ON Wednesday this week, deputy Speaker Jacob Oulanyah’s blue eyed gal, the Rakai district Woman MP Juliet Kinyamatama declared her interest for the 11th Parliament Speaker’s job. This is the very MP who was ranked by The Parliamentary Performance Scorecard of 3rd session of 10th Parliament as the 16th worst performing legislator scoring only 27%. Kinyamatama who is among the MPs who attended Parliament the fewest number of times according to the report of the 3rd Session, she is suspected to have been hired by Oulanyah’s camp on a mission to disorganise Kadaga’s female legislators block vote. For starters, Oulanyah and Kinyamatama who lost in NRM primaries but survived on independent ticket are great buddies. In fact, in 2016, she was Oulanyah’s chief campaigner for the Speaker’s bid which he lost to the incumbent. This is why many questions are being raised on why she has joined Speaker race.

However Kadaga’s camp looks not moved by Kinyamatama declaration. One of the NRM MP in Kadaga camp revealed to this News Website that all behind such unpopular games will be defeated. “Every legislator has a right to contest for Speakership but not every contestant that can entrusted with this very important office. None beats madam Kadaga. We however wish them good luck.” Said a legislator from Westnile (Names withheld). Analysts say, if it’s true Oulanyah and Kinyamatama are playing games to delay Kadaga’s landslide victory, the two are just logging a dead horse, female MPs can’t be hoodwinked.
KINYAMATAMA UNMASKED ● Kinyamatama in a period of a full year did not move any Constitutional Amendment on the floor of Parliament. ● She did not table or second a Private Member’s Bill ● Kinyamatama never moved a single motion or seconded a motion ● Never raised a question to Prime Minister or any Minister. ● Never presented a petition ● MP Kinyamatama didn’t raise any issue of National importance on the floor of Parliament. ● She attended only 3 out of 108 debates in Parliament in the 3rd session covering 2018 and 2019. Her debate influence is 0.22%. ● In one committee, she attended only one of 9 sittings and another committee 4 out of 18 sittings. Kinyamatama sits in the two committees of HIV/AIDS and Foreign Affairs. ● Early last year during the 4th session of Parliament, Kinyamatama moved an amendment of the constitution to move all public holidays falling on weekends to weekdays. Members of Parliament rejected Kinyamatama’s plan and all voted against it.

TODAY Thursday April 08th 2021at 3pm sharp, the body of Archbishop Dr. Cyprian Kizito Lwanga was lowered into a magnificent grave dug inside St. Mary’s Cathedral Lubaga amidst tears from family members, the clergy, the laity and friends. Lwanga 68, was pronounced dead on 3rd April 2020 a day to the commemoration of Easter.

