THE First Lady of Uganda Mama Janet Kataha Museveni who doubles as Educcation and Sports Minister today evening toured the newly constructed Hamz Stadium Nakivubo War Memorial Ground, congratulating money magnet Hamis Kiggundu for such an excellent job welldone! 
Accompanied by State minister for sports Peter Ogwang and other top government officials, First lady was received by Ham Group of Companies CEO Hamis Kiggundu, his brother Yasin Ssentongo and other officials amidst tight security! 

Mrs Museveni and her entourage were taken around the facility and the decelopments impressed First Lady.

In the visitors book Mrs. Museveni has written, “For the Ministry of Education and Sports, the NRM Government is very proud to see the examples of our young people begin to build Uganda by putting up projects such as this one. We congratulate Ham Kiggundu for this excellent job.”

Hon. Kataha Museveni noted that, a project like this developed by a Ugandan, is worth celebrating.
“Many times you find African countries think they can’t do things themselves, always want people to come from else where to do work for them. Hamis Kiggundu has opened up a new chapter.” Said Mrs. Museveni.

She said, this great work is done by a Ugandan, “And all the young people can come here and others from elsewhere to enjoy Nakivubo stadium. To have a sports facility like this one, Ugandans will always know that something to be proud of and Ham you are giving a good example to those coming after you. It is time we start doing things ourselves. That is how countries grow.”


She revealed how we look at developed countries and we think we cant make it like they do.
“But when people know and they are confident of themselves, they build their own countries. When you wait for others to do it for you, you countries will never develop because those you are waiting for to do work for you, have other things to think about for their own countries. That is why African had to wait a bit longer but this is the time now.” Said Mrs. Museveni.

Saluting tycoon Hamis Kiggundu, First Lady said, “We have a new generation that is motivated and that is why NRM leaders fought that Ugandans and all Africans can do things themselves. So i come here on behalf of Government i know you will have an opportunity when the president will come himself. But on behalf of the sector which stands for Government, i come here to say thank you.”

Hamis Kigundu thanked Mrs. Museveni for visiting the facility and her words of encouragement, also thanking President Museveni for the political support he has given to this leading local investor.
The Head of State is expected any time from now to visit and officially launch Nakivubo stadium.

LATEST from Hamz Stadium Nakivubo Ground, top Namibian delegate and first female Namibian President in-waiting HE Dr. Nandi-Ndaitwah Netumbo have visited the newly constructed State-of-the-art Stadium in the heart of Kampala, Uganda’s capital and saluted leader local investor Hamis Kiggundu, CEO Ham Group of Companies.
The impressed Namibian boss who is in Uganda to attend NAM and G77 Plus China summits asked Tycoon Hamis Kiggundu to go to Namibia and make similar investments. Nandi is a Namibian Politician who is the Deputy Prime minister of Namibia since March 2015. Netumbo Nandi is the current SWAPO vice President and she is set to become the Party’s first female president this year..
By press time, Namibian top delegation, businessman Hamis Kiggundu and Namibian Honoray Ambassador to Uganda Godfrey Kirumira were still licked in a meeting!

NATIONAL Resistance Movement (NRM) ruling Party District Chairpersons Kampala region have sent a strong warning to Rubaga South NUP MP Mukasa Aloysius Talton Gold over his planned riots he announced on Monday while conducting the oversight role about the state of roads in Rubaga.
MP Mukasa who walked on the potholed Namasuba-Nyanama-Kitebi road gave an ultimatum to authorities in government to urgently fix this road and other roads which are in very poor state or he mobilizes public to rise up and demonstrate. These demonstrations he forecast will leave top government leaders with running stomaches!
Addressing journalists today at Plot 10 Kyaddondo, NRM Headquaters in Kampala, Party Chairpersons have lashed out at the opposition Hon. Aloysius Mukasa saying as an MP, he must be aware that Parliament cut KCCA budget which can not enable Executive Director Dorothy Kisakka to work on all Kampala roads in a short time possible, amidst the heavy down pour.
Led by Haji Abudallah Kitatta, the NRM Chairperson for Rubaga district, Kampala NRM leaders saluted City ED Dorothy Kisaka for the job well done looking at the small budget given to her by Parliament and amidst sabotouers like Junior Minister for KCCA, Kabuye Kyofatogabye.

