lubaga Division Urban Council.
He put up a tough fight in the primaries and narrowly lost to Fugge. His camp accused Fugge and mayor Mberaze for hiding NUP councilors at NRM boss Mamerito Mugerwa’s Bweyogerere Hotel to make it impossible for Ssemaganda to reach them and ask for votes.
They said, if it wasn’t such irregularities, their candidate would have won. 
In fact this was the genesis of disunity among NUP councilors who forms 65% of the council and their candidate Fugge lost to NRM’s Musa Mbaziira whose party forms about 11% of councilors.
Since then, there have been factions among NUP councilors at Lubaga and the party headquarters had to summon them for questioning.
Ssemaganda wants councilors to put aside all differences and give their mayor the desired support to serve Lubaga people.
We are told, Ssemaganda yesterday reached out to every NUP Lubaga councilor, engaged him or her personally preaching unity.
In another development, councilor Maggie Nansubuga Ssemukaaya, the NUP Lubaga North Women League leader on Tuesday held a conference for all female councilors in Lubaga which was attended by among others, Mayor Mberaze.
NUP councilors were trained on how to conduct themselves in council.
Today Wednesday, all NUP Lubaga councilors have been summoned again at Kamwokya party headquarters to be given party position in tomorrow’s council sitting to avoid a repeat of thenparty embarrassment seen during Speaker elections.

ROAD TO EALA 2022: DP BIGWIGS RACE FOR PARTY FLAG, SG SIRANDA IN LEAD AS BABIRYE KABANDA STRUGGLES

THE race for East African Legislative Assembly (EALA) 2022-2027 has started in different political parties, members are positioning themselves for seats ahead of Party primaries. 
Elections will be held next year. Uganda like any of the six member countries (Rwanda, Burundi, Kenya, Tanzania and South Sudan), sends 9 MPs. Of the 9 seats, ruling NRM normally gives themselves 6 seats, 1 goes to Independents and 2 shared among all the opposition. Fact is, Parties in good books with NRM win these seats. DP and UPC are the favourites.
In opposition Democratic Party (DP), the tight race was expected to be between money magnet Mary Babirye Kabanda who is former Woman MP Masaka district and the Party Secretary General Dr. Gerald Blacks Siranda.
However sources close to party top bosses reveal, Dr. Siranda has all odds against Babirye Kabanda and this young man from Bukedi in Eastern Uganda has been endorsed by the powers that be in DP, to represent this oldest political party in EALA. 
Because the law doesn’t allow the incumbent Hon. Fred Mukasa Mbidde to contest again after the completion of his two terms at the Arusha Parliament, the Party has now zeroed on this youngster, Dr. Siranda to carry on the mantle. All indicators show, other party members who have interest in the same seat are just wasting their time!
When this News Website reached Hon. Mbidde for a comment about the members who have shown interest to fit his shoes at EALA, DP Vice President had this to say, “When it’s time, trust me, the Party will give you the best candidate with a National not regional identity. An MP sent to EALA must be a Nationalist. DP has that member, just give it time.” 
The former Makerere University Guild President did not disclose who this member is although he intimated  that he perfectly knows who his successor will be, at EALA.
Although he insists the party will go through all legal procedures to elect the best candidate for the party flag in EALA elections, insiders say, Dr. Siranda is the man. He has been endorsed by Party top bosses. We therefore advise other contenders who have already shown their interest to contest in Party primaries to find something else to do, this is a done deal!.
In this story, we bring you the odds favourng Dr. Siranda and why those pushing Babirye Kabanda in this tricky game are just eating her money.

DR. SIRANDA @ EALA
A trusted source says, Dr. Siranda has been loyal to the party, and at no single moment has he ever rebelled against DP. 
Siranda is dependable and trusted. The party feels comfortable to deploy such a brilliant young man to EALA to replace an encyclopedia Hon. Fred Mukasa Mbidde.
An insider who requested anonymity has told us that, “It is true the Party has not carried out nominations for those who are interested in the flag. We know at the right time they will, although the mantle will go to Dr. Siranda”.
Among all aspirants, it’s only Siranda who can easily sell to Members of Parliament coming from different regions.
He is not tribalistic, he is a National figure and this character will get him votes when he presents himself both at Party level and even before members of the 11th Parliament who vote EALA MPs.
A fluent soft speaking young man,  Dr. Siranda comes from Bukedi, a region that has never had any person elected EALA MP. He has the sympathy vote from both ruling NRM and opposition parties. 
His other card is the Deputy Speaker Rt. Hon. Anita Among a great mobilizer who comes from Bukedi. We are told, all her teams have been put on alert to campaign and vote for Dr. Siranda if DP sends his name to Parliament. Believe me or not, with Anita Among at Parliament, Siranda will go to EALA.