At a historic function led by Bishop Anthony Zziwa of Mityana Diocese, attended by the Papal Nuncio to Uganda, Their Lordship the Bishops, H.E the Vice president of Uganda Edward Kiwanuka Ssekandi, Nabaggereka Sylivia Nagginda, Buganda Kingdom Premier Charles Peter Mayiga, NUP Principal Robert Ssentamu Kyangulanyi among hundreds of dignitaries, there was a lot of uniqueness as Archbishop was sent off.
LWANGA BURIED IN CHURCH It’s true he is not the first to be buried in church but this is not common. He was buried on the right-hand side, between the graves of Joseph Kiwanuka and Bishop Edward Michaud. Kiwanuka served as the Archbishop of Rubaga from 1961 until his death in 1966, while Bishop Michaud served as the apostolic vicar in Tabora in Tanzania before being transferred to Uganda in 1932. He died in 1945. Lwanga becomes the third to be buried in church. Almost 98% of mourners at Lubaga had never attended burial inside a church either at Lubaga or in any other church. This indeed was unique. Catholic Church says, this isn’t idolatry but a tradition of the church. The living and the dead are uniting in the Mass. Many bishops are likely to be buried in church.
BURIED LEGS FACING THE ALTAR Another peculiar thing, when the laity dies, often the head is put facing alter so that when he raises, he will raise facing the alter. For the case of Archbishop Lwanga, he was buried his legs facing the Altar and the head facing the congregation, the people. This signifies that he will always be joining them in commemorating Mass.
PASTORAL STAFF Archbishop Lwanga was buried with a Pastoral staff. It is also called a Crosier. It’s a staff with a curved top that is a symbol of the Good Shepherd and is carried by Bishops. It is an insignia of their ecclesiastical office. This is the stick which he has been moving with as a Shepherd of Lubaga Archdiocese. This symbolises that he has been a Bishop and even in Heaven he is accepted for his pastoral work.
WHITE BAPTSIMAL CLOTH White is the color of purity and wearing a white garment during baptism symbolizes that the person being baptized now has a clean slate in the eyes of God. Christians believe everyone is born with “original sin” which is only washed away through baptism. The baptismal garment is a white garment either worn from the beginning of the ritual or given after pouring or immersion. In Catholic Baptism, the White Garment signifies that the newly baptised has put on Christ. This white cloth, like the one he put on while getting baptised was covered on Dr. Lwanga’s casket to signify that he was baptised.
THE BIBLE Lwanga was buried with a Catholic Bible that includes the whole 73-book canon recognized by the Catholic Church, including the deuerocanonical books. This Holy book was put on his casket meaning he was proclaiming the word of God.
BURIED WITH THE HOLY CHALICE In Roman Catholicism, a chalice is a standing cup used to hold sacramental wine during the Eucharist (also called the Lord’s Supper or Holy Communion). The Holy Chalice, also known as the Holy Grail, is in Christian tradition the vessel that Jesus used at the Last Supper to serve wine. The Synoptic Gospels refer to Jesus sharing a cup of wine with the Apostles, saying it was the covenant in his blood. This is where they put the consecrated wine in the blood of Christ in Church. The Holy Chalice was buried with Archbishop Lwanga signifying that he has been a priest who has been celebrating Mass.
THE PURIFICATOR The purificator (purificatorium or more anciently emunctorium) is a white linen cloth which is used to wipe the chalice after each communicant partakes. It is also used to dry the fingers and the lips of the celebrant and to wipe the chalice and paten after the ablutions which follow Communion. This was also put on Archbishop Lwanga’s casket as a symbol for cleaning the Chalice that has been buried with him.
THE CROSS The Cross is the principal symbol of the Christian religion, recalling the Crucifixion of Jesus Christ and the redeeming benefits of his Passion and death. The cross is thus a sign both of Christ himself and of the faith of Christians. It was placed on Lwanga’s casket and went down with him.
LWANGA CHOSE SUCCESSOR Although Dr. Richard Mwebe the Principal Private Secretary to the Archbishop said the new Archbishop will be decided by the Holy Spirit, the deceased has gone after identifying one. Then who is that? We will know in time. If the Pope dies or retires, there is a conclave where all Cardinals congregate to elect a new Pontiff. For the Archbishop, it will be the Holy Spirit to guide. No special meeting will be held to elect Lwanga’s successor. The reigning Bishops are always requested to send two or three names annually to Rome, names of those who can succeed them. Now from the names Lwanga already sent, Rome will look into them and pick one of them, or any other bishop who isn’t on this list. The newly appointed Archbishop will preside over 70 parishes in Kampala Archdiocese with membership of over 4 million Catholics.
BURIED AT THE SAME DAY HE WAS ORDAINED A PRIEST 43 years back on 9th April 1978, Cyprian Kizito Lwanga was ordained a Priest at a function held at the same church where he was today buried! This is so unique.