Other NRM Chairpersons who addressed media were; Hassan Lukyamuzi (Makindye district), Nicholas Arinaitwe (Nakawa district) and Pastor Godfrey Luwagga Kawempe district).
The outspoken Kitatta roared, “Yesterday i saw MP Aloysius Mukasa threatening to lead a massive demonstration in protest against what he called poor road system in particular Nyanama road. As ruling NRM Party Kampala chairperson, we want first of all to warn opposition MP Mukasa and those believing his gospel of violence that we will not allow disturbing the peace of Kampala people. Let him dare organise demonstrations, we will deflate them. We can no longer tolerate political riots moreover based on lies.”
Without mincing words Kitatta said, because of what he called blunders made during 2021 elections which saw opposition MPs trounce all NRM candidates, Kampala NRM chairpersons have offered themselves to serve as ‘Members of Parliament’ and will not tolerate opposition lies.
He said, “It is absurd that Hon. Mukasa and other MPs in Kampala are not aware that roads in Kampala are already under reconstruction. In fact in Rubaga where i was elected NRM Chairperson, roads like Balintuma, Mugema, Ssuuna, the road that stretches to Nantawetwa in Mengo, and many others, work is ongoing. It is suprising that  mature opposition MPs like Hon. Mukasa can not appreciate Madam Dorothy Kisaka and her team at KCCA for the job well done!”

Kitatta advised opposition MPs to visit the mentioned roads and see the work ongoing instead of misleading public into what he termed as unnecessally riots which can nolonger be entertained.
“Let Hon. Mukasa and fellow MPs in Kampala instead increase KCCA budget, because that is their mandate, then madam Kisaka will be able to work on more roads including Nyanama road from where MP Mukasa threatened to lead a demonstration if not fixed. But right now, ED Kisaka’s hands are tied by these very MPs, we sympathise with her, she can only give what the budget avails.” Said Haji Abudallah Kitatta.

‘IS MINISTER KYOFATOGABYE IN BED WITH OPPOSITION TO DENT NRM GOVERNMENT’, ASK NRM CHAIRPERSONS
In what looked to be the unmasking of KCCA State minister Kabuye Kyofatogabye’s deals with opposition MPs to bite the hand that feeds him, Kampala NRM chairpersons were shocked when they heard this junior minister blackmailing KCCA ED Kisaka on a certain radio calling for her arrest insinuating that she is corrupt!
Furious NRM bosses said, it is instead Kyofa who should be sacked for being corrupt and conning bodaboda riders of billions of shillings.

NRM Chairpersons want him sacked: STATE MINISTER KYOFATOGABYE

Kitatta who had no kind words towards Kyofatogabye also revealed that he recently constructed a mega school worth billions of shillings, using money obtained from bodaboda riders on pretext that it was for  money checking their heads to ascertain that they are of sound mind.
“Each bodaboda rider was made to pay Sixty Thousand Shillings (60,000) and about 30,000 paid that money. How much did Kyofa and his clique steal from poor bodaboda riders? And where did he take this money? Can he give us the accountability? Where is the ministerial minute which empowered him to take money from our people? Doesnt he think, his ill acts make people hate NRM?” Asked Kitatta who doubted Kyofa’s capability to mobilise for the Party, calling him a man of useless wars.
He told journalists how it was wrong for Kyofa to go in public and mudsling workholic ED Kisaka instead of inviting her to his office being a line minister, if he had issues with her.
“Why fight Kisaka who was appointed by The Head of State and recently renewed her contract due to her competence? Who in opposition is paying Kyofa to taint ED’s name? As NRM Chairpersons in Kampala, we think Kyofa has gone astray, we will call him to order, if he continues to be adamant, we will ask our National Chairman President Museveni to sack him. Our mission this time, is to sweep Kampala for NRM come 2026 polls. Any one causing disunity amongst us, we will ask the President to take him away.” Warned Kitatta.

He hailed ED Kisaka for creating jobs for youth in Kampala like Seven Hills, sweepers and those in waste management and pleged their enormous support to KCCA boss.

ED KISAKA SAVED OUR PEOPLE IN KAWEMPE FROM FLOODS – NRM CHAIPERSON KAWEMPE
Asked to say something, Pastor Godfrey Luwagga, NRM Chairperson Kawempe started by crediting Mrs. Kisaka for ending floods in Kawempe by constructing big channels like Lubigi Channel which was commissioned by President Museveni. This led to a great improvement in the drainage systems. People in Bwaise, Kalerwe and Kawempe in general are no longer experiencing floods thanks to KCCA. He even wondered why the Kawempe NUP MPs don’t publically praise Kisaka and her team for that! 
Pastor Luwaga caused laughter during the presser when he said, “There used to be a joke that ‘Water is life, when you are not sleeping in Kawempe. Who didnt know that Kawempe used to be a flooding area whenever it rained? Thanks be to ED Kisaka and her technical team at City Hall, Kawempe is free of floods. We now read about floods in Lufuka Zone Wakiso, and other areas”.

Most of the roads now around Kampala are constructed with walkways for pedestrians

Reffering to Minister Kyofatogabye as a broker, Chairman Luwagga said, “How can a KCCA minister run to public and undress his surbodinate Dorothy Kisaka if he isnt discrediting her to appease his funders?”
“According to me, Kyofa is incompetent and very weak. How dare he go to public and shout against a person who serves under him? Unless Kyofa doesnt know his mandate as a KCCA Minister. Why take to media ED Kisaka, a lady who introduced smart city. What is your motive Mr. Kyofatogabye? Our people want service delivery not your useless fights. As NRM, we are accountable to the people, take your fights out of Kampala.” Noted Pastor Luwagga, Kawempe NRM boss.

