IN TROUBLE: STATE HOUSE GRILLS PRINCESS NANDAULA KYAKUSE & GROUP OVER FRAUD ON PRINCESS ANNA DDIMBWE’S KIKUGI- KAKIRI, WAKISO LAND, FACES ARREST

WHEREAS Mr. Bigiira B. Johnson, commissioner Land Registration has called for a hearing tomorrow in a matter of land comprised in Busiro Block 166 plot 8,9,11,14,16,16,18,19,30-49,77-81,62,63,23-29, 260-268,337-343, land at Kakugi, Kakiri in Wakiso district, the rightful owners have advised him not to waste time with Nandaula Kyakuse and her group of land fraudsters saying this matter was already settled by the State House Department of Land matters!

The department which is headed by Ms. Susan Abbo, the senior Presidential Secretary to His Excellency the President was petitioned by the rightful land owners on Block 166 plot 9, 10, 11, 14, 15, 16, 18, 19, 80, located in Busiro, Wakiso district.According to a eight pager report, petitioners who included Mr. Kawuki Deziderio, Nalule Grace, Kisimagwa Charles, Kasajja Yahya and Ssenkambwe Joseph and others, petitioned against Mumbejja Nandaula Kyakuse, Mulangira Kiggala Henry and Mr. Buyondo Kassim.

The petitioners Kawuki Deziderio, Nalule Grace, Kisimagwa Charles, Kasajja Yahya and Ssenkambwe Joseph and others are the registered owners of the above mentioned land.Their petition reads that, some of the them obtained this land in 1977 from a one Anna Ddimbwe (Mumbejja) and that up to today, she is the registered proprietor on the residue plot which they mutated off their land.

That in the course of their peaceful stay on their respective land, they were suprised to see a one Mumbejja Nandaula Kyakuse, Mulangira Kiggala Henry and Mr. Kassim Buyondo and their agents claiming that the petitioners had obtained this land fraudulently and that, the three had gone back to take the land to themselves.

Nandaula and group had attempted to cause a survey on the petioners’ land by force, although RDC Wakiso had prevailed over them.

That by the time of petitioning President’s office, the respondents had gone back to the petioners’ land to forcefully cause a survey but were again failed.

That, Nandaula and group resorted to threaten lives of the registered land owners over their land they have occupied for over 50 years.

Bearing in mind the rampant forceful evictions that are characterizing land issues in Uganda today, land owners at Kakugi in Wakiso, feared that if this office could not interven in this matter as early as possible, they would be evicted from their land by Nandaula and her fraudsters.

They therefore, decided to seek redress from the President’s office, thence a thorough investigations into the matter to have a fair hearing of both sides.

STATEMENT FROM PETITIONER KAWUKI DEZIDERIO

The 88 years old, has been a resident of Kikugi, Kakiri in Wakiso district since 1950s.He says, Anna Ddimbwe was the registred proprietor of this land in issue even when he (Kawuki) was not an occupant on that land yet.Kawuki first stayed in Nakabango, a neighbouring village to Kikugi where the land in contention is located.

He rightfully bought part of the land in issue, in 1962. He first bought a kibanja/plot in 1962 and another one in 1965, from Mumbejja Ddimbwe.

To secure his kibanja, Kawuki, ever since, paid Busuulu to Mumbejja Ddimbwe.She later, advised her tenants in occupancy, to buy the registerable interest on that Kikugi land, being the registered owner of the said land. Between 1974- 1977, Kawuki bought the registerable interest and land titles were made for him.

The first titles to mutated off from the mother title of Anna Ddimbwe, were 4 (four) in total.Kawuki however says, was shocked to learn that Nandaula and her group claiming to be the administrator of the same land, had come to forcefully and illegaly evict them for their land.

“The new claimants did not prove ownership of this land, for they did not possess any valid title of the land, they claim to have ownership.” Reads Mr. Kawuki Deziderio’s statement which was adopted by several petitioners who claimed interest on this land.

They included the following families;

• Ssenkambwe Joseph was represented by Ms. Nalule Grace and that, their land is registred as Block 166 plot 16

• Paulo Mulumba represented by his son, Lule Constatine. Their land is registered as Block 166 plot 8.

• Ssenkambwe Joseph on Block 166 plot 18

• Kasimaggwa Charles on Block 166 plot 80

• Kasajja Yahaya on Block 166 plot 109. He also sold his land to a one Kash, Taata Idi, Musomesa Ssekiwala and Isa Kizito. They all have land titles in respect to their land.

• Mugume David on Block 166 plot 43

HOW ANNA DDIMBWE RIGHTFULLY GOT THE LAND

Born about 89 years ago, from Kingship lineage of Kalema, yet Nandaula comes from the Kingship lineage of Daudi Chwa, Princess Anna Ddimbwe got the land from her aunt, Esteri Namazzi (aka Mazzi).

She is a daughter to Prince Joseph Namutale. Esteri Mazzi was a sister to Prince Namutale. Mazzi had two children ( Kato and Waswa). Only Kato, had children. The twins have since, died.Mazzi donated the said land to Ddimbwe and land tranfers were effected into Anna Ddimbwe names.