THE President of Uganda Union of Seventh-day Adventists Dr. Daniel Matte has sent a message of condolence to Uganda Episcopal Conference following the untimely death of His Grace Dr. Cyprian Kizito Lwanga, the archbishop of Kampala archdiocese. The message which was sent through the General Secretary of Uganda Episcopal Conference Msgr John B Kauta wished the grace of the Lord Jesus to comfort the entire catholic fraternity and that their hope in resurrection may be rekindled. Lwanga was found dead in his bed on Saturday morning. According to a tentative burial program, official mourning for the late Dr . Cyprian Kizito Lwanga starts on Monday with mass at 10am at Lubaga cathedral without the body. On Tuesday the body leaves mulago mortuary straight to his ancestral home at Kyabakadde along Gayaza road. Mass at 10am and the body will stay overnight On Wednesday the body will arrive at Lubaga cathedral. Mass at 10am. Viewing will takevplace infront of the cathedral. Burial will take place on Thursday with Mass starting at 10am at the metropolitan Burial grounds besides Lubaga cathedral.

OPPOSITION National Unity Platform (NUP) President Robert Ssentamu Kyagulanyi wants thorough investigations into the death of Kampala Archbishop Dr. Cyprian Kizito Lwanga. Today morning, Lwanga was found dead in his room. His death has left many questions unanswered questions.

THE Presiding Apostle Born Again Faith Dr. Joseph Serwadda has joined Archbishop of the Church of Uganda Dr. Stephen Samuel Kaziimba Mugalu and millions of Ugandans to mourn the passing of Dr. Cyprian Kizito Lwanga which occurred yesterday (Friday) night. A FEW hours after he led the flock in rememberance of Jesus Christ’s crucification during the Way of the cross on Good Friday in Kampala, Dr. Cyprian Kizito Lwanga, the Archbishop of Kampala Archdiocese returned to his residence in Lubaga a very strong man and in good health. His sudden death has however left many unanswered questions. Insiders say he had no known ailment. On Friday evening, Lwanga held a few meetings in preparation for Easter Sunday Mass at the Rubaga Cathedral. Inside his room, he recited the rosary and entered his bed. Little did he know that minutes later, he will join the crucified Jesus in Heaven at 68 years of age he had. A very developmental and hardworking man who has spearheaded the growth of many church projects, Dr. Lwanga has followed Bishop Emeritus John Baptist Kaggwa of Masaka Diocese who died just recently. Both have been government critics on corruption and bad governance. In a statement released by Fr. Pius Male Ssentumbwe the Chancellor Kampala Archdiocese, Lwanga has been called to the House of the Lords! Archbishops Stephen Kaziimba (Church Of Uganda) and Dr Cyprian Kizito Lwanga (Kampala), lead Christians in observing the scientific way of the Cross organised by the Uganda Joint Christian Council at Namirembe Cathedral in Kampala attended by Christians from the Anglican, Catholic and Orthodox faiths.

A few hours later, Archbishop Lwanga was found dead in his bed! Statement reads, “With deep sorrow, I hereby inform you that our beloved Shepherd, the Archbishop of Kampala Archdiocese, His Grace Dr. Cyprian Kizito Lwanga has been called to the House of the Lords. The Archbishop was found dead in his room this morning.” Praying to the Almighty and merciful God to grant him eternal rest, Fr. Ssentumbwe has said, “We condole with all our dear People of God especially the clergy, Religious leaders and Lay faithful of Kampala Archdiocese and Late Archbishop’s family.” “May the Almighty God strengthen us all in this very difficult time.” Reads statement from Kampala Archdiocese office. Born on 19 January 1953 at Kyabakadde Village, in Naggalama Parish, Lugazi Diocese in present-day Mukono District in the Buganda Region of Uganda, Lwanga was appointed as Archbishop of Kampala on 19 August 2006. He attended Kyabakadde Primary School. He entered Nyenga Seminary in 1964. Between 1972 and 1974, he studied at Katigondo National Major Seminary, in present-day Kalungu District. He then studied Theology at Ggaba National Seminary, in Kampala. In 1979, he joined the University of Clermont-Ferrand in France, were he studied administration and languages, with particular emphasis on administration. Later, he studied at Pontifical University of the Holy Cross in Rome, where in 1994, he earned a doctorate in Canon Law. He was ordained a priest on 8 April 1978 at Rubaga Cathedral by Cardinal Emmanuel Kiwanuka Nsubuga. He served as a priest of Kampala Archdiocese until 30 November 1996.
IT HAS started well with the newly elected Rubaga South Constituency legislator Aloysius Mukasa after the Petitioner in Election Petition No. 7 Eugenia Nassolo lost an Application on Substituted Service. High Court sitting at Tweed Towers on Thursday ruled against an Application filed by Nassolo’s lawyers of Ms. Alaka & Co. Advocates to serve the 1st Respondent Aloysius Mukasa through Daily Monitor News Paper. At court, counsel Fred Kato of Alaka & Co. Advocates told Justice Esther Nambayo how they have traced for Mukasa and failed to get him in the mandated 10 days. “We therefore ask this court to allow us serve him through substituted service.” Counsel for the Petitioner told court.