‘I CHASED KYOFA OUT OF NAKAWA FOR TELLING LIES’, SAYS NICHOLAS ARINAITWE, NRM CHAIRPERSON NAKAWA DISTRICT
When his turn came to address media, Mr. Arinaitwe, the Nakawa NRM boss said, he directed Kyofa never to step in Nakawa again after he misinformed Nakawa people about Parish Development Model.
“First of all, i want to thank KCCA ED for being a leader who listens and acts. There were impassable roads in Nakawa which i reported to her, our people were complaining and cursing NRM government over such poor roads. I am happy to inform the public that she worked on them. Those which are yet to be fixed, she has promised us to work on them as soon as possible.” Said Chairman Arinaitwe. 
He hailed government for fixing a bridge across a drainage channel at Kyambogo, and now floods can flow perfectly. 
Arinaitwe said, there is cordial relationship between KCCA technical wing with NRM leaders in Kampala which has enabled service delivery and Kampala people are benefitng from PDM and emyoga.
About KCCA junior minister attacks to ED Kisaka, Chairman Arinaitwe shocked fellow leaders when he told journalists that he chased Kyofa from Nakawa and if he is man enough let him dare step there.
“He went on radio and lied that in Nakawa, eleven parishes have received money for Parish Development Model yet, non has received even a single coin. Our people got concerned and wanted to roast alive this minister for telling lies. I told him never to step in Nakawa and i am happy, he complied. We dont deal with liars.” Said a tough speaking Nakawa NRM Chairman Nicholas Arinaitwe.

MAKINDYE NRM CHAIRMAN LUKYAMUZI ADDS HIS VOICE AS HE LEAVES KYOFATOGABYE NAKED
Mr. Hassan Lukyamuzi informed journalists that because Kyofa doesnt screen what to say, he should stop going to media since his utterances credit the opposition.
“As NRM leaders in Kampala, we feel embarassed by the likes of minister Kyofatogabye who is starting fights against our own. He speaks without first thinking. He is doing NRM a disservice. He is not the government spokesperson, we ask him to first consult us before spitting his venom against fellow leaders in the party.” Said Mr. Lukyamuzi.
He supported Chairman Kitatta against demonstrations organised by oppositon MPs over what they call poor roads, advising them to find way of meeting the president and find a way of sourcing for funds to reconstruct roads since they are part of goverment instead of going for riots which will not bear fruits.
“Kampala roads need total overhaul. This calls for more funds. Let opposition MPs go and meet the president Museveni and lobby for the funds. Rioting is not a solution.” Said Chairman Lukyamuzi.

ALTHOUGH Rubaga North legislator Abubaker Kawalya fulfilled all conditions put by the Inspector General of Police (IGP) for him to clear netball and Football finals, today morning, a forest of police men armed to teeth were deployed at Lungujja Young Flat Playground in Lungujja parish, the venue for the Kawalya Abubaker Easter Cup.
By press time, police had blocked all roads to the play ground and none of the officers tells the community why they deployed on the match day.


“The Uganda Police Force, whose core mandate should be protecting and serving all Ugandans despite their political affiliations has over the time depreciated into a total NRM Political Wing, hence using only political lenses to judge or interpret situations as witnessed today morning at the venue of MP Kawalya Abubaker Easter Cup.” Reads a statement from Hon. Kawalya’s office.
According to the statement, they sense about a plot by owers that be to halt, disrupt and disorganize all Opposition activities within Buganda especially those linked to Kunga, NUP mobilization campaign, in order to deny the Opposition any chances of consolidating their support.
In a letter dated April 14, 2023 under the reference MP209/012/066/102 , which we have seen, Hon. Kawalya Abubaker addressed the Inspector General of Police to this fete, to which the IGP responded by requesting the MP and organizers to avail proof of clearance from FUFA, Local Authorities, and also clearance for the venue, which conditions were fulfilled.

For the past one month, the youths within Rubaga North have been competitively engaging in an inter-parish football tournament code named Kawalya Abubaker Easter Cup as one of Hon. Kawalya’s agenda to identify and develop talents among the youth.
The competitions were so peaceful, and the youths within the five (5) parishes of Rubaga North which includes; Lungujja Parish, Lubya Parish, Kasubi Parish, Namirembe Parish and Nakulabye embraced it.
Lubya Parish and Lungujja Parish are the two (2) teams that managed to reach the finals, which were supposed to be played on Easter Sunday, but Police disrupted the the same, forcing organizers to postpone the activity to today at Young Playground in Lungujja after engaging various stakeholders.
Rubaga District Football Association maintain that, “As mandated by FUFA to oversee all football activities with Rubaga do acknowledge Kawalya Abubaker Easter Cup and enjoy a good working relationship with Mr. Kawalya’s office.”
It should be noted that Section 5 and Section 10 of the Public Order Management Act (POMA) that used to empower police to regulate public gatherings were eliminated by the Constitutional Court, not once but twice.
Statement says, this has not stopped police, which should enforce the Law from crushing gatherings, including football matches as long as they are linked to the Opposition
The two sections came under contestation in 2018 when Hon. Robert Kyagulanyi Ssentamu, alias Bobi Wine with four others were arrested and charged with staging unlawful assembly after participating in a protest against the government’s move to tax social media.