For starters,  Eastern region has the most numbers of MPs in the 11th Parliament. They are 198. This is a very good start for Dr. Siranda if they unanimously vote for the son of their soil.
In number of MPs, Eastern is followed by Western region, Central region is third and Northern region fourth with 98 MPs. 
All these dynamics work for Siranda. He can easily win Eastern, Northern and Western to be declared EALA MP.
There is nothing that has sold Siranda like the Inter-Party Organization for Dialogue (IPOD) meetings. He has been in top leadership and this has brought him closer to leaders of different political parties more so NRM which has the majority MPs. These meetings have depicted him as a national leader who agitates for peace, good governance and dialogue. 
For those who don’t know, going by the 11th Parliament composition with NRMs being the majority, there is no way an opposition member can win EALA seat without NRM votes.
NRM has a total of 339 MPs. Opposition are only 107 out of 529 MPs. Although they vote twice, they can’t take through their candidate. So, NRM votes count and Dr. Siranda has this vote.
To win a DP ticket, Siranda will have a walk over. The would be serious contender Mary Babirye Kabanda committed crimes against the Party, she automatically has no chance.

WHY BABIRYE KABANDA IS A DAY-DREAMER
If the winner of the party flag was going to be decided by Buganda region, then Babirye Kabanda would have an upper hand. However because DP is a national party with NEC mebers from all regions, she is no where in the EALA puzzle!
Babirye has no attachments in Western Region. DP Vice president in charge of Western Uganda, Imamu Makumbi has openly declared his support for Siranda. In fact, he has mobilised that whole region for NEC members to vote this loyal servant. Even in Northern region, Babirye Kabanda’s name is no where.
In Eastern, we are told, she has one Ramathan Bazanye, a delegate from Jinja who supports her after she went there and promised their children scholarships. Other delegates are Team Siranda and this is a writing on the wall that she will also be beaten in this region.

In Buganda where Babirye Kabanda has roots, the fight for votes rages on. There are other aspirants who have shown interest. 
They include Mr. George Fred Kagimu (DP VP Buganda), Hajjat Aisha Waliggo (NEC member and Leader Women League in DP), Cissy Bayiga and Luyinda from Nansana. 
Being a women league leader, Waliggo will get about 5 votes in Buganda and Kagimu has about two or three votes. This is a disadvantage to Babirye Kabanda.
About the crimes she has committed against DP, Kabanda was allegedly the funder of the people who took DP to court. Those who remember the case of counsel Sam Muyizzi. This is the case DP battled in court during the 2020 Lock down. She swore and signed an affidavit. 
If it wasnt President General Hon. Norbert Mao, Hon. Mbidde, Dr. Siranda and Mayambala, there would be no DP today. Babirye Kabandas team had even secured an injunction.
She only changed her heart a few days to the 2021 election period and came back to DP after Hon. Mbidde had formed a formidable ground for DP in Masaka. However, her earlier acts and hate filled statements against the party leadership costed DP in elections.
During the burial of DP MP Robinah Ssentongo, in the presence of DP president General, Babirye Kabanda publicly attacked Hon. Mao accusing him for standing for president. She ‘directed’ him to leave the race for NUP’s Hon. Robert Ssentamu Kyagulanyi. 
In her words Babirye Kabanda said, “We already agreed not to support you Mr. Mao for president. Step down for Hon. Robert Ssentamu Kyagulanyi, he is our choice not you Mao.”
Babirye who was then a DP candidate for MP Masaka City (a race she lost), said all this well aware that Mao had been nominated as a party candidate in the presidential elections and was already in presidential campaigns.
This was uncalled for. It was not only Hon. Mao who got angry, but even other party leaders. 
Although Babirye Kabanda didn’t support Mao’s candidature, she very much knew he was the official party candidate.
Using a party function like that to to go bare knuckles and embarrass her party president before cameras that he should exit presidential race for an able candidate Kyagulanyi, Babirye Kabanda will pay dearly for this. Delegates are ready to pay her back in the same currency come EALA polls. She has no chance to make it through. 
It should be remembered, on the same burial function, Hon. Mpalanyi who defeated Haruna Kasolo in January elections played it very well. He said, “Me i will not comment, you are our leaders. Use the right forum to discuss about such issues.”
During one of her campaign rallies, Babirye Kabanda said, “In a bid to build the party (DP), Hon. Mao must leave Kyagulanyi to stand for president, he is our candidate. Ladies and gentleman, for us our brains work well, the name Bobi Wine is not on the ballot paper, look and tick Kyagulanyi Ssentamu Robert for president.”
“So the whole genesis of everything is Babirye Kabanda playing stupid politics. But that is her strength.” Said one of the top party leaders.
She has no fall back position! Those who thought NUP MPs who are the majority on opposition side in Parliament can go for Babirye Kabanda, a lot you don’t know.
Although she declared her support to Kyagulanyi in campaigns, when she lost, this lady turned guns against the Ghetto gladiator and the NUP MPs and other leaders who swept positions in greater Masaka and their supporters.
Babirye is on record circulating a document in which elected NUP leaders were blackmailed, calling them substandard, poor and illiterate. She did not spare Hon. Robert Ssentamu Kyagulanyi.
Therefore we do not see how NUP MPs will will support Babirye Kabanda who called them names after she lost her MP bid.