Whatever the governing entity is, this process is conducted with strict requirements to ensure that there is no possible way that the service fails. The following requirements highlight a number of these standards. Since this service method is less desirable than direct service, many courts require that the process server provides evidence that the party is unreachable and that an effort to contact the individual directly has failed. Once it has been established that substituted service is necessary, the above mentioned options that the court in question supports will be considered per the defendant’s circumstances. Counsel Ssemuyaba of Ssemuyaba, Iga & Co. Advocates who represents Hon. Aloysius Mukasa strongly rejected Counsel Kato’s submission saying it’s false. “Your Worship, my learned friend is telling lies to this Honourable Court. My client has never left the country, his home or his place of work. And he is even present in this court. How can you say that he is nowhere to be seen so you are applying for substituted service?” Asked Counsel Ssemuyaba. Hon. Mukasa humbly took on his feet to confirm his presence. This shocked Nassolo’s lawyer and he just looked in disbelief. He thought the application would be listened to exparte so that court easily grants the Application and help them ammend the Petition to add more affidavits since the original petition has only one affidavit from Nassolo yet at the sametime she is the Petitioner. However, the presence of Mukasa and his lawyer spoiled Nassolo’s party. Counsel Ssemuyaba told Justice Esther Nambayo that his client was alerted by his lawyers of an election petition No. 7 filed against him at the Registrar of the High Court by Nassolo Eugenia. “I am here to tell this Honourable Court that the 1st Respondent has already filed in his response and served both the registra of the High Court and Ms Alaka & Co. Advocates who reprent the Petitioner. Let this go on court’s record that they received the 1st respondent’s response.” Mukasa’s lawyer told court. Counsel Ssemuyaba presented to court proof that Nassolo lawyers already acknowleged recieving the response from Hon. Aloysius Mukasa. Suprisingly, Nassolo’s lawyer confirmed ever receiving Mukasa’s defence. Mukasa’s lawyer told court that his client is already aware of the election petition no. 7 and ready to proceed. In her wise ruling, Justice Esther Nambayo agreed with the lawyers of Mukasa that the substituted service was not necessally since the 1st respondent was available and had already filed in answers to the petition. Application was dismissed. What now remains, is the judge allocation of the Petition to know which judge will handle it.

BUGANDA Kingdom Supreme leader Ronald Edward Frederick Kimera Muwenda Mutebi II has called for immediate unconditional release of all political prisoners saying it was their constitutional right to support politicians of their choice. In his EASTER message, Kabaka asked God to calm down the anger, shame and pain of leaders not to persecute those who did not support them during the recently concluded General elections. He however did not mention any leader! The 36th King of Buganda said, “We want to see justice arising from all election court petitions and all political prisoners freed.” “Let the Resurrection of Jesus remind us the shed of blood, persecution and tears through which he saved the world. Following his footsteps, we also have to suffer and pay the price for others to be free.” Reads Kabaka’s Easter. He however said, “We are surprised when we see what’s going on in our country these days is not in line of those who suffered and many shed blood.” “We get sad to see leaders have failed to stop acts of hypocrisy, dictatorship, selfishness and enriching themselves on what is not theirs. We urge you not to dilute the essence of the Resurrection of Jesus Christ as you deny our people their freedom.” Said Kabaka Mutebi. Wishing his Subjects a happy Easter, His Majesty Kabaka said last years Christians did not gather to celebrate Easter due to Covid – 19 outbreak which caused total lock down of the Country.