THE Court of Appeal in Kampala has dismissed an application by URA opposing the refund of over UGX 25 billion to the Fund following the judgment of the High Court which overturned the decision of the Tax Appeals Tribunal and a tax assessment against the Fund of UGX 45 billion.
The tax body had initially issued a tax assessment of UGX 84 billion and the Fund was required to pay 30 percent of the tax assessed before the dispute was heard by the Tax Appeals Tribunal. 
The High Court overturned the assessment which meant that URA was required to refund the 30 percent with accrued interest. URA has never refunded the money. 
Hon. Justice Oscar Kihika in his ruling delivered on March 24, 2023 dismissed the application on grounds that URA failed to prove that its substantive appeal against an earlier decision of the High Court has a likelihood of success.
“The Applicant (URA) is in the process of obtaining leave to appeal, having filed a Notice of Appeal. However, having failed to establish whether or not the intended appeal has a likelihood of success, this Court is of the view that the balance of convenience does favour the Respondent (NSSF) which has a judgment in its hands.” Reads Justice Kihika’s ruling.
It goes on to read, “I find, therefore, that the Applicant has failed to establish that the Appeal will be  rendered nugatory if an order for stay of execution is not issued.” 
He also found that there was no evidence of irreparable damage that URA could suffer in the event that a stay of execution was not granted, in response to the tax body’s submissions. 
On the contrary, NSSF stood to suffer substantial loss since they have been in court since 2014 and since obtaining judgment in its favour, URA had without sufficient cause, held onto the 30% that was paid in 2014. 
NSSF Ag. Managing Director Patrick Ayota welcomed the court’s decision saying that the funds will be invested to earn a return for the members. “This ruling gives us more confidence as we pursue the substantive case through the courts that our decision will be vindicated,” he said.
In 2013 URA conducted a Tax audit on the Fund and assessed taxes on NSSF interest paid to members. However, this was a departure from URA’s earlier position contained in November 1, 2011, letter, which had advised NSSF that the interest paid to members is allowed as a deductible expense for income tax purposes.
The Fund objected and filed a case in the high court against URA. Through an arbitration process, the assessment was reduced from UGX 84 billion to 42 billion but the parties failed to agree on the tax treatment of interest the Fund declares and pays to members annually.The dispute on the tax treatment of Interest case was transferred to the tax appeals tribunal which ruled against the Fund upholding the assessment of 42 Billion in March 2020. Dissatisfied with the decision of the tribunal, the Fund appealed to the commercial division of the High Court, arguing that whereas the Tribunal decided that members’ savings are not a debt obligation as they are excluded from the definition, which is provided in the Income tax act definition, this was erroneous because the income tax act does not state so. 
The Fund also argued that the tribunal treated interest paid to members as a dividend which is contrary to the definition of dividends in the Income Tax Act and that the financial impact of the tribunal ruling would effectively impair its ability to preserve the value of members’ savings.
In November 2020, the High court agreed with the Fund. In his ruling, Justice Boniface Wamala set aside the tax tribunal ruling that interest paid by the Fund is a deductible expense for income tax purposes.

DEMOCRATIC Party 2021 loser for MP Rubaga South Eugenia Nassolo faced a great disappointment in her life on Saturday, following the refusal of National Unity Platform (NUP) Members of Parliament and other top party officials to attend her graduation party that she held at home near Buganda Royal in Kakeeka-Mengo. She graduated from Makerere University. The shocking story behind Nassolo’s degree will be given another day. Today, allow us concentrate on her graduation party!
Nassolo invited over 20 NUP MPs and other top leaders from the Kamwokya based political party, but non including the chief guest Barbie Itungo (Hon. Kyagulanyi’s wife) attended! 
On realising that her function is boycotted by the opposition National Unity Platform leaders, Nassolo rushed to FDC’s Ssalongo Erias Lukwago who alongside a few councilors mostly from Rubaga North bailed her out to save her from shame before her other invited guests.
Speaking to some Members of Parliament who turned down Nassolo’s invitation, they revealed to this leading investigative news website why they couldnt attend this graduation party saying she errored when she did not invite the area Member of Parliament Hon. Aloysius Mukasa. 
One of the invited NUP MPs from greater Masaka who turned down the invitation told us that, “You cant just go to a colleague’s constituency and attend such function when he is not aware! After receiving Nassolo’s invitation, i consulted Hon. Mukasa only to tell me how i was just giving him news about the function. I had to turn down the invitation.” 
The NUP MP massively defeated DP’s Nassolo in 2021 elections. She ran to court but withdrew the petition on realising that she had a very bad case agaist the peoples’ member of Parliament.
Investigations shows, Nassolo had set up an ambush for NUP MPs and other top party leaders when she invited them to her graduation party in the absence of area MP Hon. Mukasa to potray that legislators as well as NUP top leaders have ganged against their own Aloysius Mukasa for Nassolo! 
“Nassolo wanted to use her graduation party to hoodwink Rubaga South people how their MP had been sidelined and herself endorsed for the 2026 bid.”
Revealed one of Nassolo’s confidants who requested anonymity. Her game plan did not work.