When Eteri Mazzi died, Anna Ddimbwe was installed, the customary heir to her aunt, Mazzi.The he land in question belonged to Esteri Mazzi of the Kalema Kingship lineage not the Esteri Mazzi of The Daudi Chwa Kingship lineage where Nandaula comes from.

Esteri Mazzi of the Kalema Kingship lineage, gave her land to Princess Ddimbwe, daughter to her brother when Mazzi waz still alive and title transferred into Ddimbwe’s name.Esteri Mazzi also gave part of land to her twins Kato and Waswa, although, the whole of it was first registred in the names of Anna Ddimbwe then, later, Ddimbwe mutated part of it to Waswa and Kato, the bilogical children of her aunt, Esteri Mazzi of the Kalema Kingship lineage.The families of the petitioners like that of Besweri, bought part of this land from Kato Erika, the son of late Esteri Mazzi of the Kalema lineage.Anna Ddimbwe also sold part of the land to different petitioners.The mother title was subdivided into various titles that are current, to cater for the interest of the different buyers and entitled owners.It is important to note that, the resudue land is registered as Block 166 plot 49 registred in the names of Anna Ddimbwe measuring approximately 3.5 acres or 1.507 hectares.

NANDAULA’S UNCLEAR STORY

That she is the rightful administrator of Esteri Namazzi estate. She alleges to have got letters of administration in 2004.Esteri Mazzi, whom Nandaula got letters of administration was a daughter to King Daudi Chwa.

That Esteri Mazzi had children who included; Joseph Lumala, Sarah Nandujja and Mary Namusisi Kasansula. As of today, Nandaula can only trace for Namusisi and Lumala.She said, Esteri Mazzi had land in different places, also in Kikugi Block 166 Fc 15812.

That she had gone to claim what rightly belonged to her.

POINT OF CONTENTION

Both Nandaula and Anna Ddimbwe have their claim of origin from the name of Esteri Mazzi.Ddimbwe claims land was donated to her by Princess Esteri Mazzi who was her aunt and the title was tranferred in her names when the donor, Esteri Mazzi, was still alive.

For Nandaula, she alleges that got powers of Administration over the same estate, just recently in 2004.

Investigations show that, it true, the same name Esteri Mazzi was named among the different children in the lineage of the royal family.In this very case, there were two different Mazzi Esteri although share the same name.

The one Esteri Mazzi from the Kalema Kingship lineage and another Esteri Mazzi from Daudi Chwa Kingship lineage.

“And since, Princess Anna Ddimbwe got land transfers when her aunt Esteri Mazzi the rightful land owner was still alive, then we can not say that she fraudulently obtained the land.” Reads a report from State House, Land Delartment.

It goes on to say, The land rightful belonged to Esteri Mazzi of the Kalema Kingship lineage who later gave it to Anna Ddimbwe as a gift intervivos and she has not done any wrong to tranfer her land to any other third party.

The law says, any one registered on the title, shall be taken to be the exclusive owner of that land and shall have the exclusive right to use their land in anyway including selling or giving out as a donation, unless one brings proof that the registration was obtained by fraud or error.

In this case, State House report reads, “Nandaula seemed to be so ignorant about the whole situataion sorrounding ownership and occupation of this land. She was actually being assisted by a group of people hired to take on the petitioners, some with guns claiming to be from Brig. Lukyamuzi’s office.”

State House, Land Department had an opportunity to interrogate this group who disappeared because the interrogators became inquisitive on their interest in this land matter.

FINAL SAY

The report says, by Nandaula having letters of Admnistration of Mazzi Esteri of Daudi Chwa Family should lead to administration of property of that lineage and not to take advantage of the similarity of the names to take what belongs to Esteri Mazzi of the Kalema Kingship lineage.

Therefore,

• Nandaula and her group must desist from interfearing with the peaceful people who rightly obtained land from Princess Anna Ddimbwe.

• Let Nandaula look for the property of Mazzi Esteri of the Daudi Chwa family and strictly administer those.

• Let Nandaula not take the advantage of the resemblence of names of persons they both claim to get interest and confuse the innocent persons on the land.

ANOTHER FRADUSTERS?

On January 28, 2026, lawyers of Kian Associated Advocates, said were on the instructions of Princess Nassolo Dorothy, the duly appointed Administrator of the estate of the late Hana Dimbwe alias Nalinya Elizabeth Dimbwe Kabonesa Besimensi, the registered proprietor of the land located in Busiro Block 166, plot 6 Under FC No. 15808 Land at Kikugi, Wakiso District.

“Our client informs us that, there are ongoing or intended follow-ups, inquiries or representations/third parties in respect of the above mentioned land particularly concerning the creaction, processing and registration of titles purportedly arising therefrom. Consequently, the said plot 6 (mother plot) was illegally and/or fraudulently subdivided into several purported new plots including but not limited to Plots 11 and 66.”

Take further notice that, Princess Nassolo Dorothy is the only known and lawful Administrator of the said estate, having been so appointed vide Administration cause No. 174 of 1988, and no other person has any legal capacity to deal in, represent or transact in respect of the estate of the said land. Any persons purporting to do so, are unauthorised and their actions are fraudulent and of no legal effect.