“We extend our sympathy to Covid-19 victims and console families which lost their beloved ones as a result of this pandemic. We ask you to continue observing the Standard Operating Procedure (Sops) as recommended by the ministry of health.” Said Kabaka. In a statement released yesterday (Thursday) by National Unity Platform (NUP) leader Robert Ssentamu Kyagulanyi who according to election results released by the Electoral Commission finished second in an election won by ruling NRM’s Yoweri Kaguta Museveni said, “Today marks 90 days since members of my campaign team were arrested in Kalangala, tortured and eventually dumped at Kitalya.” “These comrades braved the most cruel circumstances. They withstood bullets, sound bombs, teargas, grenades, batons, pepper-spray, etc. As the violence and vile cruelty intensified, their resolve only grew stronger because they knew they were not committing any offence. Every struggle for freedom and democracy has its heroes. You comrades are heroes. Uganda will be free.” Said Hon. Kyagulanyi Among his aides still in prison are: Nubian Li, Eddie Mutwe, Mbogo, Dan Magic, Kampala Lookman, Kafuko Stanley, Bobi Young, Mudde Ntambi, Sheriff Najja and many others. Some of these are charged of unlawful possession of ammunition. “But we all know their real crime, don’t we? Government is punishing them for believing that Uganda deserves better. They are punishing them for associating with me. They are punishing them for daring to dream that a New Uganda is possible.” Writes Kyagulanyi. Kyagulanyi said he is thinking about all Ugandan political prisoners. “I am thinking about those who we know and the countless ones who we don’t know. I am thinking about those at Kitalya, those at Kigo, those at Luzira, those at Gulu prison, those at Kyamugolani, those at Kassajjagirwa, those in the safe houses and all other detention facilities. I am thinking about all political prisoners tonight.” Reads his Statement. He called upon all Ugandans, “To think about our fellow citizens who cannot read this post tonight because of choosing a political leader and political party of their choice. Think about them; pray for them, and continue demanding for their freedom from unlawful detention. Sadness may endure a night, but joy comes in the morning (Psalm 30:5).” He said.

THE opposition National Unity Platform (NUP) Rubaga South MP-elect Aloysius Mukasa Talton Gold has finally responded to a petition filed by Democratic Party’s Eugenia Nassolo accusing him of bribing voters and for not being an eligible voter. In Election Petition no. 07 of 2021 dated 19th March 2021, Nassolo is seeking the election of Hon. Aloysius Mukasa Talton Gold on January 14th 2021 as a member of Parliament for Rubaga South to be nullified. For starters, out of 14 candidates who contested for Rubaga South MP seat on January 14th 2021, Aloysius Mukasa emerged the winner with 49,501 (Forty Nine thousand, five hundred and one) votes and Nassolo came second 12,893 (Twelve thousand, Eight Hundred ninety three) votes. Through his lawyers of M/s Semuyaba, Iga & Co. Advocates, Hon. Mukasa has asked court to dustbin Nassolo’s petition saying it has no merit and is based on political mind games. He wants her petition dismissed with costs.

Mukasa’s lawyers have told court that, “The 1st Respondent (Aloysius Mukasa) shall aver and contend, the Petitioner’s petition is frivolous, vexatious and without merit and is based on Political mind games and therefore the Petitioner’s prayers have no merit and can not be granted by this court and A PRELIMINARY POINT OF LAW SHALL BE RAISED THAT THE PETITION IS INCOMPETENT AND DOES NOT RAISE ANY CAUSE OF ACTION AND IS STATUTE BARRED.” Lawyers have told court that Nassolo at the time of filing her petition, did not attach any Affidavit of any Registered voter of Rubaga Division South Constituency who ever personally received the alleged donations and gifts from Mukasa instructing them to vote for him and not NASSOLO EUGENIA. She has also not demonstrated how the said donations and gifts influenced the ultimate results of the elections.