BARBIE ITUNGO TRICK
Like all of you saw, Nassolo’s function had no chief guest. Fact is, she had dreamt of having Barbie Itungo, Hon. Kyagulanyi’s wife as her chief guest. 
Since she is not in Kyagulanyi’s good books because of her being a double sided politician, Nassolo approached a certain journalist (names with held) to help her reach Barbie so that she is invited to her graduation party as a chief guest.
We were reliably informed, Nassolo made juicy offers to this Ghetto journalist if only he could convice Barbie to put in an appearance. However all attempts to have Barbie failed. Neither did she attend or even delegate someone.
Those close to Mama Kampala know she doesnt attend functions which are not sactioned by her husband.

THE KUNGA NATIONAL CHAIRMAN NYANZI FACTOR
After failing to get Barbie for her graduation Party, Nassolo went for NUP National Mobilizer, also Kunga Uganda boss Fred Nyanzi, the brother to President Kyagulanyi.
She called Nyanzi begging him to attend her function. We cant tell why Chairman Nyanzi also turned down Nassolo’s invitation and didnt send a representative.

FUNCTION FLOPS
Just like it was expected, less than 100 people turned up for Nassolo’s graduation party! 
In attendance was Rubaga and Makindye mayors Zacky Mberaze and Ali Nganda Mulyanyama (both were in DP with Nassolo), a few councilors mostly from Rubaga North and other people.
She had invited Buganda Kingdom top officials but none attended. 
The organizing team told us, Nassolo booked food for 1000 people but only about 100 turned up, a bigger number refused.

ENTERS LUKWAGO
FDC Vice president Buganda region also Lordmayor Kampala Ssalongo Erias Lukwago arrived at Nassolo’s home at around 6pm an our to close the function. He came in at a time of serving meals.
The usher wanted to lead Lordmayor direct inside the house where Mberaze and Mulyanyama were being served from but he refused over what analysts say, he never wanted to dine from the same table with Mulyanyama who wants to unseat him from City Hall come 2026.
Lukwago chose to sit outside in the tent to be served near a certain female councilor.
When called to address Nassolo’s guests, Lukwago attacked NUP Kampala Members of Parliament apart from Hon. Shamim Malende and other NUP leaders accusing them of not attending court sessions of Makindye West MP Allan Ssewanyana and Kawempe North MP Muhammad Ssegirinya.
The FDC politician mentioned how there is a big political vaccum in Rubaga in what some of those who attended the function intepreted as decampaigning NUP MPs.
Things didnt go well for Lukwago as a certain KCCA councilor tasked him to mention a few things he has done in Kampala before attacking NUP MPs who have not only given back to their constituents but also are visible on the floor, performing well in Parliament.
You have been Lord mayor since 2011. What is that one thing you have done for Kampala people apart from singing ‘rule of law’. Does your rule of law bring food on the tables of suffering Kampala people? Vendors are being arrested every day and tortured by KCCA enforcement, you who is proudly working, what have you done? Leave our MPs and concentrate on what you have to do.” Said a KCCA NUP councilor.

GIFTS TIME
Although the MC kept on inviting guests to bring gifts for the graduand, none brought her gifts apart from FDC’s Lukwago and other few people.
Asked why she had not brought a gift for7 Nassolo, one of the leaders present told us without mincing words how Eugenia Nassolo is too mean, it was time for her to reap what she has been sowing. You cant believe it, only Lord mayor Lukwago, gave her a gift.

Efforts to speak to area MP Hon. Aloysius Mukasa proved to be futile as he is in South Africa where Pariament sent him together with other legislators for Parliamentary business.