MBERAZE LAUNCHES 2026 MP CAMPAIGNS IN STYLE, APPOINTS SEXY REHEMA FUGGE DEPUTY MAYOR RUBAGA DIVISION URBAN COUNCIL

ON Thursday this week, Rubaga Division Urban Council newly elected Mayor Zacchy Mberaze Mawula aka Taata Namuli is expected to announce the appointment of Busega IV councilor Hajjat Rehema Ssanyu Fugge as his deputy in a council convened by Speaker Musa Mbaziira. 
Insiders say, Mberaze and Fugge have formed a political alliance targeting to uproot Rubaga South MP Aloysius Mukasa come 2026 General elections. We shall come back to this to show how the deal has been hatched!  

DEPUTY SPEAKER ANNOUNCEMENT
Mberaze will however make this announcement amidst protests by a section of councillors especially from Rubaga North who accuse Mberaze of breaking an agreement he made with them if elected, to appoint his deputy from this area.
For starters, Rubaga Division is made up of two constituencies, Rubaga South and Rubaga North. Mberaze comes from Mutundwe while Rehema Fugge in Busega, both parishes in Rubaga South.
Fugge a member of opposition NUP contested for Speaker and narrowly lost to NRM’s Mbaziira who is also coming from Lubaga South. Mbaziira got 49 votes while Rehema Fugge who had Mberaze’s full backing polled 45 votes in a council dominated by NUP councilors.
NUP has 64 councilors, NRM has 11 councilors, DP 3, FDC 5 and 13 independents.
Due to differences amongst NUP leaders in Lubaga, some party councilors who are furious about how Mberaze conducts business ended up voting a minority NRM candidate for the Speaker.
This led to Party investigations into this shame where a majority party handed over speakership to a minority party.
A number of councilors were summoned at the party headquarters for questioning. However, the findings are still kept a top secret.

WHAT MBERAZE PLEDGED ON DEPUTY SPEAKER APPOINTMENT
During his campaigns, Mberaze a staunch Catholic assured Muslims that he will appoint a Moslem deputy to balance the boat if he is elected Rubaga Mayor. 
In his words, Mberaze allegedly said, “My deputy will come from Rubaga North constituency and she will be a Moslem.”
Rubaga North councilors are not happy, they say, he has moved away from what he promised voters. Yes he has appointed a female Moslem but not from Rubaga North as he promised during campaigns. 

WHO WERE RUBAGA NORTH CANDIDATES FOR DEPUTY MAYOR
Three councilors had been fronted for this slot. They included; Kizza Clement who represents Lungujja. He is however not a moslem.
Another one is councilor Shamim Nabiddo formerly of Nkobazambogo at the University. She has also been secretary for youth affairs, secretary for women affairs in DP in Lubya, she heads youth in Nakinsinge clan, she has a network of leaders who have mentored her like Hakim Kizza. Nabiddo graduated in Mass communication. She is now pursuing a Masters in Public Administration.
The third one is councilor Tendo Sulayina, wife to Lord councilor Jeremia Keeya. They have one child. Both live in Gayaza. Jeremia has a muzigo in Lubya zone, Lubya parish.