MP-elect Mukasa’s response to Nassolo’s petition reads: The Petition is only supported by the affidavit of NASSOLO EUGENIA (the Petitioner) as a sole witness without corroborating evidence and it is improbable that the same person could have attended the incidents of donating of branded masks to voters by the 1st Respondent (Aloysius Mukasa), water tanks on 23rd November 2020 at Nateete market and Ndeeba trading centre and at the same time attend the incident of donation of and giving gifts to wit Sugar, salt and soap to Kabowa village, Nateete Parish and Najjanankumbi to unnamed voters and at the same time, be the same person to witness the giving of free Ambulance services to constituents and unnamed voters using Motor vehicle Reg. No. UBE 564 and another Toyota Hiace with unnamed number plates at the various places of Ndeeba, Nateete, Najjanankumbi 1&2, Kabowa and Rubaga parish and at the same time be the person to witness the denotation and giving gifts of bunches of Matooke (Banana), Rice, Sugar and Oil to the unnamed voters on 24th December 2020 in the Parishes of Ndeeba, Nateete, Najjanankumbi 1&2, Kabowa, Rubaga Parish and later in the Month of November be the same person to witness at the donation of 300 bags of Cement toward the construction of St. Peter’s Church Ndeeba which had been demolished by court Bailiffs. “The Petitioner shall be put to strict proof thereof.” Says Hon. MUKASA’S FULL RESPONSE ● Save as herein expressly admitted, the 1st respondent denies each and every allegation of the fact as if the same were specifically set forth and transversed seriatim. ● The 1st respondent admits the contents of Paragraph 1,2,3 and 4 of the petition (that EC declared Aloysius Mukasa as the winner). The 1st Respondent denies the content of Paragraph 5 (a), (b), (c), (d) and (e)of the Petition (that Mukasa was not dully nominated) and The Petitioner shall be put to strict proof thereof. ● The 1st Respondent further contends that, the said election was conducted in accordance with the Provisions of The Constitution of The Republic of Uganda, The Electoral Commission Act (as amended), The Parliamentary Act 2005 (as amended)and other laws relating to elections. ● In answer to Paragraphs 5 (a), (b) (i) (a) and (b) (ii) (a) and (b), (c)(i), (d) (i), (ii), (iii), (iv) The 1st Respondent avers that at the time of his nomination for Parliamentary elections for Rubaga Division South Constituency, he was a dully registered voter and had the requisite qualifications that are higher than the minimum education qualification required by law, in that, at the time of his election as directly elected member of Parliament for Rubaga Division South Constituency, he was properly qualified to be a Member of Parliament in that he had dully completed the formal education of Advanced level Standard or its equivalent. ● The 1st Respondent has fully completed and attained Uganda Certificate of Education (UCE) and had completed and attained Uganda Certificate of Education.
PETITIONER: Eugenia Nassolo
The 1st Respondent was a registered voter and possessed a National Identity Card in the Names of MUKASA ALOYSIUS TALTON GOLD NIN no. CM8303010ALQJJ Card no. 019820473; a) The 1st Respondent Gazzetted his Deed Poll to clarify his names on the 28th September 2020 and advertised it on the 13th October 2020 in The National Gazette while the Electoral Commission set 21st November 2020 and 11th December 2020 as the cut-off date for the update exercise which was later extended to 23rd of December 2020 and upon the expiry of the update exercise period, The Electoral Commission published in the Gazette the display period from 19th February 2020 to 10th March 2020. b) The Petition ought to have checked for the Status of the 1st Respondent Registration Particulars and/or to raise objections/complaints relating to omissions from the National Voter’s register as The Electoral Commission during the display period of The National Voter’s register attended to and addressed all objections, omissions of particulars that were brought to its attention and none was ever presented by the Petitioner during that period. c) The Petitioner’s allegation