HUNDREDS of Ghetto youth in Kampala Central yesterday held an occasion to commemorate the belated youth day and used this function to send a tough message to President Yoweri Kaguta Museveni over 2026 Presidential election.
Youth asked Hajjat Hadijah Uzeiye, the Senior Presidential advisor (SPA) who doubles as Personal Assistant Office of the Chairman (ONC) National Resistance Movement  (NRM) to inform The Head of State never to hand over power to amateurs who can easily destroy what has been built for years.
“Madam Hadijah, take our message to President Museveni the Bazzukulu from the Ghettos of Kampala will not support any one else apart from our Jajja. We shall not be subject to politics of excitement. We are for the old broom which knows and sweeps all corners of our House Uganda.” Said youth on a function to commemorate their day.
This function was attended by a number of top leaders and Hajjat Hadijah Uzeiye who is the National coordinator of Bazzukulu, was the chief guest.
Ghetto youth saluted President Museveni for identifying one of their own, Hajjat Hadijah Uzeiye and appointed her to such a big office. They said, she understands their language so they can communicate very well.
Political analysts say, if Hadijah Uzeiye continues to apply her unique approach, chances are high that NRM will sweep Ghettos come 2026 elections.  
Speaking to the Ghetto youth, Ms Hadijah Uzeiye thanked them for seeing the light and supporting Jjajja Museveni. She said they have made a right choice and asked them to take part in all goverment programs so that they together fight unemployment and poverty.
She inspected small businesses done by the ghetho youth and pledged to support them through Office of the National Chairman (ONC) where there is a Secretariat for skilling youth through more training & empowerment.
“I thank you all Bazzukulu in the Ghetto for coming in such big numbers and more so, for endorsing ‘Jajja Tova ku Main’ campaign. Our beloved president loves you so much and as your bridge to Jjajja, let’s work together to change your lives.” Said Ms Hadijah Uzeiye.

VENDORS of St. Balikuddembe market commonly known as Owino led by their Chairperson Ms. Suzan Kushaba are in jubilations following cancellation of the three land titles which were registered in the nanes of SSLOA, a company run by former chairman Godfrey Nkajja Kayongo.
SSLOA stands for St. Balikuddembe Market Stalls, Space and Lockup Shops Owners Association.
Mr. Kayongo was among market leaders fired on directives of the Head of State Yoweri Kaguta Museveni for milking low income earners in markets.  
Speaking to this fastest growing news website, Madam Suzan Kushaba congratulated fellow vendors saying, their market land has been reclaimed and in safe hands.

Thanking the Almighty God who made it possible for Owino vendors to get back their land, Ms. Kushaba said, “The battle that has been raging on to get back our market land is now over. The three land titles formerly under SSLOA have been cancelled and transferred to KCCA management. We want to thank His Excellency the President for his able leadership, full support and guidance. As Owino market traders, we are very much proud of you Mr. President.”

Kushaba named other people who fought on the side of Owino market vendors in order for Kayongo’s titles to be cancelled.
Calling them Ugandan Patriots who saw that low income earners get justice and enjoy the benefits of the current government, Suzan Kushaba named the following people;

DOROTHY KISAKA
She is The Executive Director Kampala Capital City Authority (KCCA). Kushaba said, Madam ED who she branded an iron lady laboured to make sure Kampala markets gain and benefit from all government programs. Her efforts were also geared at making sure SSLOA titles are cancelled so that Authority takes control of this market to benefit all.

DAVID BALONDEMU
A lawyer by profession, Counsel Balondemu is Chairman Kampala Land Board. Kushaba says, Balondemu is none of a few Ugandans who believe and practice,  intergrity, equality and justice for all. 

MAJOR EMMA KUTESA
His endless calls to who ever blocked vendors’ way, Kushaba says earned them victory.

PROPHET SAMUEL KAKANDE
He is The Synagogue Church of all Nations founder. He gave Suzan Kushaba a prophecy on May, 3rd 2009. Since, he has been playing endlessly praying for vendors to get back tneir land.

