WITHIN less than only Eight months since President Yoweri Kaguta Museveni, on August 2, 2025, wrote to Premier and Leader of Government business Rt. Hon. Robinah Nabbanja directing her to allow leading local investor Dr. Hamis Kiggundu cover Nakivubo Drainage Channel at his cost, the businessman has almost completed the project, it’s so magnificent.

The development came after President Museveni received what he referred to as, “A very good proposal from Ham Kiggundu dated the 25th of July, 2025, regarding the Nakivubo Drainage Channel.”

For starters, before Ham reached out to the President, councilors at City Hall passed a resolution, open channels/drainages in Kampala to be covered by private investors, thence, Ham offering himself to change the face of Nakivubo Drainage Channel.

According to Mr. Museveni, Ham pointed out the fact that the channel is open, invites people to throw in rubbish including plastics, feaces, etc, all of which disgust the people contiguous to the channel, leading to blockages of the channel and floods which destroy property and traders merchandise.

“His proposal is imaginative and simple. I approve of the plan. Help him to execute.” Reads Museveni’s directive to PM Nabbanja.
Letter was copied to the Vice president, Minister of Kampala, Minister of Finance, Planning and Economic Development, Minister of Education and sports, Attorney General, Minister of presidency and to Dr. Hamis Kiggundu.
PM NABBANJA WRITES TO KAMPALA MINISTER

On August 27, 2025, PM Nabbanja wrote to Kampala minister Minsa Kabanda to expedite the implementation of the President’s directive.

“Ensure that the following key consideractions are fully adressed;
▪ Matters relating to where the proposed project is to be located
▪ Statutory approvals from relevant Agencies
▪ Approve the plans for the redevelopment of the channel.
By copy of this letter, the Executive Director of Kampala Capital City Authority (KCCA) is hereby informed.” Reads PM Nabbanja’s letter, which was copied to KCCA ED Ms Buzeki, among others.
LETTER FROM THE KAMPALA MINISTER
On receiving PM Nabbanja’s letter, Hon. Minsa Kabanda’s letter of August 13, 2025 wrote to KCCA ED instructing her to give, “All the necessary support and approvals required towards the successful implementation of the same as directed by His Excellency the President.”

Kampala Minister instructed that the developer should commence with the ground preliminary site prepation works like site clearance, clearing and unblocking of drainage water passages immediately as directed with proper site hoarding and project signages.
“The presidential directive should be implemented sufficiently and effectively.” Kabanda instructed Buzeki, a copy of letter given to Director Physical Planning, RCC Kampala, IGP, Director operations – Uganda Police Force and Dr. Hamis Kiggundu.


‘WE ARE CONVINCED, THANK YOU HAM’ – PM NABBANJA

As you read this, work is almost done. The drainage Channel is well constructed and widened, built with very strong pillars and has solved the flood problem in Kampala. Work on Nakivubo channel was supervised by Prime minister Nabbanja with a team of Enginers from Office of The Prime minister (OPM).

“We are convinced by the marvelous work done by Dr. Kigundu on the redevelopment, upgrade, beautification and drainage improvement of Nakivubo Channel.” Said Nabbanja, when she inspected work on Nakivubo Channel.

She was accompanied by Kampala Minister Hajjat Minsa Kabanda, Officials from office of Prime Minister (OPM), KCCA ED Hajjat Sharifa Buzeki with her technical team. KCCA worked on feeder drainages which pour in the main Nakivubo Channel.