MBERAZE – REHEMA FUGGE 2026 MP GAME PLAN
According to our investigations, the two, Zacchy Mberaze and Rehema Fugge have a big deal for 2026 which camp Aloysius Mukasa, Rubaga South MP must plan for before it’s too late. 
The two, we are told, are working to form an alliance to kick a fellow NUP member, Hon. Mukasa out of Rubaga South MP seat come 2026.
Political analysts we have talked to say, in Mberaze’s 2026 political calculations he doesn’t need Rubaga North, that is why he has decided to ignore them in his appointments and give it all to Rubaga South, whose votes he wants in 2026 because he isn’t returning as Mayor but instead as MP.
This is their calculation: Rubaga South is made up of 8 (Eight) parishes. The most populated Parish is Mutundwe where Mberaze comes from and he is assured of full support if he contests for MP. It has 30,000 voters. 
It is followed by Busega Parish with 25,000 voters. This is where Rehema Fugge comes from. 
MP Aloysius Mukasa’s Kabowa Parish is number three with 24,000 voters. We are told, Camp Mberaze is scratching heads on how to influence Ndeeba’s iron lady, Lord councilor Faridah Nakabugo to join their team and if she agrees and Ndeeba is added to Mutundwe and Busega, they can easily beat Hon. Mukasa. 
So this is why Mayor Mberaze is shopping for Rehema Fugge as his deputy and we are told, he is ready to appoint more Lubaga South councilors so that he prepares his 2026 ground in time. 
For those who don’t know, Fugge is a great mobilizer especially in women groups and Mosques. Mberaze advisers say, with Rehema as his deputy, women and Muslims will be on his side. 
Other councilors Mberaze is targeting include Omulangira Kayima from Nateete who is believed to be a good strategist. Another one is Musa Lusembo from Ndeeba and Fatuma Nyombi representing Mutundwe. Nyombi supported Mukasa but insiders say, these days she is seen closer to Mberaze camp.
Camp Mukasa looks to be aware of this plot and they are not seated! 

HOW ODDS DON’T WORK FOR RUBAGA NORTH
Rubaga North has five parishes producing fewer councilors than Rubaga South. Mayor Mberaze might have looked at this while appointing his deputy.
The five parishes are; Lubya (14 councilors), Kasubi (12 councilors), Nakulabye (6 councilors), Lungujja (6 councilors) and Namirembe Bakuli (3 councilors).
For Rubaga South has 8 Parishes; Busega (9 councilors), Mutundwe (9 councilors), Kabowa (9 councilors), Nateete (7 councilors), Lubaga Parish (6 councilors), Ndeeba (3 councilors), Najja I (3 councilors) and Najja II (2 councilors).
The two councilors representing interest groups come from Rubaga South and so do the two councilors representing the elderly.
Councilors representing People With Disabilities  (PWDs), one is from Rubaga South and the other one (Lillian Walugembe) is from Rubaga North although she got married in Rubaga South.

MBERAZE LEARNING FROM FORMER MAYOR SSEBUGGWAWO
In her last term as Rubaga Mayor, Owek. Joyce Nabbosa Ssebuggwawo appointed her deputy and all ministers from Rubaga South. 
Notably, Speaker Mbaziira was also from Lubaga South.
Ssebuggwawo’s Deputy Asuman Ntale was councilor representing Busega in Rubaga South. She also appointed him minister in charge of Education and Social Services.
Councilor Jackson Muwanga from Nateete was Ssebuggwawo’s minister for Works and Physical planning.
Minister for Gender was Rose Namakula, councilor for Rubaga Parish, in Lubaga South.
Ssebuggwawo also appointed youth councilor Henry Lutwama as Minister in charge of Administration. He was coming from Busega.
She didn’t appoint any minister from Rubaga North.
During her first term 2011-2016 when she was appointing only her deputy, Ssebuggwawo gave it to the only FDC councilor Cathy Nagawa representing Namirembe Hospital Zone in Rubaga North. Ssebuggwawo was also from this zone in Lubaga North. Meaning, Mayor and her deputy were not only from Rubaga North but from the same zone.
How come, those councilors accusing Mayor Mberaze for appointing Rehema Fugge because both come from Rubaga South, did not accuse Owek. Ssebuggwawo for appointing Cathy Nagawa yet both came from Rubaga North?
Mayor Mberaze will not be the first to appoint his deputy coming from the same constituency. After all the deputy speaker Mpiima is coming from Rubaga North.

WINNIE MAKUMBI PRECEDENT 
Another Rubaga former Mayor Winnie Makumbi (late), was from Rubaga South but appointed her deputy Charles Mulindwa from the same constituency. Makumbi was coming from Busega while Mulindwa was a councilor representing Nateete.
Speaker of Winnie Makumbi’s council was Mukwaya Mbwatekamwa also from Rubaga South. 
Her ministers were Titus Ntulume for Gender, Richard Miiro (Works and physical planning) were councilors in Rubaga South.