President Museveni orders IGG to investigate KCCA

PRESIDENT Museveni has directed Kampala Minister Hajjat Minsa Kabanda to stop payments of councilors who deliberately abscond from council meeting calling it corruption if councilors are paid tax payers money which they haven’t worked for.
A tough speaking Museveni also directed that, KCCA ED Dorothy Kisaka, through Kampala minister should takeover Urban councils where councilors are misbehaving so that tax payers are able to get services they deserve without any disturbances.
Museveni said, “I am told there are councilors who are indisciplined, they cause violence in council meetings instead of having discussions on how to give our people services. I don’t want to hear that you are paying those lazy councilors tax payers money. If they don’t want to work, please send them away and don’t pay for what they have not done. There is no free money in government. I don’t want to hear that you are promoting corruption.” 
President says, he doesn’t want violence in Kampala and those councilors who are ringleaders must be sent back home, stop paying them and work should be done by the technical wing of KCCA just like it was when Lord mayor Lukwago was impeached in 2013. 
If the presential directive is put into consideration, that means, councilors with Bank loans will be in trouble since KCCA ED will not be paying them salaries.
This comes at a time when opposition National Unity Platform leaders have ordered their councilors at Rubaga Urban Council to boycott council meetings convened by NRM Speaker Musah Mbaziira.
Today, Speaker Mbaziira has called for a council meeting and the order paper has solid waste management but NUP which has majority councilors have stopped them from attending today’s council.
This is because, Speaker with the guidance of the Learned Attorney General suspended 25 indiscipline councilors and mayor Zacchy Mberaze for two ordinary council meetings and two committee sittings.
According to councilor Ronald Mutumba who is the chairman NUP Caucus Rubaga Urban Council,  any councilor who will attend today’s Special council will have disobeyed the party which dictated that no councilor should go for council sittings. 
Councilor Alex Kyagaba yesterday told us that, “We agreed not to attend today’s council as NUP councilors. We petitioned the minister to impeach Speaker Mbaziira and therefore has no moral authority to convene a council meeting. We don’t expect any NUP councilor to attend.”
This has been re echoed by Rubaga North MP Abubaker Kawalya saying, there is a party position for all NUP councilors not to attend today’s council until further notice.
“As party, there are unresolved issues in Rubaga urban council. So we asked all our councilors not to attend council meetings until we come up with a solution.” Said Hon. Kawalya.
Speaker Mbaziira has however laughed at NUP defiant councilors saying, they are risking losing their seats.
“The law is very clear, if they abscond from four council sittings, they automatically forfeit their seats. Let them continue boycotting, by the time they wake up, they will no longer be councilors.” Said Speaker Mbaziira.
We are told, today’s council will determine the next step. If NUP councilors boycott and the quorum of 35 councilors fails, Mbaziira will call for another meeting on Monday ando see whether NUP will abscond until four sittings and the NUP councilors will cease to be councilors.
There are also some councilors who have been dodging council sittings. Mbaziira has already written to them warning that if they continue, they will lose their seats.
This makes NUP councilors to be at the crossroad, their party leadership is stopping them from attending councils while they risk losing their seats.
In Kawempe Urban council,  KCCA has already taken over council business after suspending council sittings indefinitely. This was after the councilors’ demonstrations to put pressure on government so that it releases Kawempe North MP Mihammad Ssegirinya.
ED Kisaka directed Kawempe councilors to go home. This is exactly what likely to happen in Rubaga if councilors continue boycotting council sittings.
President Museveni says, amidst this drama, councilors should not be paid tax payers money.

LUBAGA division Speaker Musah Mbaziira has instructed council disciplinary committee to immediately start investigations against mayor Zaccy Mberaze, deputy Rehema Sanyu Fugge and a clique of 25 other mostly opposition NUP councilors who walked out of an ordinary council called to honour late Jacob Oulanyah.
Mbaziira has also vowed to engage NUP Party secretary General Lewis Rubongoya about the indiscipline of some of his party councilors saying instead of representing and working for the people, they are busy playing street and showbiz politics.
Mberaze, Fugge and a group of councilors first signed for the allowance of 210,000, took tea and eats then after, walked out in protest, a few minutes after council speaker Mbaziira asked members to rise on their feet, take a minute of silence in remembrance of departed Rt. Hon. Speaker of Parliament Jacob Oulanyah. 
Our inside sources in the office of Lubaga Speaker have revealed to us that, Mbaziira is very much disappointed by Mberaze and Fugge who chose to walkout at a time council was honouring the departed Speaker of Parliament of Uganda, vowing to punish them for their misconduct.
He however thanked majority councilors who ignored Mberaze and Fugge, shunned their useless protest and remained seated in the council.
“We can’t allow would be exemplary leaders to take this council for a market. Those who walked-out will face penalties. We must respect this council and if there is any concern, kindly raise it and let members have deliberations. Then we agree on what to do next. Don’t just bring here your hooliganism, if they are no longer interested in representing their voters, let them resign.” Said a tough speaking Speaker Mbaziira.
The walkout of Mberaze and his clique happened on Monday this week, during an ordinary council convened by Speaker Mbaziira at Jevine Hotel in Lubaga. A day after President Museveni had announced the death of Oulanyah who passed on from a Seattle Hospital in United States of America.

LIST OF UNDISCIPLINED COUNCILORS WHO WALKED OUT
Of the 27 councilors who walked out, 26 are members of NUP Party while one, D’cluck Kamya is an FDC member. Full list has; Zaccy Mberaze, Rehema Fugge, Kisawuzi Alex, Kyagaba Alex, Kamya D’cluker, Kizza Clement, Katumba Ivan, Migamba Suzan, Nakiridde Silvia, Lusembo Musa, Kayima Richard, Nabukalu Halima, Tendo Sulaina, Makula Vicky, Kato Oscar Peter and Muguluma Fatuma.
Others are; Magomu Dennis, Kyambadde Fred, Nagawa Margaret, Kizza Emmanuel Mayanja, Damba Sunday, Lukenge Ronald, Nkambwe Idd, Nakiyingi Dorothy, Jamil Isiko, Namuwonge Allen and Akankwasa Rogers.”