in Pragraph 5 (b),(ii), (a) of The Petition is false as the 1st Respondent’s Gazetted Deed poll did not change his name but only clarified and confirmed the fact that MUKASA ALOYSIUS TALTON GOLD was born on the 15th Day of October 1983 to Mr. Kalyango Aloysius and Ms. Naiga Annet and upon his birth, his father named him MUKASA ALOYSIUS TALTON GOLD and he grew up and started attending school he adopted/assumed the use of all names to wit MUKASA ALOYSIUS TALTON GOLD. d) The Gazetted Deed poll further clarified that since the 1st Respondent’s names were many he requested to use his last names TALTON GOLD in the initials as ‘T.G’ and all academic credentials reflect the same. e) The Gazzetted Deed Poll further clarified and confirmed that during the registration of his National Identity Card, he registered all his names in full as MUKASA ALOYSIUS TALTON GOLD f) The 1st Respondent did not disown or denounce his names of TALTON GOLD but just silenced them and used their initials in his academic credentials. g)The Gazetted Deed poll further clarified that MUKASA ALOYSIUS TALTON GOLD and MUKASA ALOYSIUS T.G refer to one and same person that is the 1st Respondent h) The Gazetted Deed Poll further clarified, proved and confirmed that the use of names of MUKASA ALOYSIUS TALTON GOLD and MUKASA ALOYSIUS T.G refer to one and the same person that is the 1st Respondent but he prefers to be identified by his full name of MUKASA ALOYSIUS TALTON GOLD as it appears on his National Identity Card. ● The 1st Respondent avers that it’s not true the above mentioned names were not clarified a year after the closure of the update of the National Voters register by the 2nd Respondent. ● The 1st Respondent was a registered voter in Rubaga Division South Constituency, Kampala Capital City, or at all, at all material times of the elections of January 14th 2021 for the Directly Elected Representative to Parliament for Rubaga Division South Constituency possessed a National Identity Card in the names of MUKASA ALOYSIUS TALTON GOLD NIN no. CM8303010AQJJ Card no. 019820473 and dully obtained a voter location slip corresponding with NIN no. 83030101ALQJJ Card no. 019820473 voter no. 68354659 Kampala District, Rubaga Division South, Rubaga Division, Kabowa Parish Polling Station Kabowa Catholic Church (A-N) ● Interchanging names or changing their order does not in itself make the academic certificate invalid and dies not mean change of the qualifications denoted by such a certificate and that the order of names does not go to the root unless cogent proof is shown that indeed a person is not whom they claim to be. ● In the conduct of the said Election of Rubaga Division South Constituency, there was full compliance with the provisions of The Constitution of The Republic of Uganda 1995 (As amended), The Election Commission Act Cap. 140 and The Parliamentary Elections Act, 2005 (As amended) and the Election was conducted in accordance with the Principles laid down in those provisions and this petition has not challenged the result of the election in any way and they should be confirmed as it was the 1st Respondent who won the election for Directly elected member of Parliament for Rubaga Division South Constituency with a very big margin. ● The 1st Respondent’s nomination and subsequent election as a directly Member of Parliament for Rubaga Division South Constituency was valid as under Section 13 (c) of The Parliamentary Elections Act, the 1st Respondent was qualified for elections under Section 4 of the Parliamentary Elections Act as Amended. ● The 1st Respondent won election as a directly elected Member of Parliament for Rubaga Division South Constituency with a fairly large margin. ● The 1st Respondent shall contend that he is not guilty of any format of bribery of voters before, during or after the elections in Rubaga Division South Constituency as alleged by the Petitioner in Paragraph 5 (c), (a), (i), (ii), (iii), (iv), (v) and (vi) of the Petition. ● Matters contained in the Answer to the petition are further verified by the 1st Respondent’s affidavit attached herewith and more evidence to follow in form of affidavits of witnesses.