BELLOW ARE THE COUNCILORS WHO DID NOT WALKOUT 
A good number of NUP, FDC, DP and NRM councilors remained and council business went on perfectly.  
They are; Nabiddo Shamim, Nanyange Leah, Chief Mboowa, Nantongo Sarah, Mukasa Norman, Mpungu Muluta, Namakula Agnes, Ssempa Sulaiman, Maggie Ssemukaaya, Namusoke Leah, Nakitende Sharifah, Ampayire Sandra, Najjengo Betty and Katabira Yusuf.”
Others who did not move out are; Ronald Ssemaganda, Lubowa Bonny, Ssekitayira R., Sumayiya K, Nalubwaama E, Nagayi V, Mutumba R, Luyimba J, Sam K, Sylivia Nasozi, Nakazi B and Ssemanda Ibra.
Others are; Kasozi H, Mpiima H, Nagawa R, Nuliat M,  Simbwa Umar, Nandawula Scola, Katumba Yahaya, Nyombi Fatuma, Ssenyonjo Sulaim and Ssebunya Mark.

HOW IT ALL STARTED 
Before Mberaze and team walked out of the council,  Speaker Mbaziira said, “I am saddened by the demise of the 11th Parliament Speaker Rt. Hon. Jacob Oulanyah, which occurred in Seatle, United States of America on March 20, 2022. He has always fought to serve truthfully and equally despite political differences in our country.”
Lubaga Speaker said, It’s unfortunate that Oulanyah passed on before fully serving his nation.  
Mbaziira talked about Oulanyah as a very vibrant and mighty gentleman with quite abundance of character as evidenced by his legacy since the day he took office, to the day God called him. His deeds have greatly impacted the nation and shall forever be recognised and remembered.
“Let’s stand on our feet for a moment of silence and pray for our colleague and all our departed loved ones to continue resting in eternal Peace, Amen!” Said Speaker Mbaziira. He  also asked council to officially welcome new members, councilor Wasswa Edward Gulu for Kasubi and Hellen Butayi councilor representing Nakulabye.
Mbaziira expected Mberaze and his deputy to take on the floor and pay tribute to the fallen Speaker of Parliament but they instead chose to lead a protest and moved out of a council meeting.
Other councilors mostly from NUP Party looked at Mberaze, Fugge and a clique of fellow councilors in disbelief, since they were not aware about what was going on.
Fugge who led the protest after taking to the floor, sang the Buganda anthem something which has been condemned by fellow councilors. She tried to woe councilors to follow her and leave an empty council hall, but she was instead embarrassed after majority NUP councilors rejected her deal.
A one Yusuf Katabira told her off saying, “We are here to use this platform to address the issues affecting the people we represent. Now, if we don’t use this council and instead protest, then we will be playing cheap politics.”
However councilor Dennis Magomu one of those who moved out said the protest was about skyrocketing basic needs prices.
Katabira and other councilors did not agree with this reasoning. They said, “Where was the consesus? Did we first sit and agree on the walk out as opposition or NUP councilors? Who sanctioned the walkout? Was it NUP caucus? So you thought we would join such a useless protest we were not aware about? Any matter affecting our electorates must be raised on the floor, we deliberate about it, vote or pass a resolution to Kampala Capital City Authority council headed by NUP Speaker Zahara Luyirika or Parliament of Uganda.”
Those who did not move out include the 39 NUP councilors. For starters, this council has about 64 NUP councilors and they are the majority. 
Katabira who was supported by other councilors like Luyinda accused Mberaze of playing childish politics.
They gave an example of railway land where people were being evicted, matter was brought in the council and it was fully resolved.
“We did not have to protest and strip naked just like Mberaze’s team did. We are leaders, let us learn how such matters are solved. We must be orderly.” Said Luyinda. 
Former KCCA councilor Ismael Ddamba Musajjatasuliraawo rubbished councilors who say they walked out due to sky rocketing commodity prices saying, Lubaga urban council has no connection, whatsover, with the high prices or how they should be cut.
He doubted whether Mberaze or Fugge, or any of those councilors who moved out bothered to investigate and find out why commodity prices are high. 
“Did they visit any company, factory or markets to find out why prices skyrocketed? Or they were just playing cheap politics? Which impact can for God’s sake, a mere Lubaga councilor cause to the rising prices? Mberaze and team should stop hoodwinking our people.”
Said Ddamba in one of his audios sent to a Lubaga South platform. 
Back to the council meeting, Speaker Mbaziira addressed council about the Uganda Urban Council Speaker’s Association General Assembly (U.U.C.S.A) a three day program which took place from January 26-28, 2022 at Ntale School in Mbarara.
It was attended by Speakers from divisions, local councils and authorities. They unanimously elected Musa Mbaziira, their leader.
Before adjourning the council, he talked about a political meeting which was held at the division premises and as a result, some councilors were arrested and sent to prison. “I would like to implore his Worship the mayor and Honourable councilors to embrace unity. If there was a noble cause for council to move on the streets, we all had to be made aware and agree as a team. I therefore condemn the acts that transpired on that day and urge you members to avoid unnecessary politicking.”
What we are now waiting for, are the  investigations into the conduct of councilors who walked out and how they will be punished.
